1. EXECUTIVE SUMMARY

1.1 Background

The Trust is the governing body of the BBC. Its role is to get the best out of the BBC for licence fee payers.

One of the key ways in which it ensures that the BBC is delivering its public purposes is by carrying out a rolling programme of reviews of the BBC services. As part of these reviews the Trust conducts a public consultation in order to understand the views of licence fee payers.

The Trust’s latest service licence review looked at BBC’s national radio stations in Northern Ireland, Scotland and Wales, including BBC Radio Wales.

1.2 Consultation

The consultation ran from 11 October 2010 to 12 January 2011.

Licence fee payers were able to take part in the consultation via an online form or by completing a hard copy response. 325 people responded to the consultation.

These responses were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

1.3 Key Issues from the consultation

There were a number of key issues raised by respondents. It should be noted that these are the views of those who took part in the consultation and should not be considered representative of all listeners.

Support for Radio Wales

Many of the respondents are supportive of Radio Wales and praise it very highly. They appreciate the content and value its coverage of news and sport from throughout Wales which they cannot find elsewhere. They also recognise that it reflects Welsh life well and enjoy the programming designed to help people learn.

However there are a number of concerns which are mentioned by respondents.

Reflecting all of Wales

A number of respondents comment that there is an over-emphasis on and , both in sports and news coverage and also when reflecting Welsh culture. There is also some concern that the majority of audience members heard on air are from the south, although respondents recognise that distribution issues within Wales means that most of the Radio Wales audience is based in South Wales.

Reception

While some respondents note that Radio Wales is available on a variety of platforms, more mention that there are issues with the various means of accessing the station throughout Wales. DAB, FM and broadband availability are all raised as areas of concern, even in relatively highly populated areas.

Sports Coverage

Sport is recognised as a major part of BBC Wales’ output and many enjoy the coverage. However, for some there is too much sport, and some state that there is too much football and rugby and not enough coverage of minority sports. Some respondents are also unhappy when sport takes up a large part of the news.

Music

Many respondents believe that that Radio Wales is committed to supporting Welsh culture and creativity and that it broadcasts a wide range of music from Wales, across many genres. However some comment that there is too much mainstream music on the station. They note that the station should not replicate music found on many other stations, rather focus on music from Wales and Welsh musicians and performers. They also note that they would like additional coverage of cultural events from around Wales.

2. INTRODUCTION

1.1 About the review

The BBC Trust is the independent governing body of the BBC representing the interests of licence fee payers.

The Trust’s role is to get the best out of the BBC for licence fee payers and to secure effective promotion of its public purposes. The Trust is required to represent the interests of licence fee payers, assess their views carefully and appropriately, and have regard to the competitive impact of the BBC’s activities on the wider market. It must also ensure that the BBC observes high standards of openness and transparency.

Each of the BBC services has a ‘service licence’ which details the remit for that service, outlining the overall format and particular characteristics the output of the service should embrace. The licence also indicates how the specific service should contribute to the overall delivery of the BBC’s public purposes.

The BBC Trust is committed to reviewing each BBC service at least once during a five year cycle. This report will be considered as part of the review of the BBC’s Nations Radio services in Northern Ireland, Scotland and Wales. This report covers responses to the consultation on Radio Wales.

The Trust has issued a service licence for BBC Radio Wales which set out what the station is expected to achieve. It is intended to be a speech-led service for adults which broadcasts a wide range of programmes reflecting the issues, events, culture and interests of the people of Wales. Its programmes should focus on local and national concerns but also address matters of UK and international significance. It should provide programmes which are high quality, original, challenging, innovative and engaging.

2.2 About the public consultation

As part of any review, the Trust considers a range of different types of evidence including asking licence fee payers to respond to a number of specific questions about the services through an open public consultation. This consultation was open from 11 October 2010 to 12 January 2011.

Respondents were able to reply to 10 questions on the BBC Trust’s website or via hard copy leaflets. A total of 299 online responses and 26 hard copy responses were received, of which 30 responses were in the .

The responses to the public consultation were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

This report summarises both the key themes expressed by the public and responses to the 11 consultation questions.

