Gan Ian Hargreaves Calon Cymru Ddigidol: adolygiad o’r diwydiannau creadigol ar gyfer Llywodraeth Cynulliad Cymru. Roedd y Strategaeth Diwydiannau Creadigol a fabwysiadwyd gan Lywodraeth Cynulliad Cymru (Llywodraeth y Cynulliad) yn 2004 yn deillio o’r gred bod y sector hwn yn un hollbwysig i Gymru. Ar hyn o bryd, nodir bod sector y diwydiannau creadigol yn un o chwe sector sy’n strategol bwysig i economi Cymru, ochr yn ochr â biowyddoniaeth, iechyd, gwasanaethau ariannol, y sector modurol ac awyrofod. Yn ogystal, mae’r dull sector a fabwysiadwyd gan y Llywodraeth yn enwi telathrebu a TGCh fel un o dri sector craidd neu alluogi. Un o ragdybiaethau’r adolygiad hwn yw na ellir deall na llywio dyfodol diwydiannau creadigol heb gyfeirio at seilwaith cyfathrebu digidol y wlad a’r economi ddigidol ehangach. 1. Crynodeb Yn ôl Prydain Ddigidol, fframwaith polisi Llywodraeth y DU yn y maes hwn, y sector digidol sy’n gyfrifol am un rhan o ddeg o allbwn economaidd y DU. Dim ond trwy bennu ei fframwaith polisi ei hun, a gefnogir gan y trefniadau sefydliadol cywir, i helpu i feithrin busnesau creadigol y bydd Cymru’n llwyddo yn y maes deinamig hwn. Mae Llywodraeth y Cynulliad wedi meddu ar strategaeth diwydiannau creadigol ers 2004. Mae elfennau o’r strategaeth hon, sy’n rhoi pwyslais cryf ar helpu i fanteisio’n llawn ar eiddo deallusol, wedi’u mabwysiadu mewn rhannau eraill o’r DU. Mae hi hefyd yn glir, fodd bynnag, bod strategaeth 2004 wedi methu â sefydlu dull strategol cydlynol digonol mewn perthynas â’r sector creadigol a bod hyn wedi arwain at golli rhywfaint o hyder yng ngweithgareddau Llywodraeth y Cynulliad. Mae’r adolygiad hwn yn nodi bylchau yn y sectorau a gwmpesir gan strategaeth 2004 ac yn cynnig ffyrdd o adnewyddu’r strategaeth a gwella’r dulliau a ddefnyddir i bennu cyfeiriad strategol a darparu cymorth busnes mwy effeithiol. Y nod yw adeiladu ar yr hyn sydd eisoes yn gadarn. Mae’r adolygiad cyfredol yn cadarnhau pwysigrwydd y sector diwydiannau creadigol ar adeg pan fo perfformiad economaidd Cymru’n parhau i ddioddef o orddibyniaeth gymharol ar sectorau sy’n darparu lefelau cymharol isel o werth ychwanegol. Ar draws y DU, tyfodd diwydiannau creadigol ar gyfradd o 4% y fl wyddyn rhwng 1997 a 2006, yn erbyn twf economaidd cyfartalog o 3%. Y prif sbardunau yn ystod y cyfnod hwn oedd cyfryngau digidol fel gemau fi deo. Mae’r adolygiad hefyd yn nodi Rhaglen Adnewyddu’r Economi, a gyfl wynwyd gan Ddirprwy Brif Weinidog Cymru gyda’r nod o dargedu adnoddau lle byddant yn cael yr effaith fwyaf, ynghyd â strategaeth newydd Llywodraeth y Cynulliad ar gyfer yr economi ddigidol, sef Cymru Ddigidol. Mae’r ddau ddatblygiad hyn yn hollbwysig i lwyddiant diwydiannau creadigol Cymru. Tudalen 1 Fodd bynnag, mae hefyd angen i Gymru fod yn realistig. Ni all pob gwlad a rhanbarth yn y DU sefydlu presenoldeb diwydiannau creadigol blaenllaw ac, er gwaethaf ei chryfderau hanesyddol ym maes cerddoriaeth a darlledu, nid yw Cymru ar fl aen y gad. Yn wir, heb ymdrech barhaus, mae yna berygl difrifol y bydd sefyllfa gymharol Cymru yn y maes diwydiannau creadigol yn gwanhau dros y blynyddoedd nesaf. Mae hefyd yn bwysig cofi o mai swyddogaeth gyfyngedig sydd gan y Llywodraeth i feithrin unrhyw sector busnes: yn y pen draw, ymdrechion busnesau unigol gyda chymorth y Llywodraeth sy’n gyfrifol am lwyddiant, ac nid arweiniad y Llywodraeth ei hun. Mae’r adolygiad yn nodi nifer o gamau sydd â’r nod o wella rhagolygon Cymru. Mae’r rhain yn cynnwys: sicrhau bod anghenion y sector creadigol yn cael eu diwallu’n llawn yn agwedd ehangach Cymru at yr economi ddigidol; sicrhau bod Llywodraeth y Cynulliad yn gweithio mor effeithiol â phosibl gyda Llywodraeth San Steffan (sy’n goruchwylio’r rhan fwyaf o gyllid cyhoeddus ar gyfer y sector creadigol); a sicrhau bod ymyriadau uniongyrchol Llywodraeth y Cynulliad