The scope is not static; issues in foreign policy are continuous. Therefore, no government consciously design her foreign policy outlook, the focus of any foreign policy would depend heavily on events in and around the nation and Nigeria is not an exception. The concept of Africa as the centre-piece of Nigerian’s foreign policy has emerged as the most consistent theme that runs through her foreign policies in all the various regimes. Foreign policy of Nigeria could be called a three concentric circle, this concentric circle clearly puts Nigeria’s interest first, West African Sub-region second and then the rest of Africa. It is very crucial to note that between 1960 and 1990, eighteen civil wars in Africa resulted in about 7 million deaths and spawned 5 million refugees. Nigeria cannot ignore Africa’s problems rather she must maintain the principle of Afrocentrism. This is so because; one out of every five Africans is a Nigerian. This paper therefore seeks to critically analyze the core issues in Nigerian foreign policy and challenges facing Nigerian foreign policy in the fourth republic, some recommendations will also be suggested. Ejiogu, Department of Sociology University of Maryland Abstract Since time immemorial, societies, states and state builders have been challenged and transformed by the need and quest for military manpower.1 European states relied on conscript armies to ‘pacify’ and retain colonies in parts of the non-European world. These facts underscore the meticulous attention paid by the British to the recruitment of their colonial forces in Africa. In the Niger basin for one, conscious efforts were made by individual agents of the British Crown and at official level to ensure that only members of designated groups were recruited into those colonial forces that facilitated the establishment of the Nigerian supra- national state. The end of colonial rule and shifts in military recruitment policies hardly erased the vestiges of colonial recruitment from the Nigerian military. The study on which this article is based and which examines Britain’s policies on military human resource recruitment as state-building initiatives, argued that military coups d’état in Nigeria can be traced back to colonial and post-colonial recruitment patterns for military human resources. Introduction Nigeria, built in the late nineteenth century by British colonial intervention, is Africa’s most populous country.2 Events in Nigeria3 since October 1, 1960, when it acquired political independence from Britain, furthermore attest to the political instability that the country experiences. -

This is my first visit to Singapore and I am completely impressed with the Icountry’s beauty, cleanliness and the round-the-clock energy. What captivated my attention, as soon as I landed here, was the absolute cleanliness reflected across the country. Right from Changi Airport, which is a tourist attraction in itself, for its spectacular architecture, to the small lanes; this cleanliness can be seen everywhere. It is inspiring to see how the authorities maintain this orderliness and neatness. I have observed how the system has ingrained this habit of cleanliness in the people of Singapore. The rules and fine system ensure that everyone follows this discipline. Another thing that drew my attention was the greenery that has been maintained everywhere. I would consider this incredible and the biggest tourist attraction. -

OGBOCHIE,ANDREW DEPARTMENT OF PUBLIC ADMINISTRATION & LOCAL GOVERNMENT STUDIES UNIVERSITY OF NIGERIA, NSUKKA ENUGU STATE Abstract Until not very long ago, the literature on legislative-executive relations was bifurcated. It had evolved into two separate and independent bodies of work. One thesis focused on parliamentary and the other on presidential systems, which were considered to represent two completely independent and alternative ways to organize the political world. Today a more integrated view of executive-legislative relations in democratic regimes exists. The emergence of this new perspective owes a great deal to the appearance of two seminal books, which, perhaps in a way unintended by the authors, questioned the premises upon which the bifurcated view of parliamentary democracy and presidential democracy rested. Kaare Strom’s Minority Government and Majority Rule (1990) demolished on empirical and theoretical grounds the basic office- seeking assumption that informed studies of parliamentarism. John Huber’s Rationalizing Parliament (1996), in turn, questioned the appropriateness of the conflict model at the root of most thinking about executive-legislative relations in democracies. The specific contribution of each of these authors may be traced to studies of legislative politics that focused on the United States of America congress. As a consequence of these shifts, legislative organization came to the forefront of analyses of executive-legislative relations. In Nigeria, since the transition to civilian rule in May 29, 1999, the country has witnessed conflicts between the legislature and the executive over budget, oversight, and vote allocation matters. -

Department of Theatre Arts, Alvan Ikoku Federal College of Education, P.M.B. 1033, Owerri-Imo State, Nigeria Abstract Foreign policy as an offshoot of public policy is set to achieve some aspects of the domestic policy which cannot be actualized in full without interaction with other countries of the world. This is hinged on the popular maxim that “No nation can survive in isolation”. The interaction may be in the form of military supplies, ICT, economic assistance, manpower mobility, foreign direct investment (FDI) etc. But because of the complex global socio- cultural, economic, and political interdependencies, highly industrialized nation are using their advanced economy and technological innovations as an international political weapon which gives them an edge over the developing nations in their dealings. Popularly, it is ideal to be considerate when dealing with other nations of the world bearing in mind the incessant rise of global integration. Consequently, this paper therefore argues that the President Goodluck Jonathan's adoption of foreign policy posture of “Reciprocity” - The Way You Treat My Citizens Is The Way I Will Treat Your Citizens; is a rational policy posture as it will heighten respect both for Nigeria in the international arena and her citizens in Diaspora. But care must be taken in its implementation so as to avoid getting the reverse of the expectations because of the level of poverty, unemployment, insecurity and political underdevelopment prevalent in the country. -

Enukora Faculty of Arts and Social Sciences,Nigerian Defence Academy, Kaduna,Nigeria, West Africa Abstract Critical attention has been drawn to the works written by the civil society who condemn the military particularly for their (mis) rule and military coups in Nigeria. However there are some fine military personnel who have not only fought the historic Nigerian Civil War to keep the country together, they have also distinguished themselves in writing that deserve some critical focus. These writers embrace Marxist literary approach to the study of literature which serves as a veritable tool in sustainable human development and nation building. Literature is invaluable to the growth and development of a nation. It sensitizes the populace to imbibe positive ethos and attacks vices that bring about underdevelopment. The values of democracy, patriotism, justice, development are some of the virtues which literature promote. Thus creative writing helps to direct the citizenry towards adopting a more robust and humanistic tendencies for nation building and motivates and sustains national development. The objective of this paper is to show the role of literature in nation building particularly in shaping the military and its functions and benefits which impact positively on humanity generally. To do this, this study will therefore examine the content and vision of Nigerian writers in order to sharpen and contextualize the subject of this discourse and buttress that creative writings such as is discussed in this study is relevant in national development. -
