I propose to allow the sequence of questions as 20 minutes each, and then we will go round the room, Opposition, crossbench and then Government. I refer to the broadcasting of proceedings. Before the questioning of witnesses commences, I remind Committee members that the Committee has previously authorised the broadcasting of all its public proceedings. Should it be considered that the broadcasting of these proceedings be discontinued, a member will be required to move a motion accordingly. -

BUILDING A BETTER NORMAL ACT GREENS 2020 POLICY PLATFORM THERE HAS NEVER BEEN A MORE IMPORTANT TIME TO BUILD A BETTER NORMAL. In these unprecedented times, the decisions we make now will shape the future of our society. If the bushfires and smoke over the summer, and now the COVID-19 pandemic have shown us anything, it's that business as usual cannot continue. While the old parties and status quo are seeking a return to normal, the ACT Greens have a plan to use this once in a lifetime opportunity to redress the inequalities and injustices inherent in our current systems—to build a better normal. This means bringing the same boldness, decisiveness and energy the ACT Greens brought to climate action to reimagining our community in a way that benefits everyone for decades to come. It’s clear that now is both the right time and the best opportunity to build a better normal, by ensuring everyone has a home, by greening our suburbs, acting on climate change, and providing meaningful secure work. Our community can achieve amazing things when we put our minds to it and work together. We know we need to make our environment and activities more sustainable, and our community and infrastructure more resilient. We’re at a critical moment, and have the opportunity to rewrite the rules to ensure a cleaner, greener community where everyone is supported to thrive. The ACT Greens play a unique role in the Australian political landscape and have been working hard over decades to set policies in the ACT that help shape a fair and sustainable future. -

THE MOST VITRIOLIC PARLIAMENT EVIDENCE OF THE VITRIOLIC NATURE OF THE 43 RD PARLIAMENT AND POTENTIAL CAUSES Nicolas Adams, 321 382 For Master of Arts (Research), June 2016 The University of Melbourne, School of Social and Political Sciences Supervisors: Prof. John Murphy, Dr. Scott Brenton i Abstract It has been suggested that the period of the Gillard government was the most vitriolic in recent political history. This impression has been formed by many commentators and actors, however very little quantitative data exists which either confirms or disproves this theory. Utilising an analysis of standing orders within the House of Representatives it was found that a relatively fair case can be made that the 43rd parliament was more vitriolic than any in the preceding two decades. This period in the data, however, was trumped by the first year of the Abbott government. Along with this conclusion the data showed that the cause of the vitriol during this period could not be narrowed to one specific driver. It can be seen that issues such as the minority government, style of opposition, gender and even to a certain extent the speakership would have all contributed to any mutation of the tone of debate. ii Declaration I declare that this thesis contains only my original work towards my Masters of Arts (Research) except where due acknowledgement has been made in the text to other material used.