yn cael eu cyfeirio a’u gweithredu’n dda gan gael effaith fawr ar draws y sector diwydiannau creadigol cyfan. Mae’r adolygiad yn cynnig newidiadau mawr i’r ffordd y caiff polisi diwydiannau creadigol ei drafod a’i ddarparu gan Lywodraeth y Cynulliad ac yn cynnig Cronfa Diwydiannau Creadigol newydd i ddisodli’r Gronfa Eiddo Deallusol Creadigol gyfredol. Mae’n galw am sefydlu Bwrdd Cymru Ddigidol a Bwrdd Diwydiannau Creadigol i gael eu harwain gan unigolyn profi adol o’r tu allan i Lywodraeth. Mae hefyd yn cynnig gweddnewid gwasanaethau cymorth busnes ar gyfer y diwydiannau creadigol. Gan fod polisi diwydiannau creadigol yn ceisio cyfl awni amcanion diwylliannol ac economaidd, mae polisi diwydiannau creadigol cryf hefyd yn gofyn am bartneriaeth hynod effeithiol gyda darlledwyr gwasanaeth cyhoeddus a sefydliadau’r celfyddydau, ynghyd â’r cyrff sy’n eu hariannu. I sicrhau hyn mae angen gweithio’n well ar draws ffi niau adrannol ar bob lefel yn Llywodraeth y Cynulliad, ac mae angen cytundeb newydd rhwng Cyngor Celfyddydau Cymru a’r Ganolfan Strategol Diwydiannau Creadigol a gynigir yn yr adolygiad hwn. Nodir argymhellion penodol yr adolygiad mewn print bras yn y testun canlynol. Yna, cânt eu cynnwys mewn crynodeb ar ddiwedd yr adroddiad. Amlinellwyd y cylch gorchwyl ar gyfer yr adolygiad gan Ddirprwy Brif Weinidog Cymru a’r Gweinidog dros Dreftadaeth ym mis Gorffennaf 2009. Mae bron i 50 o sefydliadau a thua chant o unigolion wedi cyfrannu’n uniongyrchol at drafodaethau ar yr adolygiad. Gwahoddwyd pob cyfranogwr i gyfrannu naill ai’n agored neu’n gyfrinachol; dewisodd sawl un wneud cymysgedd o sylwadau agored a phreifat. Mae rhestr o’r rhanddeiliaid yr ymgynghorwyd â nhw yn Atodiad 1 ac mae cysylltiadau i nifer o gyfraniadau ysgrifenedig wedi’u darparu mewn troednodiadau i’r ddogfen hon neu fel atodiadau. Cynhaliwyd trafodaethau rhwng mis Medi 2009 a mis Ionawr 2010. Rwy’n ddiolchgar i bawb a gyfrannodd. Ar ôl pwyso a mesur y cylch gorchwyl gyda’r ddau Weinidog ac uwch swyddogion Llywodraeth y Cynulliad, cytunwyd y dylai’r adolygiad geisio cynhyrchu dogfen gymharol gryno erbyn dechrau 2010 sy’n gwneud argymhellion clir ac ymarferol ar gyfer gweithredu. Byddai hyn yn golygu bod yn rhaid canolbwyntio ar yr agweddau pwysicaf sy’n codi o’r cylch gorchwyl ac ni fyddai’n caniatáu comisiynu astudiaethau newydd hir (a chostus) o’r sector. Yr unig ddarn o waith ymchwil a gomisiynwyd gan yr adolygiad oedd asesiad o strategaethau diwydiannau creadigol mewn rhannau eraill o’r DU. Costiodd yr adroddiadi hwn £5,000, a dyma’r unig gost i Lywodraeth y Cynulliad o ganlyniad i’r adolygiad hwn. Dyma’r cylch gorchwyl llawn ar gyfer yr adolygiad: (i) Ystyried sut y gallwn gynyddu manteision economaidd a chymdeithasol y diwydiannau creadigol i Gymru: • Cynnal ymarfer i gael syniad o faint y farchnad ac adolygu’r cyfl eoedd i Gymru mewn perthynas â phob rhan o’r sector diwydiannau creadigol. • Adeiladu ar waith blaenorol yn y maes hwn, gan gynnwys Strategaeth Diwydiannau Creadigol gyfredol Llywodraeth y 2. Cylch Gorchwyl a Methodoleg 2. Cylch Gorchwyl Cynulliad, i ystyried effeithiolrwydd cysylltiadau mewnol ac allanol Llywodraeth y Cynulliad (gan gynnwys Busnes Creadigol Cymru, yr Asiantaeth Ffi lm, y Gronfa Eiddo Deallusol, a’r Sefydliad Cerddoriaeth Gymreig) er mwyn: o sicrhau twf masnachol parhaus yn y sector. o sicrhau bod allbwn y sector yn bodloni buddiannau economaidd, cymdeithasol a diwylliannol pobl Cymru yn y ffordd orau bosibl. • Cynghori Llywodraeth y Cynulliad ar: o greu cynllun gweithredu ar gyfer y sector allweddol hwn, gan nodi blaenoriaethau strategol ar gyfer y dyfodol. (ii) Cynnal adolygiad o’r Gronfa Eiddo Deallusol mewn perthynas â’r canlynol: • I ba raddau mae’r Gronfa’n llwyddo i gefnogi twf economaidd cynaliadwy tymor hir yng Nghymru? • I ba raddau mae’r Gronfa’n llwyddo