Japan-U.S. Security Treaty at 50 The year 2010 celebrates the 50th anniversary of the Japan-U.S. Security Treaty.3 Although the importance of geopolitics itself has hardly changed since 1960, East Asia’s geopolitics has changed drastically. The Japan-U.S. alliance was established as East Asia’s bulwark against communism during the Cold War era. But China’s rise and other developments highlight a transformed environment. As partners, Japan and the United States have been loyal for decades and largely successful but the regional dance floor is more crowded than before, the music has changed, and the fashion is new. This essay explores competing perspectives for the Japan-U.S. alliance amidst these changing politico-economic circumstances. Against this backdrop, the authors ask ourselves for whom Japan’s last dance is saved. Do policy makers in Tokyo believe that a choice between China and the United States might become necessary in the future? Should Japan seek a less exclusive relationship with the United States, and what are the key factors that will influence this decision? China’s rise is inevitable, undeniable, and unstoppable. Especially since the so-called Lehman Shock that rocked global financial markets in 2008, China has demonstrated a resilient economic performance, and its economic growth makes the U.S. and Japanese recovery look extremely lackluster.4 Last year China became the world’s largest exporter by surpassing Germany, and this year China’s GDP is expected to overtake Japan’s. -

Spencer Former Council on Foreign Relations-Hitachi International Affairs Fellow U.S. Embassy, Tokyo / Japan Institute of International Affairs Prospective Executive Officer, Strike-Fighter Squadron 27, NAF Atsugi CDR Abbot is a 1995 graduate of the U.S. Naval Academy. He then attended the Fletcher School of Law and Diplomacy at Tufts University, receiving a Master’s Degree in Law and Diplomacy (MALD) and later a PhD in International Relations. He is a Navy FA-18 pilot, and has carried out numerous aircraft carrier deployments to include combat at the outset of the conflicts in Iraq and Afghanistan. While serving as an exchange FA-18 instructor with the Spanish Air Force he earned an Executive MBA, taken in Spanish, from Instituto de Empresa in Madrid. CDR Abbot then worked as the Department of Defense Representative for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). During that assignment, CDR Abbot completed several deployments in support of the U.S. response to the January 2010 earthquake in Haiti, and led Interagency Conflict Assessment teams in Ecuador and Nicaragua. CDR Abbot was subsequently selected for a 2011 Council on Foreign Relations-Hitachi International Affairs Fellowship in Japan. During his fellowship CDR Abbot served at U.S. Embassy Tokyo in support of the Operation Tomodachi disaster relief effort. He was designated by the U.S. Ambassador to serve as Deputy Director of the Embassy’s Bilateral Assistance Coordination Cell (BACC), which coordinated U.S. support to the Japanese government regarding the nuclear emergency at Fukushima Daiichi power plant. -

Through the analysis I identify the roles of internal and external factors in human linguistic competence that govern the language variation and change, and I construct a model of grammar that inherently includes the language variation and change. This work aims at the formal theoretical analysis primarily built upon the empirical evidence: a huge amount of spontaneous speech data. Until now, a number of researches on language variation and change have been done from various perspectives: The sociolinguistic research, specifically from the perspective of the variationist approach (Labov 1963 et seq., Weinreich et al. 1968), has revealed much about language variation and change, particularly with respect to phonological aspects, focusing on various internal and external factors that govern the phenomena by the quantitative method. However, the formalization of the mechanism of language variation and change is insufficient; the generative grammatical approach (Chomsky 1957) can give a formal account of the phenomena based on the grammatical theory. However, this approach has focused on the language competence as the research subject, and the language use has been overlooked. -

Japanische Innenpolitik 2010/2011: Schwerpunkte und Tendenzen Japanese Domestic Policy 2010/2011: Highlights and Tendencies Manfred Pohl The Great East Japan Earthquake of March 21, 2011 has dwarfed all other major highlights of domestic politics in Japan, both before and after the catastrophe. The DPJ-led government, already dangerously weakened by political infighting and highly unpopular political strategies, was caught completely unprepared by the earthquake, the deadly tsunami and the nuclear disaster of Fukushima. In the turmoil of follow- ing political and economic shockwaves Japan lost yet another Prime Minister. When Naoto Kan was forced to step down in August 2011, he was the sixth Prime Minister who had failed within only five years. The desperate struggle of the major parties, the government and most of all the elite bureaucracy to cope with the catastrophe revealed a degree of ineffective leadership and administrative clumsiness, which shocked even the usually quietly suffering Japanese public. Looking back, the year 2010/2011 may well be regarded as a turning point for political culture in Japan. 1. Speaking Out #105 September 5, 2011 NNNodaNodaodaoda Gives Little PrioPrioPriorityPrio rity to Foreign ororor Defense Policy Tadae Takubo Japanese people were forced to watch two amateur politicians’ performances under the ruling Democratic Party of Japan that were poorer even than those under the Liberal Democratic Party. The people might have hesitated to heartily welcome the new Noda cabinet representing the third DPJ performance that has just started. But approval ratings for the Noda cabinet in the media polls published on September 4 were generally high, including 67% for the Nikkei Shimbun, 65% for the Yomiuri, 62% for Kyodo News and 53% for the Asahi. Citizens might have favorably reacted to the new administration, welcoming new Prime Minister Yoshihiko Noda’s decent pledge to work hard for the people. Both politicians and the public are below global levels Israeli Prime Minister Benjamin Netanyahu got as many as 29 standing ovations when he made a 509minute speech at a joint meeting of the :.S. House and Senate in 6ay. I have no intent to compare the %apanese leader(s speech with the great Netanyahu speech that might have changed :.S. public opinions on the difficult Israel9Palestine peace negotiations. Regrettably, however, both %apanese politicians and public opinions have declined far below global levels. The DP% is a group of politicians who have no particular political thought or philosophy, failing to work out a policy platform. Its manifesto is soulless and irresponsible, listing attractive pledges that are designed only to please voters. Such manifesto is destined to be revised. The runoff between Noda and Banri 1aieda in the August 28 DP% presidential election might have represented a complicated showdown in which politics was linked to policy disputes over whether to revise the manifesto or whether to support tax increases. -
