GETTING TO PLYMOUTH 400

INTRODUCTION

The following pages will provide you with information that will be useful in planning your trip to Plymouth to enjoy all the events planned for the Plymouth 400 Anniversary. Using a series of maps, we describe the access options available for traveling to the greater Plymouth area; the options for getting around once you arrive in the downtown/waterfront areas of Plymouth; where the public parking areas in Plymouth are located and the cost for parking; where charter and other buses can park; where ADA parking spaces for handicapped travelers are located in the downtown, and where you can find an EV charging station in the event you arrive by electric vehicle.

There are multiple so-called Signature Events planned throughout the spring/summer/fall of 2020 that are expected to draw significantly larger crowds than normal. On those days, there may be the need to designate parking areas for use by security personnel, mobile television production trucks and other equipment, VIP attendees, and/or vendors integral to the event. Certain streets or street sections may need to be closed for traffic flow or security reasons. These parking and traffic restrictions may call for the implementation of additional measures, such as the opening of one or more off-site parking areas and the provision of shuttle van or bus services to the downtown/waterfront event venues.

Unique access and parking plans will be developed for each of the Signature Events taking place in the downtown/waterfront areas of Plymouth. They will be posted to this website as they become available.

GENERAL GUIDANCE

The Plymouth 400 Commemoration kicks off with an Opening Ceremony on Friday, April 24, 2020 at Memorial Hall and culminates with Illuminate Thanksgiving 2020, a series of event planned over a 6-day period on November 20-25, 2020 in downtown Plymouth. There are also Plymouth 400 signature events scheduled for the State House in Boston, at Bridgewater State College, in Provincetown, and at Plimoth Plantation, in addition to numerous other exhibits and lectures scheduled throughout 2020 in Plymouth. There are approximately 1,700 public-owned and managed parking spaces within walking distance of the downtown and waterfront areas of Plymouth where many of the Plymouth 400 events have been planned. There are also thousands of additional privately-owned parking spaces in the area, but they are not likely to be accessible to the general public during most weekdays and may provide only limited access on weekend days. As a result, parking spaces close to your destination may be limited on many days for those who are driving. If possible, explore the possibility of traveling to Plymouth by public transit – i.e., via the Massachusetts Bay Transportation Authority (MBTA) commuter rail system, on public buses and vans operated by the Greater Attleboro Regional Transit Authority (GATRA), on private buses that service the region (Plymouth & Brockton Railway Company), or on charter buses, minivans or limousines reserved especially for the event or trip. Groups planning to attend specific Plymouth 400 events on select days are especially encouraged to travel to Plymouth via pre-arranged high occupancy vehicles such as limousines, transit vans, or charter buses. If you plan to stay at a local hotel, motel, inn, resort, campground or bed & breakfast, you should inquire about the availability of courtesy vans or shuttle services being offered to bring guests back and forth from Plymouth 400 events and venues.

AIRPORTS

Located on the east coast of Massachusetts between the City of Boston and Cape Cod, the Plymouth area can be easily reached by air from each of the following airports.

TF Green Airport (PVD), Warwick RI https://www.pvdairport.com T. F. Green International Airport is a public international airport in Warwick, Rhode Island located six miles south of the state's capital and largest city of Providence. Opened in 1931, the airport was named for former Rhode Island governor and longtime senator Theodore Francis Green. It was the first state-owned airport in the United States. Barnstable Municipal Airport (HYA), Hyannis, MA https://www.town.barnstable.ma.us/airport Barnstable Municipal Airport, located in Hyannis, Massachusetts on Cape Cod, provides commercial and general aviation services to Boston, New and the islands of Martha’s Vineyard and Nantucket. It is owned by the Town of Barnstable and is home to Cape Air, Nantucket Airlines, and Rectrix Shuttle along with other charter, corporate and general aviation aircraft operators. JetBlue operates daily service to JFK-New York in season. Barnstable Municipal Airport is located in Hyannis on Cape Cod approximately 33 miles south of Plymouth.

