I propose to allow the sequence of questions as 20 minutes each, and then we will go round the room, Opposition, crossbench and then Government. I refer to the broadcasting of proceedings. Before the questioning of witnesses commences, I remind Committee members that the Committee has previously authorised the broadcasting of all its public proceedings. Should it be considered that the broadcasting of these proceedings be discontinued, a member will be required to move a motion accordingly. -

The people of NSW must settle for the Independent Commission Against Corruption and its popular offshoot, Keeping Up with the Spivs. The current season is one of the most absorbing: bush huckster Daz Kickback ensnares Gladys Prim in his scams. At week’s end, our heroine is tied to railroad tracks as a steaming locomotive rounds the bend. Stay tuned. In recent years the public has heard allegations of Aldi bags stuffed with cash and delivered to NSW Labor’s Sussex Street HQ by Chinese property developer Huang Xiangmo. In 2013 corruption findings were made against former Labor ministers Eddie Obeid and Ian Macdonald. The following year, Liberal premier Barry O’Farrell resigned after ICAC obtained a handwritten note that contradicted his claims he did not receive a $3000 bottle of Grange from the head of Australian Water Holdings, a company linked to the Obeids. The same year ICAC’s Operation Spicer investigated allegations NSW Liberals used associated entities to disguise donations from donors banned in the state, such as property developers. Ten MPs either went to the crossbench or quit politics. ICAC later found nine Liberal MPs acted with the intention of evading electoral funding laws, with larceny charges recommended against one. Years earlier there was the sex-for- development scandal, set around the “Table of Knowledge” at a kebab shop where developers met officials from Wollongong council. -

But so vast are her mining assets that Rinehart, chairman of Hancock Prospecting, maintains her position as Australia’s richest person in 2015. Work is continuing on her $10billion Roy Hill project in Western Australia, although it has been hit by doubts over its short-term viability given falling commodity prices and safety issues. Rinehart is pressing ahead and expects the first shipment late in 2015. Most of her wealth comes from huge royalty cheques from Rio Tinto, which mines vast swaths of tenements pegged by Rinehart’s late father, Lang Hancock, in the 1950s and 1960s. Rinehart's wealth has been subject to a long running family dispute with a court ruling in May that eldest daughter Bianca should become head of the $5b family trust. 2. The value of his US-based Pratt Industries has surged this year thanks to an improving manufacturing sector and a lower Australian dollar. Pratt is also executive chairman of box maker and recycling business Visy, based in Melbourne. Visy is Australia’s largest private company by revenue and the biggest Australian-owned employer in the US. Pratt inherited the Visy leadership from his late father Richard in 2009, though the firm’s ownership is shared with sisters Heloise Waislitz and Fiona Geminder. -

2011 ANNUAL REPORT THE INSTITUTE BUILDING OUR NEW HOME In July 2011, the United States Studies Centre took up residence in its new home in the Institute Building. With the recent rapid growth in the Centre’s staff and activities, and plans for future expansion in our research, education, and analysis activities, we had stretched beyond the capacity of the historic John Woolley offices. The Institute Building sits on the other side of the University of Sydney campus and dates from the Victorian era, when it was Australia’s first school for the hearing impaired. It provides us with more than twice the space we had previously and is designed specifically for our requirements, including being equipped with the latest in IT and audio-visual technology. For the first time the Centre includes a dedicated tutorial room for the growing number of students enrolling in our undergraduate and postgraduate courses. We also have additional office space for academic and administrative staff, enabling us to accommodate our expanding research and events programs. HURLSTONE AGRICULTURAL HIGH SCHOOL SITE BILL 2009 Second Reading The Hon. CHARLIE LYNN [11.40 a.m.]: I move: That this bill be now read a second time. This is a bill for an Act to require the Hurlstone Agricultural High School site to be retained for educational purposes. The objects of the bill are to ensure that the Hurlstone Agricultural High School site remains in public ownership and to limit the use of the site to that of a government school. Clause 1 sets out the name of the proposed Act. Clause 2 provides for the commencement of the proposed Act on the date of assent to the proposed Act. Clause 3 defines the Hurlstone Agricultural High School site and contains other interpretative provisions. Clause 4 specifies the objects of the proposed Act, as referred to in the overview I have just given. Clause 5 prohibits the Hurlstone Agricultural High School site from being sold, transferred, leased or otherwise alienated. Clause 6 restricts development of the site so that it can be used only for the purposes of a government school. Clause 7 prevents any development of the site from becoming a project to which part 3A of the Environmental Planning and Assessment Act 1979 applies. Hurlstone Agricultural High School is a selective high school of excellence located in a diminishing green belt on the south-western fringe of the Sydney metropolitan area. The origins of the school are steeped in our history. It began in 1878 with a vision by John Kinloch to establish his own school, the Hurlstone School and College, named in honour of his mother. -

The Hon. ERIC ROOZENDAAL [5.02 p.m.] (Inaugural Speech): I support the Motor Accidents Legislation Amendment Bill. Madam President and honourable members, I am named after my grandfather, a man I never knew. He perished in Auschwitz in 1944. As he was herded into a train, he threw his signet ring to a local railway worker, who later gave it to my grandmother. I proudly wear that ring today. And I hope my grandfather is watching with pride as his grandson joins the oldest Parliament in Australia—a privilege to rival my previous job as head of the oldest branch of the oldest social democratic party in the world. It is therefore with great pride that I deliver my inaugural speech. I am filling the vacancy created by the departure of Tony Burke, who will shortly be elected as a member of the Latham Labor government. I have no doubt Tony will achieve greatness in our national Parliament. I am grateful for his assistance and advice during my transition into the Legislative Council. My presence in this place owes everything to the two great causes to which I have devoted my life: my family and the Labor Party. My beautiful wife, Amanda, and my three wonderful children, Liam, Harry and Jema, are my world. Amanda is a wonderful wife and mother, and, as my partner in life, my rock of support, for which I am eternally grateful. -

AUSTRALASIAN PARLIAMENTARY REVIEW Trust and Political Behaviour Jonathan O’Dea1 Member for Davidson in the New South Wales Legislative Assembly INTRODUCTION: THE DECLINE IN TRUST Trust is the most important asset in politics. Trust can generate community and business confidence, leading to economic growth and improved political success for an incumbent government. The more a government is trusted, the more people and business will generally spend and invest, boosting the economy. People are also more likely to pay their taxes and comply with regulations if they trust government. Trust promotes a social environment of optimism, cohesion and national prosperity. When trust is lost, it is difficult to win back. Where it is eroded, a general malaise can develop that is destructive to the essential fabric of society and operation of democracy. Unfortunately, in Australia and internationally, there has been a growing erosion of trust in politicians and in politics. People are losing trust in institutions including governments, charities, churches, media outlets and big businesses. In a recent Essential Poll, 45 percent of those surveyed said they had no trust in political parties, 29 percent had no trust in state parliaments and 32 percent had no trust in federal Parliament.2 Since 1969, when Australians were first surveyed about their trust in politicians, the proportion of voters saying government in Australia could be trusted has fallen from 51 percent to just 26 percent in 2016, while the number of voters who believe ‘people in government look after themselves’ has increased from 49 percent to 75 1 An earlier version of this paper was presented at the Australasian Study of Parliament Group Conference held in Brisbane on 18-20 July 2018.
