Building on the 2001 World Bank Report “Mexico, a Comprehensive Development Agenda for the New Era,” this volume consists of a set of 22 Notes, each addressing one specific aspect of the development prospects and problems in Mexico’s southern region—from macroeconomics and labor markets to themes such as gender and indigenous peoples. The report focuses on the three states of Chiapas, Guerrero, and Oaxaca, the poorest states in the country, which together present the Mexican government with perhaps its greatest challenge: How to harness the potential of a region that, despite a wealth of assets (water, extensive biodiversity, and a vibrant indigenous cultural heritage), is nevertheless plagued by excruciating poverty? This synthesis draws together the main findings from a large body of work that encompasses two questions, simple to pose, but exceedingly difficult to answer: Why is the region so poor? And what can the Mexican government, both federal and state, do to address this poverty? The synthesis is organized as follows: Section one briefly sets the stage, cataloguing the extent of poverty in the south, its historical roots, and its potential for improvement without further policy change. We find that the south is unlikely to meet the first Millennium Development Goal of halving poverty by the year 2015 under current conditions. Section two asks why incomes are so low in the south as to produce this persistent poverty, and finds that it is because the south is unproductive—the value of goods and services produced per person in the south is less than half as much as in the rest of Mexico. We group the reasons for this low productivity, and hence low income, into three categories: (a) high cost of doing business that reduces the income that can be generated from economic activity and raises risk, ranging from poor infrastructure to insecure land tenure and violence; (b) not pursuing competitive advantages , which means that the pattern of economic activity currently in the south is concentrated in products and technologies with low productivity, particularly in the agriculture sector; and (c) inefficient government activity ranging from federal transfer and pricing policies that have in some cases been biased against the south, to inefficiencies and misuse in the administration of government resources, poor education quality, an inefficient judicial system, and inconsistent protection of social rights, which together reinforce the problems and perpetuate the cycle of poverty in the south. Section three discusses a series of policy options that might be taken at the federal and state level to hasten the pace of poverty reduction in the south. Major policy recommendations include the following: 1. Focus first on improved poverty reduction outcomes through increased efficiency. To provide immediate improvements in poverty reduction, existing federal and state resources for poverty reduction in the south should be used 3 more efficiently by reforming how federal resources are distributed and how state governments use those resources. Eliminate or reduce rigid restrictions on federal resource transfers, which impede state governments from undertaking sectoral reforms. Reorient federal and state spending patterns, which currently favor urban, non-poor residents (particularly in education, housing, and pensions) to free up resources for poverty reduction. Reform inefficient and redundant services, such as dual federal–state education sectors, and programs with high administrative overhead and low poverty-reduction impact, for example, family assistance, and housing. The scope for efficiency gains in social infrastructure provision is particularly great. Should the south attain international levels of service delivery costs, universal coverage in water, sanitation, and electricity could be attained in five years even at current spending levels. 2. Selectively increase resource allocations to the southern states, tied to efficiency gains. While efficiency improvements can have a significant and immediate impact, it is evident that the poverty gap between the south and the rest of the country will not be closed without an increase in federal resources to the southern states. A massive immediate increase in federal transfers to the south, however, is neither recommended nor realistic. Instead, a modest boost in federal resources should be directed at certain key bottlenecks to poverty reduction and economic growth in the south. These resources should be preconditioned on improved results by state and municipal governments. Greater resources also should be dedicated to expanding poverty reduction programs such as Oportunidades, which successfully reach the poor with little overhead. Further resource gains for the south can be made by eliminating regional biases that exist in certain aspects of federal subsidies and pricing policies. 