Plymouth, MA can be reached from the Barnstable Municipal Airport by taking a Barnstable Villager transit van operated by the Cape Cod Regional Transit Authority (CCRTA) to the Hyannis Transportation Center and then boarding a Plymouth & Brockton Street Railway Co. PUBLIC TRANSPORTATION MBTA Commuter Rail

The Massachusetts Bay Transportation Authority (MBTA) offers year-round commuter rail service from Boston (South Station) to the Town of Plymouth (Cordage Park) and nearby Kingston (station near the Kingston Collection Mall) on its Kingston/Plymouth line. IMPORTANT: The Kingston MBTA rail station is located in Kingston almost 4 miles from the Plymouth downtown/waterfront areas, while the Plymouth MBTA rail station is located in the North Plymouth/Cordage Park area 1.8 miles from the downtown/waterfront. When using the MBTA commuter rail to access Plymouth, you will need to arrange for additional transportation to travel from the rail station to the downtown/waterfront. See Tables 1 and 2 for directories of local limousine, taxi, and Transportation Network Companies (e.g., Uber, Lyft) that service Plymouth.

To encourage attendance at Plymouth 400 events, the MBTA spring 2020 commuter rail schedule will be adding several trains to its nighttime schedule with stops at Kingston and/or Plymouth stations. The MBTA also offers unlimited travel on its entire Commuter Rail system for just $10.00 every weekend from Labor Day through Memorial Day. The $10 weekend fare is valid for all Commuter Rail zones from the first scheduled Saturday trip through the last scheduled Sunday trip. The $10 fare can be purchased on mTicket, onboard the trains, or at the ticket windows at North, South, and Back Bay stations in Boston. The special fare applies to customers age 12 and above; children under 12 accompanied by a paying adult can ride for free.

GATRA Bus Services (Public Transit)

The Greater Attleboro Taunton Regional Transit Authority (GATRA) provides both regional and local bus services throughout the Plymouth area. The Plymouth Area Link (PAL) consists of four routes:

• Mayflower Link: Plymouth Center to Manomet Stop & Shop • Freedom Link: Plymouth Center to Cordage Park, Kingston MBTA Station, Kingston Collection, Walmart and West Plymouth Plaza • Liberty Link: Same as the Freedom Link but in the opposite direction • Deviated Link: Manomet to Cedarville

There are numerous companies in the greater Boston and Eastern Massachusetts area that can provide sedan, SUV, limousine, shuttle van, minibus or full charter bus services at reasonable rates upon reservation. TABLE 1 provides a listing of companies capable of offering different sized vehicles. To determine their availability for the dates of your travel, and to obtain more information on the composition of their vehicle fleet and rates, you should contact the company(s) directly via the contact links available on their websites. Taxi and Rideshare Options Taxis and Transportation Network Companies (TNCs) like Uber and Lyft will typically provide the quickest response times and cheapest fares for local trips. TABLE 2 provides a listing of taxi companies in Plymouth and how to contact them, along with general guidance on how to download the Uber or Lyft app on your smartphone and set up an account. TRANSPORTATION NETWORK COMPANIES (MOBILE APPS) A transportation network company is an organization like Uber and Lyft that uses mobile apps to enable people to secure individual and carpooling rides from drivers who use their own vehicles.

Download the Uber app from the App Store or Google Play, then create an account with your email address and mobile phone number. A payment mthod is also needed before you can request a ride. When you’re ready to go, open the app and enter your destination. Then choose the ride optin that best suits your needs. Confirm your pickup by tapping Request.

Visit the Lyft website at https://www.lyft.com/rider and enter your mobile telephone number. You will then receive a text with a link to download the Lyft app. You will then need to create an account and identify a payment method before you can request a ride. When you're ready to go, open the app and enter your destinatino. The choose the ride option that best suits your needs. GETTING AROUND DOWNTOWN PLYMOUTH

PUBLIC PARKING

For detailed information on where to park in the downtown/waterfront areas of Plymouth, visit the PGDC/Park Plymouth website at www.parkplymouth.com. You will find information on when the paid parking season begins and ends in Plymouth, where the paid and timed parking spaces are located, what the hourly rates are, and the options you have to make payments at the on-street meters or multi-space pay stations. Selected information from the Park Plymouth website is provided below to help you decide where the best place to park might be given the event you are attending and the duration of your stay.

