1.1 After decades of depopulation in areas across the city the population of Glasgow is growing again. Over the next decade the primary age population is predicted to rise between 13 and 18%.

1.2 The Greater Pollok area of the city has over recent years benefitted from significant housing developments and the resulting increase in demand for primary school places. This demand is forecast to increase further as more new housing is released over the coming decade.

1.3 A summary of the current capacity and projected pupil rolls 2012 to 2023 for the non denomination primary schools within the Greater Pollok area is noted below in Table 1.

1.4 A piece of work to assess the capacity and demand for pupil places in denominational primary schools within the Greater Pollok area will also be undertaken at a future date. 1.5 Last year the Council launched its next phase of investment in the school estate, The 4Rs Strategy for Glasgow. The 4Rs Strategy represents the 4 key challenges facing the Council over the coming decade, namely;

Right Schools: Quality and Condition Right Size: Capacity to meet current and future needs Right Place: Serving the local community Right Time: Future proofing to meet demand

1.6 To support the Strategy the Council has committed £250m over a 5 year period to invest in the school estate.

2. Assessment of Non Denominational Primary School Provision in the Greater Pollok area

2.1 An overall assessment of non denominational primary schools within the Greater Pollok area against the 4Rs criteria is noted below.

2.2 School Condition

2.2.1 Ashpark, Cleeves and Crookston Castle Primary Schools are all new building primary schools delivered as part of the Council’s Pre12 Strategy. They are all of very high quality with a full range of facilities and opportunities to meet the needs of children.

2.2.2 Darnley Primary School is rated in poor condition and is currently being upgraded as part of the 4Rs investment plan.

2.2.3 Gowanbank Primary is in poor condition and beyond its economic life. Consequently it is proposed to establish a new Gowanbank Primary School as part of a new campus serving the Greater Pollok area. Not only will this address the condition of the existing building but support the demand for new housing scheduled over the coming years. The proposal for a new campus, incorporating Gowanbank Primary School, forms part of a separate consultation exercise running parallel to the proposals contained in this paper. 2.3 School Capacity

2.3.1 Pupil Roll Projection Methodology

2.3.2 Planning for the demand for future school places is reviewed annually. Future pupil rolls are predicted taking into account the following factors:

x birth rates in Glasgow x housing needs assessments contained in both strategic and local plans x migration of children into and out of Glasgow x the progression of children through each stage (P1 to P6) x the effects of placing requests (parental choice)

2.3.3 Currently Ashpark Primary School is operating at 55% occupancy. However, over the next 10 years the pupil roll is forecast to increase steadily to its maximum capacity.

2.3.4 The projected pupil roll for Cleeves Primary School follows a similar pattern as Ashpark with the current occupancy level of 68% predicted to exceed its capacity by 2020.

2.3.5 Crookston Castle Primary School is currently undergoing investment to increase its long term capacity. As a result of this investment capacity will increase from 609 to 675, more than adequate to support predicted pupil roll increases over the coming decade.

2.3.6 In contrast, the pupil roll for Darnley Primary School is predicted to drop from its current occupancy level of 80% to 49% by 2013.

2.3.7 Currently Gowanbank Primary School has a very low occupancy level of 29% although this is predicted to rise to 56% by 2023, based on the capacity of the existing building.

2.4 Current Catchment Areas

2.4.1 There is significant pupil roll growth forecast within the Greater Pollok area over the next decade with Ashpark and Cleeves Primary Schools in particular reaching maximum capacity whilst Darnley, Crookston Castle and Gowanbank Primary Schools will retain significant capacity. 2.4.2 As a consequence it is proposed to review the existing catchment areas to ensure that there is a more equitable spread of capacity and flexibility for non denomination primary school places across the Greater Pollok area.

3. The Proposed Catchment Area Changes

3.1 Appendices 1 and 2 provide an overview of the current and proposed non denominational primary school catchment areas for the Greater Pollok area. Appendices 3 to 13 provide details of the existing and proposed catchment areas for each school.

3.2 It is proposed that the current shared catchment area between Darnley and Ashpark Primary School be solely within the catchment area of Darnley. This area is within Road to the north, the boundary with to the east and south and Corselet Road to the west.

3.3 It is proposed that the current area of Cleeves Primary School catchment, south and east of Parkhouse Road will be transferred to Darnley Primary School catchment area.

3.4 It is proposed that the area of Cleeves Primary School’s catchment within Nitshill Road to the north and east, the railway line to the south and Levern Water to the west, be transferred to Gowanbank Primary School catchment area. This area will overlook the location of the proposed site of the new Gowanbank Primary School.

3.5 The Cleeves Primary School catchment area to the east of the M77 motorway is proposed to transfer to Ashpark Primary School’s catchment area.

3.6 The Gowanbank Primary School catchment area to the east of the M77 motorway is proposed to transfer to Ashpark Primary School’s catchment area.

3.7 It is proposed that the current shared catchment area between Gowanbank and Crookston Castle Primary Schools around and east of Crookston Road be solely within the catchment area of Crookston Castle Primary School.

3.8 The consequences on pupil roll projections and school capacities as a result of these proposed changes are detailed in Table 2 below. Table 2 Consequences of Proposed Catchment Area Changes

4. Educational Benefit Statement of the Proposals

4.1 If no action is taken to alter catchment areas, over time, an imbalance in occupancy levels across schools will emerge with Cleeves and Ashpark Primary Schools operating at full capacity whilst Darnley and Gowanbank Primary Schools will operate at a high level of under occupancy. The occupancy level for Gowanbank Primary School will increase should the proposal to establish the new campus be approved.