This report covers replies from individuals only - responses from stakeholders and organisations can be found separately on the BBC Trust website.

Support for Radio Wales

A large number of respondents are very happy with Radio Wales and enjoy its content. Many comment that as a station it gives a sense of really understanding Welsh people. They also recognise that it supports culture and arts throughout Wales. Respondents also greatly appreciate the coverage of News from Wales, which they cannot find elsewhere and many consider all programming to be of very high quality.

In addition to this there are a number of areas which are highlighted as important, or where there is considered to be room for improvement.

Reflecting All of Wales

While some respondents believe the station reflects Wales well, some comment that there is an over-emphasis on south Wales and Cardiff. This is mentioned with reference to many different aspects of the output. Firstly, with regards to news where it is felt that Welsh news tends to focus on events in the south. Equally, football and other sports are seen to centre on Cardiff and Swansea teams. Whilst respondents recognise that more sporting events take place in these areas, there is a sense that a station such as Radio Wales should endeavour to incorporate sports for the whole country. In addition, whilst respondents are happy that Welsh culture is incorporated in the schedule, many feel that this too tends to be based on southern events or contributors. Finally, when talking about audience participation or phone-ins, there is a perception that most people taking part are from the south. Again, there is an understanding that more people are able to listen to the south due to issues

with reception, but listeners would like there to be more voices from across Wales.

I really like the station. I just think there should be more localised programmes for the North and West of the country. News could be tailored to the different areas just like sport is. I hear the station trying very hard not to sound Cardiff-centric but I think they are limited by their main location. - Male 35-44

However in spite of this criticism, many respondents believe that Radio Wales does a good job at reflecting Welsh life and many feel that it includes the whole country well. Some respondents, however, feel that there could be more done to reflect different cultures and communities across Wales. There are also some comments that by broadcasting in English it is not fully embracing the Welsh community.

Reception

A few respondents comment that it is good that the BBC provides different ways of receiving Radio Wales. However it is evident from the majority of responses that in some parts of the country there are issues with the various ways of accessing the station. Low coverage of digital reception is an issue even in the more populated areas. Some people also complain of poor broadband speeds and there are also problems with FM reception in many parts of the country. Many also comment that the poor coverage also means people find it difficult to listen to Radio Wales when travelling by car.

DAB Radio is not available here, although BBC has encouraged people to purchase this technology. Broadband does not exceed 500kbs so much of the online technology is excluded as well. –Age and gender not given

Sports Coverage

Sport is recognised as a major part of Radio Wales’ output and many enjoy the coverage. A number of respondents are particularly appreciative of the fact that different football matches are sometimes broadcast in different parts of the country using different frequencies. However, a significant number feel there is too much sport. It seems to be given too much airtime for many listeners and also takes up a large part of news programming which for many is unnecessary. Respondents particularly emphasise that there is too much coverage of football and rugby but state that they would be happy for more minority sports to be featured. Respondents also comment that they do not like it when sport replaces regular programmes in the schedule

The sports coverage is first class, covering a large number of sports. Scrum 5 is presented fairly and is a well balanced programme. Cricket commentary is a pleasure to listen to. All sports are well covered on Radio Wales. –Age and gender not given

On this aspect I think Radio Wales gives too much attention to sports coverage, especially when the sports covered are poorly supported by local people. –Male 65 to 74

There are many other sports apart from football and rugby occurring in Wales - but they tend to be mentioned at the end of the news rather than being treated as sport stories. The results of these sports should be presented in the same way as the mainstream sports rather than being given the 'parrot on a skateboard' sort of treatment. - Age and gender not given

Music

Many respondents feel that Radio Wales is committed to local culture and creativity in Wales, noting that it broadcasts a wide range of music from Wales. However, some comment that there is too much mainstream music played which can be found elsewhere on BBC radio stations. Respondents would like Radio Wales to give more airtime to Welsh musicians and artists as

it is the only station to focus on Wales and therefore shouldn’t be replicating what other stations play.