PUBLIC PARKING LOCATIONS

Where you decide to park in Plymouth will depend on your destination, how long you intend to stay and whether or not you want to pay for parking. Public parking locations in Plymouth fall into 6 basic groups defined by the maximum amount of time you can park there: Unlimited Free Parking: You can park for free for as long as you like in the Jenny Pond parking lot (Spring Lane) located off Summer Street and at the Water Street free lots located at 234-236 Water Street near Nelson Park. These lots are located at the periphery of the core downtown/waterfront areas and are shown in green on MAP 1. 2-hour Free Parking: There are numerous curbside spaces along Court Street (Route 3A), Main Street, Main Street Extension, Market Street, Sandwich Street and Depot Square where you can also park for free but for only up to 2 hours. [Note: free parking up to 4 hours is allowed on Summer Street only]. Because they are immediately adjacent to downtown retail shops and restaurants, these parking spaces are fully occupied during most of the day and the time limit for these spaces is strictly enforced. If you expect to stay for longer than 2 hours, you should consider the 4-hour parking meters or 10-hour lots. The locations of the free and 2- hour time limit parking spaces are also shown in green on MAP 1. 2-hour Paid On-Street Metered Parking: Plymouth also has a limited number of parking spaces that are metered and have a 2-hour time limit – they are located on Town Wharf where it is important that parkers do not stay for extended periods of time. If a 2-hour curbside parking space is metered you have to pay to park there during the paid parking season and can only stay up to 2 hours or less. The time limit for these parking spaces is strictly enforced. The location of these spaces on the wharf on the Plymouth waterfront is shown in pink on MAP 2. 4-hour Paid On-Street Metered Parking: Most of the curbside parking spaces in the downtown and especially on the waterfront have parking meters or pay stations that require you to pay during the paid parking season but allow you to park for up to a maximum of 4- hours. Several large surface lots on the waterfront – Water Lot 2, Water Lot 2B, and Water Lot 3– also have 4-hour time limits. The 4-hour time limit is strictly enforced in these lots to ensure that they are not occupied throughout the entire day by visitors taking harbor tours or cruises. The location of the 4-hour spaces are shown in light brown on MAP 3. 10-hour Paid Parking Lots and Parking Deck: Most of the surface lots available for public parking in downtown Plymouth have 10-hour time limits. The S. Russell Street Parking Deck adjacent to Town Hall is also a 10-hour parking location with some restrictions**. During the paid parking season, you can stay and pay for parking by the hour in these lots up to a maximum of 10 hours. Park in these lots if you need to stay for more than a few hours, are going on a whale-watching tour, or taking a to Provincetown. The locations of the 10- hour paid parking lots in the downtown and waterfront areas of Plymouth are shown in dark brown on MAP 3. If you are visiting Plymouth for the first time, we want your visit to be enjoyable and free of worry about receiving a parking ticket if you drive and park here. The downtown and waterfront area of Plymouth is compact and pedestrian friendly with most points of interest no more than a 15-minute walk apart. If you are going to be here for longer than 2 hours, you should consider parking in one of the 4- hour on-street metered space or in a10-hour off-street lot – the Memorial Hall parking lot on the Waterfront and the S. Russell Street parking deck adjacent to the downtown area are especially convenient to most destinations. There you can pay for the number of hours you expect to stay.

