FOR MORE THAN 50 YEARS, the Metropolitan Washington Council of Governments, known as COG, has helped develop regional solutions to such issues as the environment, affordable housing, growth and development, public health, child welfare, public safety, homeland security, and transportation. COG is an independent, nonprofit association comprised of elected officials from 22 local governments, members of the and state legislatures, and members of the U.S. Congress.

Policies are set through the COG Board of Directors, the National Capital Region Transportation Planning Board, and the Metropolitan Washington Air Quality Committee. These three boards are responsible for a broad range of issues under the COG umbrella. Supporting committees help shape programs through the dedicated work of a wide array of public servants, from police chiefs to social workers.

DURING ITS ANNUAL MEMBERSHIP MEETING, COG announced that Charles County, Maryland was joining as its 22nd and newest member government. “Charles County is pleased to become a full member of the Metropolitan Washington Council of Governments. Our decision to move forward with COG membership is based on the understanding that commuting, employment, and the economic direction of Charles County are fully part of the larger Washington-area region. We’re not solely a rural, agricultural-based county anymore,” said Charles County Board of Commissioners President Candice Quinn Kelly. “This is an important day for our community. It’s time to move into this new realm, and we are joining a strong, regional network that will help us to move our county forward.” The Charles County Board of Commissioners unanimously approved membership in COG in October 2011. REGIONFORWARD

THE REGION FORWARD VISION PLAN is metropolitan Washington’s roadmap to a better future. A multi-sector group of area leaders helped shape this vision, which was adopted by COG and all of its member governments in 2010. Now, a new coalition of public, private and community leaders are focused on implementing Region Forward and helping the region meet its shared goals.

In June 2011, the Region Forward Coalition held its inaugural meeting at ’s Arlington Campus. Coalition members engaged in group exercises to consider priorities for urban, suburban and exurban centers. They also discussed a transit-oriented affordable housing initiative, an example of the kind of project the Coalition hopes to spark through new public-private partnerships.

The Coalition’s early work has focused on several key areas. A central feature of Region Forward is that it sets tough goals driven by targets to hold the region accountable for action. In order to measure the region’s progress toward these targets, Coalition members are completing a performance baseline analysis. The Coalition will then use the baseline to measure progress every 3-4 years.

Coalition members are also identifying centers to be included in an update of COG’s Regional Activity Centers. As part of the process, they will examine each Center’s key needs, such as a lack of transit or land use types, which will help public and private leaders better target resources and investments to these communities. The Coalition is also focused on producing a regional housing plan and shaping regional policies at COG to be better aligned with Region Forward’s goals. coG 2011 annual rePort

 HIV/AIDSFORUM

COG BROUGHT TOGETHER over one hundred experts, healthcare providers, public officials, and community members for a forum in December 2011 to further the development of a regional strategy to combat HIV/AIDS, which affects thousands of area residents. Participants noted the issue’s regional scope emphasizing that the problem was not limited to the District of Columbia. Almost half of all AIDS cases, 47 percent, are located in suburban Maryland and . The region has the third highest number of cumulative AIDS cases in the country.

Jeffrey Crowley, Director of the Office of National AIDS Policy, told forum participants that even as other programs have experienced funding cuts, HIV/AIDS research and treatment has received increased support during the Obama administration. He also noted that his office was in the process of creating the first National HIV/AIDS Strategy with the primary goals of reducing infections and increasing access to care and treatment for people with the disease.

Health officials from Montgomery, Prince George’s, and Fairfax Counties, and the District of Columbia also shared information on their recent efforts to prevent and treat HIV/AIDS. They noted that stigma associated with the virus, impedes treatment and remains a major barrier to reducing new HIV infections. In the coming year, officials in the District will lead an assessment of the region’s HIV/AIDS treatment and prevention needs and work with their regional partners on a new strategy. FOSTER EACH SPRING FOR THE PAST SEVERAL YEARS, COG and the Freddie Mac Foundation have held special events to honor the region’s foster parents. These events, which have included gala dinners and press conferences, are an opportunity for local elected officials to recognize the Foster Parents of the Year on behalf of their jurisdictions. COG also publicizes these events in order to raise awareness that there are over 4,000 area children in foster care and recruit more families to care for these children.

In 2011, the Freddie Mac Foundation and COG invited over 800 foster families to the April 30 game at Nationals Park between the home team and the San Francisco Giants. Before the game, nine foster parents joined area elected officials and Nationals owner Ted Lerner on the field to be recognized as the region’s Foster Parents of the Year. “We hope the examples set by our Foster Parents of the Year inspire more area residents to open their hearts and homes to our region’s foster children,” said 2011 COG Board Chair of the Prince George’s County Council. A video featuring the parents played on the high definition screen in the outfield. In addition, COG staff and volunteers were at the game handing out foster care information to fans in attendance of the game.

In partnership with the Freddie Mac Foundation and NBC4 news, COG also continued its role as coordinator of the highly successful Wednesday’s Child program. Close to a third of featured on the program in 2011 are matched with an adoptive parent. GREENBUILDING IN 2011, COG RELEASED Green Building Trends, a report on LEED certified green building from 2003 through 2009 in metropolitan Washington. The first-of-its-kind region-wide analysis of green building construction demonstrated that LEED, the u.S. Green Building Council’s voluntary certification program, has had a significant impact upon the region’s long term sustainability by encouraging the development of efficient buildings.