4.2 The proposed catchment area changes will ensure a more equitable distribution of pupils across the schools that will ensure viable pupil rolls for all whilst retaining sufficient flexibility to support a variety of learning and teaching approaches aligned to the Curriculum for Excellence.

4.3 By ensuring that all schools have a sustainable and viable pupil roll this will ensure that effective teacher staffing levels are maintained, lead by a range of promoted teaching staff. Effective year group classification will be maintained and children will be able to learn within a variety of peer group opportunities.

4.4 The proposals will remove the need for shared catchment areas, with all schools having a clear and distinct association with their local community. This should encourage and foster already strong links with local communities. 4.5 All schools affected by the proposals would continue as part of their existing Learning Communities and their associated secondary schools.

4.6 The proposed changes to catchment areas would not impact adversely on other users of the schools either currently or in the future.

4.7 The proposals would not impact adversely on other schools or educational establishments.

5. Equality Statement

5.1 An Equality Impact assessment will be undertaken as part of the consultation exercise to assess if the proposal discriminates against anyone on the basis of; • Age • Gender • Religion • Racial Group • Disability • Sexual Orientation

5.2 In carrying out the equality impact assessment we will take account of (and address) any equality issues raised in written or oral representation made as part of the consultation process. The result of the equality impact assessment will be included in the consultation response document and will also be available on the Glasgow City Council website.

6. Proposed Date for Implementation of the Proposal

6.1 It is intended that the proposal, if approved, would be implemented from August 2015.

7. The Consultation Process

7.1 When a Council brings forward a proposal to change a catchment/delineated area and/or modify the guidelines in respect of placing requests there is a requirement to carry out a public consultation within the statutory framework defined by the Schools (Consultation) (Scotland) Act 2010. 7.2 The following arrangements will have been put in place: Consultation papers have been distributed to a wide range of stakeholders and interested parties including:

• Parents/carers/children of establishments affected by the proposals • Staff • Trades Unions • Education Scotland (HMI) • Community Councils • Area Partnerships • Groups formed under Part 2 of the Local Government in Scotland Act (2003) • Other users of the school premises x All Councils who currently send pupils to the named schools and all surrounding Councils • Scottish Government • A notice to advise of the consultation arrangements has been placed in the Press • A dedicated page has been set up on the Council website for both information, and to enable interested parties to respond to the proposals.

7.4 Public meetings as noted above will be held in the five schools named on the front cover to discuss the proposals. Anyone wishing to attend the public meeting is welcome to do so. The meeting will be an opportunity for attendees to: • Hear more about the proposal • Ask questions about the proposal • Have their views noted so that they can be taken into account as part of the Consultation response process • Ask officers about the various ways in which they can respond to the proposal

7.5 Involvement of Education Scotland (HMI) A copy of this Proposal Document has been sent to Education Scotland (HMI) by Education Services. They will also receive a copy of any relevant written representations that are received by Education Services from any person during the consultation period or, if Education Scotland (HMI) agree, a summary of them. They will also receive a summary of any oral representation made to Education Services at the public meetings and a copy of any other relevant documentation. Education Scotland (HMI) will then prepare a report on the educational aspects of the proposal not later than 3 weeks after Education Services has sent them all representations and documents as mentioned above. In preparing their report, Education Scotland (HMI) may visit the affected establishments and make such reasonable enquiries of such people there, as they consider appropriate, and may make such reasonable enquiries of such other people as they consider appropriate.

7.6 Preparation of Consultation Response Report Education Services will review the proposal having regard to the Education Scotland (HMI) Report, responses to the consultation, and oral representations made at the public meeting. Education Services will then prepare a consultation response report for consideration by the Council’s Executive Committee. This consultation response report will be published in electronic and printed formats and will be available on the Glasgow City Council web site, Education Services Headquarters (40 John Street, Glasgow G1 1JL) and at the affected centres (the five schools named on the front cover) free of charge. All those who received direct notification of the consultation will be sent either a full or summary response document. All those who responded and provided contact details through the consultation process will also receive a copy of the full or summary response document as appropriate. 7.7 The response report will include a record of the total number of written representations made during the consultation period, a summary of the written representations, a summary of the oral representations made at the public meetings, the Authority’s response to the Education Scotland (HMI) Report and any other relevant information, including details of any alleged inaccuracies and how these have been handled. The report will also contain a statement explaining how it complied with the requirement to review the proposal in light of the Education Scotland (HMI) Report and representations (both written and oral) that it received. The Consultation Report will be published at least 3 weeks prior to the Executive Committee making a decision.

7.9 Note on Corrections If any inaccuracy or omission is discovered in this Proposal Document either by Education Services or any person, Education Services will determine if relevant information has been omitted or, if there has been an inaccuracy. Education Services will then take appropriate action which may include the issue of a correction or the reissuing of the Proposal paper or the revision of the timescale for the consultation period as appropriate. In that event, relevant consultees and Education Scotland will be advised.

8. Conclusions from the Consultation Exercise

8.1 The outcome and conclusion of the consultation exercise will be presented to the Executive Committee.

9. Scottish Ministers Call-In

9.1 The Schools (Consultation) (Scotland) Act 2010 does not make provisions for referral to Scottish Ministers in cases other than closure of schools.