HANDICAPPED PARKING SPACES AND EV CHARGING STATION LOCATIONS

Handicapped or ADA accessible parking spaces can be found throughout the downtown and waterfront areas. See MAP 4 for the location of all handicapped parking spaces located on public property in Plymouth. Everyone is reminded that a person who possesses a valid handicap placard or plate can park free of charge in any legal, unrestricted parking space, as well as any parking space designated specifically for handicapped (HP) use in the Town of Plymouth. If you park in a non-HP designated parking space, the time limits that are in effect there do not apply. It is unlawful for any holder of an HP placard or plate to park in a restricted area (e.g. no parking zone, cross-hatched areas (Zebra Stripes) reserved for van ramp/lift access, etc.). And it is essential that you have a valid HP placard or license plate with an expiration date that has not expired. The placard must be hung from the rearview mirror facing towards the front of the vehicle with the P# and expiration date clearly visible to the parking enforcement officer. MAP 4 also shows the location of the electric vehicle (EV) charging stations in Plymouth Center. There are only two charging units available for public use in the downtown/waterfront areas of Plymouth. One is located on the waterfront at 197 Water Street and the other is in the Cornish Lot (26 Court Street) behind Town Hall. Both units are ChargePoint Level 2 charging stations on dual pedestals that can service 2 parking spaces/vehicles at once. There are 15 EV charging stations within a 10-mile radius of the center of the Town of Plymouth – most of them are on the ChargePoint network. Visit www.chargepoint.com to find where all of the charging units in adjacent communities are located, to set up a ChargePoint account, and to receive a free ChargePoint card or download the ChargePoint app so you can start a charging session. If you are not a ChargePoint member, you can call the ChargePoint customer support line at 888-758-4389. ChargePoint electric vehicle charging station parking spaces are for electric vehicles only. You will receive a parking citation if you park your EV vehicle in an EV space and are not charging, or if you park in an EV space and do not have an electric vehicle. Charging your electric vehicle is free; however, users must still pay for parking at the meter. BUS PARKING

Park Plymouth has created a total of nine (9) oversized parking stalls in a lot on the waterfront designed to accommodate standard motor coach or tour buses with lengths of approximately 45 feet. This “Bus Only Lot” is located adjacent to East Bay Grille on the waterfront (see the maps under Public Parking Locations) and the bus parking spaces are provided as a courtesy (“free of charge”) on a first-come, first-served basis to any bus operator who might need them.

There are also up to five (5) bus parking spaces along the crescent-shaped curb at Pilgrim Memorial State Park. It is important to note that these spaces are designated by signage as a bus drop-off area only. Long-term parking by buses along the crescent is not allowed. Buses with passengers destined for the state pier and/or the Mayflower who would use this area should travel to the Bus Only Lot for long-term parking.

It is recognized that during large events in Plymouth, event planners or tour guide companies may require more than the 9 reserved bus parking spaces in the Bus Only Lot. Should that occur, you can call the Park Plymouth office at 508-747-5929 to arrange for parking at alternative locations.

There are no designated parking areas in the downtown or waterfront areas of Plymouth for large recreational vehicles (RVs). Parking an oversized recreational vehicle in a standard parking space, or across multiple parking spaces, is prohibited. With limited parking available, bike rentals offer yet another healthy and convenient way to get around Plymouth Center. Plymouth Bike Rentals offers free delivery to your hotel or campground (with 24-hour notice), pick-ups by appointment, or you can just swing by during the daily walk-in hours from 10am-12pm. All bike pick-ups are in the courtyard of Village Landing Marketplace, located at 170 Water Street (directly across the street from Town Pier) and there is complimentary parking located in the back. Bikes can also be rented from Bike Plymouth at https://www.bikeplymouth.com. Bike Plymouth offers the Dutch City Bike, either the regular pedal bike or with electric support. Dutch bicycles are famous all over the world for their upright position and relaxed ride. The Dutch combine professional engineering, the latest technology and 7-speed, state-of-the-art components to build great looking bikes, while achieving the highest level of safety and durability. Rentals are available on an hourly, daily, weekly or monthly basis.

PLYMOUTH PEDICABS

Plymouth Pedicab can also provide you with a chauffeured private bicycle tour of Plymouth. You can sit back and enjoy a 30-minute, 60-minute, or 90-minute History Tour. There is also a 2-hour Wine Tasting Tour, an Ice Cream Tour, or a 90-minute Lobster Roll Tour. All tours depart from Village Landing Marketplace, located at 170 Water Street (directly across the street from Town Pier) and there is complimentary parking located in the back. As those plans are developed, please return to this website to find maps and descriptive materials showing (a) the event locations in the downtown/ waterfront; (b) if offered, the location of the off-site parking area(s) being made available, (c) a description of the shuttle services being offered, shuttle service hours, shuttle routes and schedules, (d) the location of restricted parking areas in downtown/waterfront areas (if any), (e) the locations of areas designated for drop off/pick up by taxis, rideshares, and charter buses; and (f) the location of bus parking area(s) and overflow parking area (if needed).
