2.0 Current Freight Rail System and Services in Florida
Investment Element of the 2010 Florida Rail System Plan 2.0 Current Freight Rail System and Services in Florida 2.1 Overview The Florida rail system is comprised of 2,786 miles of mainline track, which are owned by 15 operating line-haul railroads and terminal or switching companies, as well as 81 miles owned by the State of Florida. Florida’s rail system includes 2 Class I Railroads (CSX Transportation and Norfolk Southern Corporation), 1 Class II (Florida East Coast Railway), 11 Class III (Alabama and Gulf Coast Railway AN Railway, Bay Line Railroad, First Coast Railroad, Florida West Coast Railroad, Florida Central Railroad, Florida Midland Railroad, Florida Northern Railroad, Georgia and Florida Railway, Seminole Gulf Railway, and South Central Florida Express) and 1 railroad specializing in switching and terminals (Talleyrand Terminal).9 The largest operator in the State is CSX Transportation, which owns more than 53 percent of the statewide track mileage. In 2008, Florida’s railroads carried nearly 1.6 million carloads – 19 percent less than in 2006 – and approximately 83 million tons of freight, representing a 25 million ton (23 percent) decrease from 2006.10 During that year, railroads handled freight equivalent to roughly 5.0 million heavy trucks.11 Nonetheless, railroads continue to support thousands of jobs throughout the State and assist Florida’s industries to remain competitive with international and domestic markets for fertilizer, construction rock, consumer goods, paper products, processed 9 U.S. Class I Railroads are line-haul freight railroads with 2007 operating revenue in excess of $359.6 million (2006 operating revenues exceeding $346.7 million). -

(ACI) performed a cultural resource assessment survey (CRAS) of 79 acres of the Wiggins Prairie Mitigation Bank for Southern States Land & Timber, LLC in October 2016. Portions of the 492-acre parcel had been previously surveyed, and the current investigations focused on those areas where subsurface disturbance is anticipated. The purpose of the survey was to locate and identify any archaeological sites and historic resources within the project area of potential effects (APE) and to assess their significance in terms of eligibility for listing in the National Register of Historic Places (NRHP). The archaeological APE consists of those lands that will be subject to subsurface disturbance and have not previously been surveyed for cultural resources. The historical APE consists of the entire property. The survey was requested by the State Historic Preservation Office (SHPO), who reviewed U.S. Army Corps of Engineers (ACOE) file number SAJ-2016-00429-TMF (Parsons 2016). -

Currently, CJSTC certifies a person for employment as an LEO if: The person complies with s. 943.13(1)-(10), F.S.; and The employing agency complies with s. 943.133(2) and (3), F.S. Section 943.10, F.S., defines the term “law enforcement officer” to include only those elected, appointed, or employed full time by any municipality, the state, or any political subdivision of the state. Similarly, the definition of the term “employing agency” only includes agencies or units of government, municipalities, the state, or any political subdivision of the state that has the authority to employ officers. Section 354.01, F.S., authorizes the Governor to appoint “special officers,” which are persons employed by railroads for the protection of the railroad’s employees, passengers, freight, equipment, and properties. Special officers are required to meet the law enforcement qualifications and training requirements of s. 943.13(1)-(10), F.S., but they are not certified law enforcement officers because they do not work for an “employing agency.” Railroads and common carriers that employ special officers are not considered employing agencies because they are not governmental entities. -

In association with: American Consulting Engineers of Florida, LLC January 2014 Introduction Revised January 2017 EXECUTIVE SUMMARY The Florida Department of Transportation (FDOT) conducted a Project Development and Environment (PD&E) Study to evaluate alternative improvements for US 41 (SR 45) from Kracker Avenue (milepoint 15.784) to south of SR 676 (Causeway Boulevard – milepoint 22.791) in Hillsborough County (Figure 1-1), a distance of approximately 7.0 miles. Study objectives included: determine proposed typical sections and develop preliminary conceptual design plans for proposed improvements, while minimizing impacts to the environment; consider agency and public comments; and ensure project compliance with all applicable federal and state laws. Improvement alternatives were identified which will improve safety and satisfy future transportation demand. A State Environmental Impact Report (SEIR) was prepared for this study and approved on January 12, 2017. This Cultural Resource Assessment Survey Report (CRAS) was prepared as part of this PD&E study. This project was conducted in accordance with the requirements set forth in the National Historic Preservation Act of 1966, as amended, and Chapter 267, Florida Statutes. It was carried out in conformity with Part 2, Chapter 12 (Archaeological and Historical Resources) of the FDOT PD&E Manual and the standards contained in the Florida Division of Historical Resources’ (FDHR) Cultural Resource Management Standards and Operational Manual (FDHR 2003; FDOT 1999). -