3. Stimulate economic growth in the south. Poverty reduction is not just a matter of garnering and efficiently spending federal resources, but in fostering higher levels of economic activity in the south itself. It is equally important to increase income potential for southern workers by eliminating key obstacles to economic activity in the south. Transportation can be improved by completing a few key missing transportation links, particularly highways connecting the south to the rest of Mexico, and by completing deregulation of the local freight industry. State and federal governments should mediate and resolve the numerous land titles and boundary disputes, which create tremendous uncertainty over land holdings and constrain profitable economic activity on the land. Improvements in the lagging agricultural sector should be promoted through agricultural technology, the organization of producers for processing and marketing, the production of more competitive agricultural products, the development of agro- industry, and seeking out new markets. As well, rural development strategies should focus not just on agriculture, but also on latent economic potential in rural areas, such as the exploitation of wood and non-wood forest resources and tourism (particularly specialized products such as eco-tourism). Value- added manufacturing presents another potential sector for growth if constraints 4 such as low education levels, expensive transportation, and limited credit can be eased. 4.     RESEÑA HISTORICA DE FENADESAL INTRODUCCIÓN El Salvador desde el último cuarto del siglo XIX se encontraba en un espacio de transición política y social; los liberales habían tomado el poder y su principal objetivo era la modernización del país e impulsar mejoras para beneficiar la producción y exportación de café, lo cual se pretendía alcanzar mediante la secularización del Estado, privatización y venta de tierras comunales y ejidales y la modernización del sistema de transporte1, entre otros. Los primeros intentos para lograr esta modernización del transporte fueron ejecutados en 1872 por el entonces presidente Mariscal Santiago Gonzáles, quien concesionó al ingeniero Louis Bueron para que construya un ferrocarril que conectara los puertos de Acajutla con Sonsonate-Santa Ana, La Libertad con Santa Tecla- San Salvador y La Unión con San Miguel. Según ésta contrata el ferrocarril podría ser tirado por bueyes o caballos (tracción de sangre)2. Este proyecto no se llevó a cabo como se esperaba y dejó como resultado un Tranvía de Sangre entre Santa Tecla y San Salvador. Sin embargo, con la cancelación de esta concesión se inicia un ciclo de firmas de contratas, las cuales servirían para continuar con los trabajos en las vías férreas, todas sin rendir ningún resultado y retrasando por aproximadamente 10 años la llegada del ferrocarril a nuestro país. The ill-treatment extended to Columbus is but a case in point. Lying on the Pacific Ocean, between the parallels of 13° and 14° 10' N. latitude, and the meridians of 87° and 90° W. longitude, Salvador has a coast-line of about 160 miles, extending from the Bay of Fonseca to the River Paz, which is one of the boundaries between this Republic and the neighbouring State of Guatemala. While Salvador is the smallest of the five different countries forming the Central American group, boasting of but 9,600 square miles, it not alone possesses some of the richest and most beautiful territory, but has the densest population as well as the most considerable industry and the most important commerce.

Protestas populares y la Doctrina Meléndez1 Héctor Lindo-Fuentes2 Resumen La historiografía tradicional presenta a la política exterior salvadoreña de principios del siglo XX de manera favorable. Se habla de la Doctrina Meléndez como un ejemplo del valiente nacionalismo de las élites gobernantes ante la actitud intervencionista de Estados Unidos en Centroamérica. El estudio de fuentes desclasificadas del Departamento de Estado de Estados Unidos y de documentos del Ministerio de Relaciones Exteriores de El Salvador, además de periódicos y otros impresos de la época, muestra que la presión de los grupos populares urbanos fue el verdadero determinante de la política independiente del Estado salvadoreño. El artículo describe una fuerza de gran importancia en la vida política salvadoreña de la época que hasta el momento ha sido ignorada por nuestra historiografía: la intensa y temprana actividad de las nuevas agrupaciones de artesanos, obreros y estudiantes movilizados alrededor del tema del antiimperialismo. Introducción Entre febrero y abril de 1916, el Senado de Estados Unidos y el Congreso de Nicaragua ratificaron el tratado Bryan-Chamorro que concedió a Estados Unidos el derecho exclusivo de construir un canal a través de Nicaragua, además de otorgar un contrato de arrendamiento por noventa y nueve años para establecer una base naval en el Golfo de Fonseca. El gobierno de El Salvador consideró que Nicaragua no tenía derecho a otorgar el contrato de arrendamiento, ya que parte de la costa del pequeño golfo estaba en territorio salvadoreño.

