INTRODUCTION French Louisiana had been a thorn in the flank of Spain’s Atlantic Empire from its founding in 1699. Failure to remove that thorn in 1699 and again in 1716, when doing so would have been comparatively easy and Spanish naval forces were positioned to do so, meant that by 1762 the wound had festered, so that the colony had become what La Salle, Iberville, Bienville, and their royal masters had envisioned: a smuggling station through which French goods reached New Spain and Cuba and their goods—dye stuffs and silver mostly—reached France and helped to pay the costs of a colony that consumed more than it produced, at least so 1 far as the French crown’s finances were concerned. * © 2017 Paul E Hoffman. Collection 93 Osborne, Ollie Tucker (1911-1994). Papers, 1927-1985 22 feet Ollie Tucker Osborne's papers detail the activities of one of Louisiana's leading advocates of women's rights during the 1970s. Ollie was extremely active in the League of Women Voters and the Evangeline ERA coalition. She attended conferences or workshops throughout the South. She was appointed to the 1977 state women's convention in Baton Rouge and was elected a state delegate to the national convention in Houston. She helped organize or coordinate a number of workshops and conferences in Louisiana on women's rights. Much of this often frenetic activity can be seen through her papers. Osborne was born in northern Louisiana and educated at Whitmore College and Louisiana State University. Just before graduation she married Louis Birk, a salesman for McGraw-Hill & Company, and moved to New York. After several false starts Osborne launched a career in public relations and advertising which she pursued for twenty years. This included some pioneering work in television advertising. Following the sudden death of Birk in 1952, Osborne returned to Louisiana where she met and married Robert Osborne, an English professor at the University of Southwestern Louisiana (now the University of Louisiana at Lafayette). During the next two decades she was busy as president of Birk & Company, a publisher of reading rack pamphlets. Osborne's introduction to politics at the state level was as an official League of Women Voters observer of the 1973 Constitutional Convention. Early in the year she determined that some on-going communication link was necessary to allay voter fear and apathy about the new constitution. -

Outline of United States federal Indian law and policy The following outline is provided as an overview of and topical guide to United States federal Indian law and policy: Federal Indian policy – establishes the relationship between the United States Government and the Indian Tribes within its borders. The Constitution gives the federal government primary responsibility for dealing with tribes. Law and U.S. public policy related to Native Americans have evolved continuously since the founding of the United States. David R. xix Introduction In 1936, at the age of just 26, Mary R. Haas moved from New Haven, Connecticut to Eufaula, Oklahoma to begin a study of the Creek (Muskogee) language. It was the height of the Great Depression and Dust Bowl, and jobs were scarce, but with help from former teachers Haas found meager support for her research until the threat of war in 1941. The texts in this volume are a result of that project. About Mary R. Haas Mary R. Haas was born January 23, 1910 in Richmond, Indiana to Robert Jeremiah Haas and Leona Crowe Haas.1 She received three years of tuition scholarships at Earlham College, where she studied English.2 She also received a scholarship in music during her final year and graduated at the head of her class in 1930.3 She entered graduate school in the Department of Comparative Philology at the University of Chicago the same year. There she studied Gothic, Old High German with Leonard Bloomfield, Sanskrit, and Psychology of Language with Edward Sapir.4 She also met and married her fellow student Morris Swadesh. The two traveled to British Columbia after their first year to work on Nitinat, and then followed Sapir to Yale University’s Department of Linguistics in 1931. She continued her studies there of Latin, Greek, and Sanskrit and took two courses in Primitive Music.5 Haas worked as Sapir’s research assistant from 1931 to 1933.6 In the summer of 1933, she received funding to conduct field work in Louisiana with the last speaker of Tunica, close to where Swadesh was working on Chitimacha.7 Haas’s next project was the Natchez language of eastern Oklahoma. -

During this period, New Orleans’ vendors labored in the streets of diverse neighborhoods where they did more than sell a vital commodity. As “Nourishing Networks” demonstrates, the food economy provided the disenfranchised—people of color, women, and recent migrants—a means to connect themselves to the public culture of the city, despite legal prohibitions intended to keep them on the margins. Those who were legally marginalized exercised considerable influence over the city’s public culture, shaping both economic and social interactions among urban residents in the public sphere. -