i helpu cwmnïau creadigol yng Nghymru i gadw a manteisio ar Eiddo Deallusol mwy masnachol? • A allai’r arian a roddir yn y Gronfa gael ei ddefnyddio’n well i helpu i gadw a manteisio ar Eiddo Deallusol creadigol yng Nghymru? Tudalen 4 Calon Cymru Ddigidol: adolygiad o’r diwydiannau creadigol ar gyfer Llywodraeth Cynulliad Cymru. Mabwysiadwyd y term “diwydiannau creadigol” yn wreiddiol yng nghyd-destun polisi’r DU gan yr Adran dros Ddiwylliant, y Cyfryngau a Chwaraeon (DCMS) ym 1998. Yn ôl yr Adran dros Ddiwylliant, y Cyfryngau a Chwaraeon, mae’r sector yn cynnwys y gweithgareddau hynny sy’n deillio o greadigrwydd, sgiliau a doniau unigol ac sydd â’r potensial i greu swyddi a chyfoeth trwy gynhyrchu a manteisio ar eiddo deallusol. Ystyriwyd bod y sector yn cynnwys 13 is-sector: hysbysebu, pensaernïaeth, crefftau, cerddoriaeth, dylunio, dylunio ffasiwn, gemau cyfrifi adurol, y celfyddydau perfformio, teledu a radio, cyhoeddi a meddalwedd. Yn fwy diweddar, mae Bwrdd Strategaeth Technoleg yr Adran Busnes, Arloesedd a Sgiliau a’r Adran dros Ddiwylliant, y Cyfryngau a Chwaraeon wedi cynnig ychwanegu is-sector ychwanegol: y cyfryngau cymdeithasol, gan adlewyrchu’r twf mewn rhwydweithiau cymdeithasol fel Facebook a Twitter.

    Negotiating Dependence: Independent Television Producers in England Karl Rawstrone A thesis submitted in partial fulfilment of the requirements of the University of the West of England, Bristol for the degree of Doctor of Philosophy Faculty of Arts and Creative Industries, University of the West of England, Bristol November 2020 77,900 words. Abstract The thesis analyses the independent television production sector focusing on the role of the producer. At its centre are four in-depth case studies which investigate the practices and contexts of the independent television producer in four different production cultures. The sample consists of a small self-owned company, a medium- sized family-owned company, a broadcaster-owned company and an independent- corporate partnership. The thesis contextualises these case studies through a history of four critical conjunctures in which the concept of ‘independence’ was debated and shifted in meaning, allowing the term to be operationalised to different ends. It gives particular attention to the birth of Channel 4 in 1982 and the subsequent rapid growth of an independent ‘sector’. Throughout, the thesis explores the tensions between the political, economic and social aims of independent television production and how these impact on the role of the producer. The thesis employs an empirical methodology to investigate the independent television producer’s role. It uses qualitative data, principally original interviews with both employers and employees in the four companies, to provide a nuanced and detailed analysis of the complexities of the producer’s role. Rather than independence, the thesis uses network analysis to argue that a television producer’s role is characterised by sets of negotiated dependencies, through which professional agency is exercised and professional identity constructed and performed.

Rondo was established in April 2008, and it employs 60 full-time staff in offices in Caernarfon, Menai Bridge and Cardiff. The company produces a number of popular series, including the youth drama series Rownd a Rownd , the football series Sgorio , and the provision of events such as the Llangollen International Eisteddfod and the Côr Cymru competition. At present the company is working on producing a second series of the drama series The Indian Doctor for BBC1, a film version of Michael Sheen’s production of The Passion , the FA Cup match between Wrexham and Cambridge, the new youth drama series Zanzibar for S4C, the popular cookery format Pryd o Sêr and a documentary on the singer Wynne Evans for BBC Wales.