ASLRRA requested that FRA expand the regulatory relief granted in Docket Number FRA-2009-0078 to include two additional ASLRRA member railroads as parties to the waiver. The ASLRRA member railroads that seek to become parties to the subject waiver are the Regional Rail — Tyburn Railroad L.L.C. and the South Plains Lamesa Railroad, Ltd. The existing waiver provides ASLRRA member railroads relief from the provisions of 49 U.S.C. 21103(a)(4), which, in part, requires a train employee to receive 48 hours off-duty after initiating an on-duty period, each day, for 6 consecutive days. The existing waiver allows employees, working for railroads that are subject to the waiver, to receive 24 hours off-duty after initiating an on-duty period, each day, for 6 consecutive days. FRA notes that ASLRRA expressed in its request that the two above-referenced railroads sought employee input concerning the waiver request, and that the affected employees at each railroad support the waiver. ASLRRA also expressed that employee input concerning the waiver had been documented and will be made available to FRA upon request. -

To: Arlington Park Residents From: Karin Murphy, Director of Urban Design Studio Date: February 1, 2016 Re: Arlington Park Neighborhood Association - Form-based Code Updates The attached materials were distributed to the attendees of the Arlington Park Neighborhood Meeting held on Tuesday, January 19, 2016. These materials were used as part of an interactive discussion of the status of the Form-based Code (FBC), to receive feedback, and to discuss continued opportunities for participation. Also included for discussion was the potential code amendment language requested by the neighborhood to address façade/frontage requirements for single family lots within the neighborhood. Materials distributed included language originally discussed as well as alternative language provided by Neighborhood and Development Services Staff. The discussion included the possibility of the amendment proceeding independently of the FBC process as part of an upcoming text amendment that NDS is processing. Arlington Park Form-based Code Status Update January 19, 2016 We are in the process of completing the most significant component of the City of Sarasota’s Form- Based Code, which are the City-Wide Zoning Map and Draft Special Requirements Plans. All other modules and sections of the code are built upon these maps. We had hoped to have completed this work in the fall of 2015, but unfortunately we have had to do a significant audit of the existing maps and data sets in order to create the new zones and geographic information system maps. As we have been creating and proofing the maps, we also spent 2015 finishing walking audits and public outreach events so all of the City’s neighborhoods, property owners and stakeholders have been given the opportunity to participate in public outreach events and sessions. -

This is the carefully annotated study of a good many of the important large railroads of the United States complete within their own files, these to be found within the official state of incorporation. Here will be included page references to the frequently huge number of small short-line roads that usually wound up by being “taken in” to the larger and expending Class II and I roads. Some of these files, such as the New York Central or the Pennsylvania Railroad are very big themselves. Michigan, Wisconsin, Oregon, and Washington are large because the many lumber railroads have been extensively studied out. -

2015 FLORIDA RAIL SYSTEM PLAN December 2018 Table of Contents FLORIDA RAIL SYSTEM PLAN - 2018 UPDATE The Florida Department of Transportation (FDOT) Freight and Multimodal Operations Office (FMO) present this 2018 update of the 2015 Florida Rail System Plan. As new challenges have had a great impact on the needs and future projects identified in the 2015 Rail System Plan, FDOT prepared this update. CHALLENGES • New State Rail Plan Guidance was created in 2013 to set a standard format and elaborate on required elements of the plan to include a 5-year update cycle, and a requirement for states seeking capital grants under Sections 301, 302, and 501. See https://www.fra.dot.gov/Page/P0511. Thereafter, FDOT prepared a 2015 Rail System Plan that was completed in December 2015. The Plan was not published at that time, as major industry changes were expected and no public outreach had yet been conducted. • Major industry changes occurred that impacted most of the rail mileage in Florida: o CSX hired Hunter Harrison in spring of 2017, and radically changed the company by imposing precision-scheduled railroading instead of a hub-and-spoke system. This approach has been continued by CSX leadership through 2018. o Grupo México Transportes (GMXT), the leading rail freight transportation company in Mexico, successfully completed the acquisition of Florida East Coast Railway in 2017. o Brightline began service in 2018 between West Palm Beach, Ft. Lauderdale, and Miami later in the year, and with plans to connect to Orlando and potentially to Tampa in the future. APPROACH • The FAST Act (Title 49, Section 22702) passage in December 2015 changed the 5-year update cycle to a 4-year update cycle.