According to the report, the District of Columbia had 12.5 million square feet, Northern Virginia had 6.6 million square feet, and suburban Maryland had 3.8 million square feet of green building construction.

Traditionally, the LEED certification process targeted a range of sustainability factors including characteristics such as energy conservation, water conservation, use of recycled building materials, but recent updates have added credits for efficient location choices. The report noted the majority of projects were located within major employment centers and within a half of a mile of Metrorail or commuter rail stations.

More than 60 percent of the square feet of LEED certified projects were located within one half mile of a Metrorail or commuter rail station. For contrast these station areas capture between 15 and 35 percent of general commercial construction square feet annually.

Similarly, 70 percent of all LEED projects certified between 2003 and 2009 were located within Regional Activity Centers. In comparison, 40 to 50 percent of general commercial construction projects are located within Regional Activity Centers. STORMWATER

THERE’S A MULTI-YEAR, MULTI-BILLION DOLLAR effort underway in metropolitan Washington aimed at improving the quality of life of millions of people: cleaning up the Chesapeake Bay and the region’s other vital water bodies. The Chesapeake Bay, whose watershed includes six states and covers 64,000 square miles, is failing to meet federal water quality standards and has been put on a “pollution diet” by the EPA.

Millions of dollars have already been spent on wastewater treatment plant upgrades which have greatly benefited the region’s water bodies. Local officials are expressing concerns about extremely high costs for the stormwater portion of the new pollution diet; however, stormwater accounts for a significant share of the pollution that flows into the Bay. In the region’s urban areas, despite many efforts and programs being implemented, nearly all water bodies are impaired due to stormwater pollution.

Given this issue’s importance and huge fiscal impact, at the urging of Board Chair Andrea Harrison, COG held a webinar for local and state officials to discuss stormwater management and its costs in October 2011. Maintaining a balance between development and water quality was highlighted as one of the primary concerns for states and localities. Participants also noted the need for effective policy options for both new and existing development and called for an effective messaging strategy to inform the public about why stormwater management is important and the need, benefits and costs of the programs. ACCESSIBLE THE TRANSPORTATION PLANNING BOARD officially launched the full service of the District of Columbia’s first wheelchair accessible taxicab pilot project, rollDC, in May 2011. D.C. Councilmember and TPB Chair noted that for the first time, the District has wheelchair accessible taxi service available—providing unlimited access to transportation 24 hours a day, 7 days a week, for people using wheelchairs. It is estimated that 3.3 million Americans 15-years of age or older use wheelchairs—including more than 12,000 D.C. residents.

rollDC includes a fleet of 20 accessible taxicabs, provided by Royal Cab and the Yellow Cab Company of D.C., to serve people with disabilities using wheelchairs. While the TPB led the implementation of the project, the Federal Transit Administration provided the $1 million New Freedom Grant and the D.C. Taxicab Commission provided $200,000 in matching funds. In addition, the cab companies dedicated private funds and other resources to the pilot project, and the D.C. Office of Disabilities Rights provided guidance on the project. ACCORDING TO THE TRANSPORTATION PLANNING BOARD’S 2011 Aerial Traffic Congestion Survey, daily traffic congestion in the metropolitan Washington region is increasing in several areas. Traffic congestion increased significantly between 2008 and 2011, after decreasing between 2005 and 2008 due to the economic recession.

The survey found the most congested location in the region for 2011 was Northbound I-395 from VA 27/Washington Boulevard to VA 110/ Jefferson Davis Highway. From 8:30 to 9:30 am, drivers average a speed of 5 miles per hour. Five of the top ten congested locations were found on I-495, the Capital Beltway. Locations on I-66 and the 11th Street Bridge also made the top ten list. The survey noted that while some of these segments were impacted by construction, these locations are historically congested.

The survey also pinpointed areas that experienced reduced congestion since 2008. The biggest positive impact on congestion in the region was the opening of the Woodrow Wilson Bridge. What was previously a location of hours-long congestion during the morning peak on the Inner Loop of the Capital Beltway from St. Barnabas Road in Prince George’s County to Telegraph Road in Alexandria has been completely eliminated.

The TPB has commissioned the aerial traffic surveys since 1993 and 2011 was the seventh edition of the survey.

MEMBERBENEFITS AS PART OF AN EFFORT TO INCREASE OUTREACH to member governments and ensure that all jurisdictions, large and small, are aware of coG’s valuable programs and activities, coG staff has begun preparing member Benefits reports. the reports will both highlight the shared benefits of coG membership—such as shaping regional priorities and applying for special federal funding opportunities—as well as how benefits like grants, technical assistance and cost savings impact individual jurisdictions.

For example, in 2011 through their membership with coG, local governments: I received over $ million in federal urban area security initiative homeland security dollars through a federal-state- regional partnership I saved $2 million through coG’s regional cooperative purchasing program which buys fuel, heating oil and natural gas I received $,000 in a transportation land use coordination technical assistance grant program I enrolled 20 managers in the institute for regional excellence which provides leadership skills and exposure to innovation in local government
