Manifesto of the digital state” The Russian Federation has already done some significant steps towards digital economy. That is what Prime Minister of the Russian Federation Dmitry Medvedev told during the second day of the Moscow international forum Open Innovations. Opening the day 2 of the Forum, Dmitry Medvedev, told about the approved by the Government in July 2017 “Digital economy” program. This program is aimed at speeding up the transition of the Russian economy to the innovation-based development. «Digitalization changes not only people’s life style, but also the concepts of traditional industries: energy, transport, engineering. Digital economy surrounds us literally and figuratively. Smartphones, mobile internet, social networks communication, e- commerce, e-payments - all of it has become part of the modern lifestyle. Data processing allows not only predicting consumer’s behavior, but also developing new business- models, capable of transforming the entire markets.” – declared Dmitry Medvedev. Headliner of the day 2 of the Open Innovations forum, - Executive Chairman of Alibaba Group - one of the world largest internet-retailers – Jack Ma told about the role of the digital revolution in the restructuring of the global job market. “You should not worry that the technologies will put people out of the job market, - said Jack Ma. – This problem will be resolved naturally. People worry about the future because of the lack of the imagination of the future. We should worry more about our own destiny, not about artificial intelligence future, anyway it will be something different then what we imagine now.” During his speech at the plenary meeting “Digital economy. Society, business, state” Jack Ma noted, that digital economy would efface boundaries and allow new generation find place in the changing world”. During the partner conference “Smart cities. Russia - Singapore” and panels, dedicated to the state and business participation in the development of “smart” technologies, the best practices of intelligent city systems development were discussed. According to the First Deputy Prime Minister of the Russian Federation Igor Shuvalov, the Singapore’s experience is important for Russia, first of all, in the sphere of creation of safe and comfort urban environment, municipal services and citizens’ life improving. The Russian cities are willingly adopting educational and health-care standards, accepted in the unique city-state of Singapore, the First Deputy Prime-Minister of the Russian Federation noted. OPEN INNOVATIONS MOSCOW INTERNATIONAL OPEN INNOVATIONS FORUM 16-18 October SKOLKOVO TECHNOPARK The First Deputy Head of the Russian Government Executive Office Maksim Akimov, Chief Executive at Government Technology Agency (Govtech), Singapore Jacqueline Poh, UK Government National Technology Advisor Liam Maxwell participated in the discussion. The Minister of Communications and Mass Media of the Russian Federation Nikolay Nikiforov reminded of the necessity to elaborate and implement international standards of information security. “We should create such a virtual platform, that would not raise barriers in information sphere, and we should continue a conversation about it at the level of different international organizations. This will benefit all of the people.” – summarized the Minister of Communications. The “Digital economy. IT security” panel discussion, moderated by InfoWath president Natalia Kasperskaya, was also dedicated to the IT security issues. The Security is not only certain countries’ concern, but global community’s in general. It is the unity of actions and applied digital technologies that will help the commonwealth of the countries to find opportunities to strengthen unified cyber security systems. The participants of the “Who came knocking at my door? Artificial intelligence in real conversation” panel discussion believe that Chat bots and digital assistants have become an efficient business tool in popular messengers. “Messengers are new social networks. They help business to contact customers directly. Chat bots are now real tool we can use” – stated the AI department head of MTS company, Arkady Sandler. One of the most important events of the day 2 of the “Open Innovations” in Skolkovo technopark has become a session called “E-government in action. How is a digital environment organized”. Leaders of the digital transformation of government services shared their experience, told about typical problems and advanced technologies at introduction of e-governments in the UK, Australia, Swidzerland, USA and Japan. The leading corporate strategies experts, representatives of the federal government and regional authorities participated in the “Public officials in sneakers. Does the public sector need a corporate structure reboot?” panel. «The public officials culture shall be more democratic. But it is not enough. A public official needs to understand that business thinks fast, thinks by numbers. Then the cooperation model will work” – the chief strategic and operational officer of Acronis company Mark Shmulevich noted. In the course of the discussion “The Digital economy in the off-road conditions”, the governor of Novgorodskaya oblast Andrey Nikitin told to the RANKhiGS vice-rector Aleksey Komissarov of modern digital technologies used for the solution of current problems of the region. “It is impossible today to improve quality of life without modern digital technologies. By applying different models they are trying to establish the most efficient way of facilitating this relationship with funding from the private sector. In this article, we have explored the case of Russia and overviewed the effects of ‘innovation enforcement’ policy developed by the Russian government in the late 2000s. As our case demonstrates, the outcome of such a policy is rather negative. However, there are also some positive side effects of the current Russian public policy. One example is the practice of the shared-used equipment. It allows developing trust between university- private company and results in mutually beneficial partnership. Moreover, it stimulates changes in industrial vision of the academic partner. Hence, in some cases, the policy of ‘innovation by coercion’ can have positive outcomes for it forces academia and industry to see joint collaborations more as a help rather than as a hindrance.
