In 2016, the Islamic State of West Africa Province (ISWAP) formed as an offshoot of Boko Haram and aligned with the remnants of ISIS. The Nigerian army has failed to defeat the insurgent groups and has, according to the research, committed abuses and atrocities, including extrajudicial killings, against the civilian population. The norms of military effectiveness, the normative theory of military performance and, the neorealist combat balance theory formed the theoretical basis for this study. The research questions addressed whether a nation’s military reflected its society and if the dysfunction in that society affected military performance. This qualitative study utilized a grounded constructivist approach in gathering data from seven active duty and retired military senior leadership and academics. Data analysis revealed that a nation’s military does mirror/reflect the society from which it emanated. The dysfunction found in society transfers to the military and is causally linked to battlefield failure and societal abuse. Specifically, this study identified the rabid dysfunction and corruption found within Nigerian society and linked societal dysfunction to army dysfunction. In addition, in a nation where tribalism dominates every aspect of life, this study found the army to be a tribe unto itself, further propagating the violent narrative against civilians. Positive social change may be possible if civilian and military leadership understands the dysfunctional social dynamic and its effects on State institutions, including the military, in a post-colonial African nation. This is because insecurity and its various multifaceted manifestations like bombings, cattle rustling, farmland destruction, kidnapping/hostage taking, destruction of life and property, creation of fear among others has become a hydra headed monster which security agents in Nigeria appear incapable of addressing. Bloody clashes between Fulani herdsmen and farmers over grazing lands have led to the killing or maiming of people and razing down of houses as well as food storage facilities. The herdsmen claimed that they are the original owners of the land in the agrarian areas. According to them, the natives had sold it to them for their cows to graze. This is an allegation the farmers have consistently debunked, saying that the land was never at any instance sold to the herdsmen and that the cows damage their crops while grazing. Cattle-rustling has also been a major cause of unrest as cows are stolen by criminal-minded youths. This scenario has played out many times in Guma, Makurdi, Gwer West, Agatu, Logo, Kwande, Buruku and parts of Kastina-Ala local government areas of Benue State.

    Lessons From Colombia For Curtailing The Boko Haram Insurgency In Nigeria BY AFEIKHENA JEROME igeria is a highly complex and ethnically diverse country, with over 400 ethnic groups. This diversity is played out in the way the country is bifurcated along the lines of reli- Ngion, language, culture, ethnicity and regional identity. The population of about 178.5 million people in 2014 is made up of Christians and Muslims in equal measures of about 50 percent each, but including many who embrace traditional religions as well. The country has continued to experience serious and violent ethno-communal conflicts since independence in 1960, including the bloody and deadly thirty month fratricidal Civil War (also known as the Nigerian-Biafran war, 1967-70) when the eastern region of Biafra declared its seces- sion and which claimed more than one million lives. The most prominent of these conflicts recently pitch Muslims against Christians in a dangerous convergence of religion, ethnicity and politics. The first and most dramatic eruption in a series of recent religious disturbances was the Maitatsine uprising in Kano in December 1980, in which about 4,177 died. While the exact number of conflicts in Nigeria is unknown, because of a lack of reliable sta- tistical data, it is estimated that about 40 percent of all conflicts have taken place since the coun- try’s return to civilian rule in 1999.1 The increasing wave of violent conflicts across Nigeria under the current democratic regime is no doubt partly a direct consequence of the activities of ethno- communal groups seeking self-determination in their “homelands,” and of their surrogate ethnic militias that have assumed prominence since the last quarter of 2000.

Ejiogu, Department of Sociology University of Maryland Abstract Since time immemorial, societies, states and state builders have been challenged and transformed by the need and quest for military manpower.1 European states relied on conscript armies to ‘pacify’ and retain colonies in parts of the non-European world. These facts underscore the meticulous attention paid by the British to the recruitment of their colonial forces in Africa. In the Niger basin for one, conscious efforts were made by individual agents of the British Crown and at official level to ensure that only members of designated groups were recruited into those colonial forces that facilitated the establishment of the Nigerian supra- national state. The end of colonial rule and shifts in military recruitment policies hardly erased the vestiges of colonial recruitment from the Nigerian military. The study on which this article is based and which examines Britain’s policies on military human resource recruitment as state-building initiatives, argued that military coups d’état in Nigeria can be traced back to colonial and post-colonial recruitment patterns for military human resources. Introduction Nigeria, built in the late nineteenth century by British colonial intervention, is Africa’s most populous country.2 Events in Nigeria3 since October 1, 1960, when it acquired political independence from Britain, furthermore attest to the political instability that the country experiences.

The polls, which observers regarded as competitive and generally well conducted, represented a milestone in the country’s democratic development, marking the first time that the opposition gained power at the national level through elections. On assuming office in May, President Muhammadu Buhari identified combatting corruption, defeating the militant Islamist group Boko Haram, and boosting the living standards of Nigerians as his main policy priorities. The new administration implemented reforms to increase the effectiveness of the Nigerian military in its counterinsurgency efforts. By December, the government had recaptured a significant amount of territory, and Buhari announced that the military had “technically” defeated Boko Haram, saying the group could no longer mount full-scale attacks on security forces or population centers. The government’s gains were attributed in part to an offensive launched in mid-February by the Multinational Joint Task Force (MNJTF), which includes soldiers from Nigeria, Niger, Cameroon, Chad, and Benin. Nevertheless, the security situation in northeastern Nigeria remained grave throughout 2015, as Boko Haram carried out guerilla-style attacks and suicide bombings against civilian and government targets. It is argued that ethnicity is not necessarily incompatible with nationalism and nation-building. Ethnicity and nationalism both play a role in nation-state formation. They are each functional to political stability and, therefore, to civil peace and to the ability of individual Nigerians to pursue their non-political goals. Ethnicity is functional to political stability because it provides the basis for political socialization and for popular allegiance to political actors. It provides the framework within which patronage is institutionalized and related to traditional forms of welfare within a state which is itself unable to provide such benefits to its subjects.
