RESUMO Com tantas mutações econômicas e sociais, incluindo os efeitos da crise mundial de 2008, surge a indagação sobre como manter a atividade econômica aquecida e, ao mesmo tempo, sustentar um nível de desenvolvimento social e regional capaz de reduzir as desigualdades. A economia e o social devem acompanhar essas alterações de forma harmônica, garantindo o direito ao desenvolvimento como elemento da própria dignidade humana. Todas essas modificações econômicas e sociais, assim como as suas consequências, sugerem a atuação do Direito Econômico no estudo da intervenção estatal na atividade econômica. É dessa forma que, fundamentado na doutrina e com base em pesquisa bibliográfica, o presente estudo tem por escopo indicar uma solução - dentre muitas possíveis - para o desenvolvimento de regiões e grupos com a consequente redução de suas desigualdades, uma vez que inseridos em uma sociedade capitalista, mas humana. Isto porque é ínsito da atividade econômica propiciar o aumento das desigualdades, embora o sistema deva equilibrar tal opressão para assegurar os direitos sociais aos cidadãos. Nessa seara de aparente colisão, verifica-se o equilíbrio do sistema constitucional brasileiro, entre a ordem econômica e a ordem social, por meio da intervenção do Estado, capaz de propiciar, de um lado, o desenvolvimento econômico e, de outro, o desenvolvimento social e regional. A intervenção estatal torna-se imperativa na implementação de políticas públicas, por isso deve induzir a iniciativa privada a organizar programas voltados ao social e à ampliação de mercados regionais, o que de fato contribuirá para efetivar os objetivos republicanos e os princípios constitucionais da ordem econômica. Dentre estas políticas públicas e programas privados que buscam reduzir as desigualdades sociais e regionais vale enfatizar aquelas relacionadas ao esporte, não somente pela inclusão social, mas também pela organização de grandes eventos desportivos, atrativos de investimentos e propulsores de obras públicas de infraestrutura as quais beneficiam toda a coletividade, fomentando ainda a economia regional em um círculo virtuoso, concretizando, portanto, a justiça social. ABSTRACT With so many economic and social changes, including the effects of the global crisis of 2008, the question arises about how to maintain economic activity and heated, while sustaining a level of social and regional development capable of reducing inequalities. The social economy and should accompany these changes in harmony, guaranteeing the right to development as an element of human dignity. All these economic and social changes, as well as its consequences, suggest the role of Economic Law in the study of state intervention in economic activity. This is how, based on doctrine and based on literature review, the scope of this study is to create a route, among many, to enable the development of regions and groups with a consequent reduction of its inequalities, once inserted into a capitalist society, but human. This is because economic activity is itself providing the increase in inequality, although the system should balance such oppression to ensure social rights to citizens. In this area of apparent collision, there is a balance of Brazilian constitutional system, between the economic and the social order, through the intervention of the state, capable of providing, on the one hand and economic development on the other, social development and regional. State intervention becomes imperative in the implementation of public policies, so it should induce the private sector to organize programs aimed at social and expansion of regional markets, which actually help to accomplish the goals Republicans and the constitutional principles of the economic order. Among these public policies and private programs that seek to reduce social and regional inequalities worth emphasizing those related to the sport, not only for social inclusion, but also for the organization of major sporting events, and attractive investment thrusters public works infrastructure which benefit whole community, promoting the regional economy still in a virtuous circle, realizing therefore social justice. This move prompted the London Assembly’s Culture, Sport and Tourism committee to look into the issue of redevelopment for London clubs. With Fulham and Brentford yet to secure new stadiums for their clubs and question marks remaining over Arsenal’s and Tottenham’s grounds the issue is a live one. We do not want to see more clubs leave London. During the 2002/03 season about 5 million fans watched professional football in London. In addition, hundreds of thousands of Londoners participate every year in club sponsored community projects and play football. This report seeks to ensure that this added value isn’t lost to Londoners. We did not set out to judge local situations but to tease out lessons learnt by London football clubs. Football is more than just a business: the ties that a club has with its area and the fans that live or come from there are great. We recommend that more clubs have supporters on their board and applaud the work of Supporters Direct in rejuvenating the links between clubs and their fan base.

    Bend it like Barnshaws, the art of UK stadia construction The stadia that host English premiership football matches are often seen as the physical representations of the titanic sporting and financial battles in one of the world's most competitive leagues: the intimidating amphitheatre of the Etihad Stadium, the geometric confluence of the Emirates, the raucous intimacy of Selhurst Park and the traditional fortress that is Old Trafford. All of these arenas share at least one aspect of their construction – they all incorporate curved structural steel from metal bending and fabrication experts, Barnshaws Section Benders. Das Zitat des ehemaligen Spielführers vom FC Bayern München – zur Stadiondiskus- sion in der bayerischen Landeshauptstadt – verdeutlicht dabei überspitzt die wirt- schaftliche Relevanz und finanzielle Problematik von Stadioninvestitionen im Profifuß- ball. Aufgrund der erheblichen Einnahmepotenziale moderner Stadien verglichen mit traditionellen Spielstätten, sind Fußballstadien nicht mehr nur emotional aufgeladene, mitunter nostalgische Orte, sondern Ausgangspunkt für die Entwicklung des europäi- schen Fußballs. Allerdings geht mit den Potenzialen moderner Stadien auch ein er- höhtes finanzielles Risiko einher. Oftmals beobachtbare Überkapazitäten und mithin unzureichende Auslastung der Veranstaltungsstätte sind ein augenscheinliches Indiz ökonomischer Ineffizienz und führen im schlimmsten Fall sogar in den finanziellen Ruin. Es stellt sich deshalb die Frage, welche interdependenten Beziehungen im Sta- dionmanagement vorherrschen, die gezielt zur Erhöhung der „Stadioneffizienz“ ge- steuert werden können. They are ordered by their capacity; i.e. the maximum number of spectators the stadium can accommodate. The capacity figures are permanent total capacity, including seating and any standing areas, and excluding any temporary seating. Most large stadiums in Europe are used for association football, with the rest hosting rugby union, rugby league, cricket, track and field, bandy, and gaelic games such as Gaelic football, hurling and camogie. Camp Nou has the highest capacity in All stadiums with a capacity of 25,000 or more are included. The list Europe. includes all such stadiums in any country which is commonly accepted to be within the borders of Europe, including transcontinental countries that are partially in Europe (eg Turkey), or in a country commonly thought to be European for cultural or historic reasons (eg Armenia).
