2020 Legislative Agenda 2020 Legislative Agenda 20202020 LEGISLATIVELEGISLATIVE AGENDAAGENDA LETTER FROM THE CHAMBER TABLE OF CONTENTS Dear Legislator, For more than 90 years, the Northern Virginia Chamber of Commerce has been recognized as The Voice of Business in Northern Virginia™. In continuing that tradition, we have worked with business leaders, top institutions, other business organizations, and a diverse group of elected leaders over the past year to stress the importance of regionally-focused collaboration throughout Northern Virginia. In 2019, Northern Virginia experienced major economic investments from the private and public sector. It is clear that momentum is with us now, and our world-class business community is leading the way. As a regionally-focused Chamber, we are equipped to harness this energy and focus it on addressing our region’s challenges now and into the future. To keep this period of economic growth going, we must work together to build upon those key strengths that will enhance our entire region: • a pro-business economic climate • a highly skilled and educated workforce • a robust, multimodal transportation network • a regulatory and tax structure that fosters equitable growth, and much more. The Northern Virginia Chamber’s 2020 Legislative Agenda outlines the business community’s position on key regional issues including education and workforce development, transportation, research, regional collaboration, right-to-work, public-private partnerships, healthcare, and energy. We believe the Northern Virginia Chamber’s relationship with you and your colleagues in addressing and investing in these issues is a partnership to grow our region and our Commonwealth. Our advocacy portfolio includes full-time representation in Richmond during the General Assembly session, a robust Political Action Committee (NOVABIZPAC), and the facilitation of engagement between leading business executives and elected leaders throughout the year. The Chamber hosts policy focused events of all sizes throughout the year. From intimate forums with local, regional, and statewide leaders, to our largest events, like our “Top of the Ticket” Debate, broadcast statewide in partnership with NBC Washington and the Schar School of Policy and Government at George Mason University. We also have direct advocacy relationships with regional institutions like Northern Virginia Community College. There are countless ways for our members to engage with Virginia’s most influential policy makers. We hope you will find this document helpful as you consider the critical issues facing the region and the entire Commonwealth.     Dear Neighbor, Yesterday, Governor Ralph Northam announced that beginning April 18, every Virginian age 16 and older will be eligible to register for the COVID-19 vaccine. In order to meet this goal, Fairfax County plans to open registration for Phase 1c early next week and transition to Phase 2 by the governor’s deadline. Now that vaccine supply is steadily increasing and everyone will soon be eligible, the upcoming challenges will be spreading information about the effectiveness and safety of the vaccines while increasing accessibility to communities disproportionally affected by COVID-19. Here in Fairfax County – and across the nation – COVID-19 has had a disproportionate impact on Black, Indigenous, and people of color (BIPOC) communities. The Health Department’s outreach team is actively working to build confidence and support residents in making an informed decision. My staff and I are also ready to connect you, or a loved one, with the proper resources and information needed to make an informed decision. Pages 4 through 7 of this month’s Braddock Beacon include comprehensive updates related to vaccine access, including a list of common myths about the vaccines. Please share this information with anyone you know who might be hesitant about getting a vaccine. On Tuesday, March 30, I hosted the Braddock District Budget Town Hall on the proposed FY 2022 budget. This Executive Summary lists the key findings of the 2018 Virginia State Parks economic impact analyses: ➢ In 2018, visitors to Virginia’s State Parks spent an estimated $249.1M in the Commonwealth. Approximately 46% [$113.7M] of this spending was by out-of-state visitors. ➢ The total economic activity stimulated by Virginia State Parks during 2018 was approximately $338.7M. ➢ The total economic impact of Virginia State Parks during 2018 was approximately $267.1M. Economic impact is a measure of “fresh money” infused into the state’s economy that likely would have not been generated in the absence of the park system. ➢ At the individual park level, economic impacts range from $961K to $31.3M (not including parks under development). ➢ In 2018, for every $1 of general tax revenue provided to state parks, $14.06, on average, was generated in fresh money that would not be there if not for the operation of Virginia State Parks.

Chao Secretary of the Department of Transportation U.S. Department of Transportation 1200 New Jersey Avenue, SE Washington, DC 20590 Dear Secretary Chao, We write to bring your attention to the Port of Virginia's application to the 2020 Port Infrastructure Development Discretionary Grants Program to increase on-terminal rail capacity at their Norfolk International Terminals (NIT) facility in Norfolk, Virginia. If awarded, the funds will help increase safety, improve efficiency, and increase the reliability of the movement of goods. We ask for your full and fair consideration. The Port of Virginia is one of the Commonwealth's most powerful economic engines. On an annual basis, the Port is responsible for nearly 400,000 jobs and $92 billion in spending across our Commonwealth and generates 7.5% of our Gross State Product. The Port of Virginia serves as a catalyst for commerce throughout the Commonwealth of Virginia and beyond. To expand its commercial impact, the Port seeks to use this funding to optimize its central rail yard at NIT. The Port's arrival and departure of cargo by rails is the largest of any port on the East Coast, and the proposed optimization will involve the construction of two new rail bundles containing four tracks each for a total of more than 10,000 additional feet of working track. This project will improve efficiency, allow more cargo to move through the facility, improve the safety of operation, remove more trucks from the highways, and generate additional economic development throughout the region.