ANTECEDENTES 1775-1841 Los ecos de la Revolución Francesa, con la autoproclamación en París del Tercer Estado como Asamblea Nacional en 1789 así como de la Decla- ración de Independencia de los Estados Unidos el 4 de Julio de 1776, van a tener repercusiones muy fuertes en los movimientos independentistas continentales y en especial en la Capitanía General de Guatemala, entidad territorial integrante del Imperio español, dentro del Virreinato de Nueva España, establecida por la Corona española durante su periodo de dominio americano, entre 1540 y 1812 y de 1816 a 1820. De 1812 a 1814 y de 1820 a 1821 la Capitanía General, al igual que toda la monarquía española bajo la Constitución de Cádiz, estuvo dividida en provincias que no estaban subordinadas entre sí en lo político, aunque en lo militar y en lo judicial sí tenían autoridad sobre esas provincias. El 15 de septiembre de 1821 las cinco provincias (Ciudad Real de Chiapas, Guatemala, San Salvador, Comayagua y Provincia de Nicaragua y Costa Rica), proclamaron su independencia de España. Al año siguiente la mayoría de ellas, con la excepción de la Provincia de San Salvador, se unió al Primer Imperio Mexicano, y, tras la abdicación de Agustín de Iturbide, formaron en 1823 las Provincias Unidas del Centro de América y en 1824 la República Federal de Centroamérica. Desde la época colonial funcionaban en Centro América tanto la Pon- tifi cia y Real Universidad de San Carlos Borromeo, en Guatemala, fundada el 31 de enero de 1676 por Real Cédula de Carlos II, así como la Universidad de León, Nicaragua, fundada el 10 de enero de 1812 por Decreto CXVI expe- dido por las Cortes Generales y Extraordinarias reunidas en Cádiz, España.

    The Work of Costa Rica’s Many Decisions for Peace By: Patrick Van Inwegen Whitworth University Department of Political Science for the Western Political Science Association Conference Seattle, WA April 17-19, 2014 In his 2005 acceptance speech for the Nobel Prize in economics, Thomas Schelling lectured on what he called the “astonishing sixty years: the legacy of Hiroshima” (Schelling 2006). The point he made was how remarkable it was that after the nuclear bombing of Japan at the end of World War II, “we have enjoyed sixty years without nuclear weapons exploded in anger” (247). This happened, he argued, because of a growing understanding that nuclear weapons were fundamentally different than conventional weapons and that they should not be used. The process of creating this norm reflects why he was awarded the prize, for his varied work on explaining how individual decisions made in specific contexts can create new contexts in which others make decisions. This cycle of reinforcing decisions is exactly the process that another Nobel laureate (in peace, this time), Oscar Arias, alluded to in his acceptance speech, where he argued: Peace is a never-ending process, the work of many decisions by many people in many countries. It is an attitude, a way of life, a way of solving problems and resolving conflicts. It cannot be forced on the smallest nation or enforced by the largest. It cannot ignore our differences or overlook our common interests. It requires us to work and live together. (1987) The shared key insight of these two laureates is that peace can happen when individuals make specific decisions for a more peaceful outcome of the choices presented to them and that these choices influence future decision makers just as they were influenced by previous decision makers.

Bradford Burns by le of onial "What most strikes me on arriving from Europe is the absence of all extreme poverty," Mrs. Henry Grant Foote observed approvingly of El Salvador in the mid-nineteenth century.' The British diplomat's wife con- cluded that Southern Europe and the major cities of England suffered far worse poverty and human misery than the diminutive--and other observers would add "backwardu-Central American republic. These first impressions of the country, to which Queen Victoria's government had posted Mrs. Foote's husband in 1853, were also her conclusions strength- ened by eight years of residence there. Her memoir revealed at least one explanation for the satisfactory quali- ty of life: people enjoyed access to land. The large Indian population still possessed a part of its communal lands, ranked by Mrs. Foote as among the "most fertile" areas of El ~alvador.~Those who chose not to live in the com- munities, she noted, "generally have their own little piece of land and a house on it.") The outskirts of the capital, San Salvador, seemed almost Edenic in her prose: "The environs of the city are very beautiful, being one mass of luxuriant orange and mango trees, bending beneath their lcad of fruit, and the cottages of the poor people are remarkably neat and clean, each surrounded by its own beautiful shrubbery of fruit tree^."^ These observations buttressed her conclusion of the ready availability of food. The simple society excluded sharp distinctions between rich and poor.