If I wanted to listen to popular music I would tune to Radio 2. I would want to hear more speech and less music and I would like to hear more Welsh performers than international ones. - Female 65-74

News and Current Affairs

In general there is a positive response to news and current affairs on Radio Wales, with many respondents feeling it provides impartial and high quality news. Many recognise that this is their only source of Welsh news and are therefore very appreciative of it, comparing it favourably to ‘London-centric news providers. However, some respondents feel there should be more emphasis on local issues (in addition to the issue of too much coverage of south Wales). Some comment that at times news reporting may come across as superficial and, in particular that interviews with politicians could be more thorough and probing. .

News is sometimes a little parochial but generally is fair/good. Perhaps its I listen but I never see penetrating questioning of welsh political figures as I do on Today (R4). It seems to be much more friendly and an attitude to the politicians of ''tell us what you want''. – Age and gender not given

Helping people to learn

Factual programmes designed to help people learn are generally well-received and thought to be well made. Respondents also appreciate that Radio Wales takes part in the BBC’s UK-wide campaigns. However, some feel that there should be more of these programmes and that there should be more of an emphasis on the Welsh language.

it does a good job but again i think it concentrates too much on just the anglo welsh section of our country. it hardly ever raises the subject of the welsh language. - Male 35-44

Audience Contribution and Involvement

In general, respondents feel that there are plenty of opportunities for the audience to participate and contribute via various methods. Presenters are welcoming and friendly and encourage audience participation. However, some respondents have a personal dislike of the phone-in format and feel there are too many of this type of show.

I think it does this particularly well, I listen to listen to Jamie and Louise weekday mornings and jason on the radio wales phonme in, I can contact them by email, , letter or phone. The radio wales phone did not have twitter, I only had to suggest it once and a twitter feed was opened straight away...I contribute to radio wales daily...it is an awesome radio station. - Male 45-54

there are far too many phone-in programmes which I instantly switch off to avoid banal comments form the same old people - this is broadcasting on the cheap at its worst! - Male 65 to 74

Respondents comment on the various ways of receiving Radio Wales, with some signals or methods being better than others depending on the location of the respondent.

However, many respondents note that there are problems with reception, both on FM and DAB, along with poor broadband provision, which make it very difficult to receive Radio Wales in many parts of the country. The choice of ways to listen is extensive and welcome. I am tech savvy and fully appreciate the extra options available. –Male 45 to 54

I’m happy with the current provision. I’m able to listen to Radio Wales at home and in my car on medium wave. – Gender not given 75 to 84 Reception needs to be improved I would be interested to see any improvement in FM coverage and any move to launch the station on DAB in . It appears to be difficult - if not impossible - to access BBC Radio wales in large parts of North Wales. I travel across the area a lot and would like to to listen to BBC Radio Wales but cannot access it on my car radio. - Female 35 to 44

It is frustrating on long drives across Wales that Radio Cymru can be received almost everywhere whilst the more widely listened to R Wales has very patchy coverage that results in listeners retuning to other stations. – Male 35 to 44

Respondents seem to be positive about the news and current affairs on Radio Wales, however some comment on ways in which they think the news and current affairs could be improved. Some feel there should be more local news, whilst conversely others think the news can be too parochial; and there are a number of respondents who feel that the news is too focussed on south Wales. Many respondents think the station is impartial though some mention that at times the station seems to be too unquestioning towards the Welsh Assembly Government, with some saying that Welsh Assembly politicians could be probed more deeply on certain issues. On the other hand others feel that there should be more coverage of the Welsh Assembly. Finally some comment that there is too much emphasis given to sport within the news programmes. News and current affairs programmes are good Many respondents feel that Radio Wales fulfils this remit well, providing a good balance of news, which is impartial, reliable and of a high standard.

Generally very well, provides a distinctive welsh view-point without being too parochial. Maintains high standards of news coverage unlike the 'skateboarding duck' and 'rant about the local council' mentality of regional and local services in England.– Male 35 to 44

i think it does a good job. the only criticisms i would make is that it come across as parochial rather than national and as one of the 2 national radio stations of our country should be giving us world news from a welsh perspective. – Male 35 to 44

Quite good. Sometimes amateurish. However at other time because of the lack of local news it concentrates too much on 'small' stories. – Male 55 to 64 Need more local news it does cover these well but it seems that it only focuses on what is happening in the cities and the rural areas often get forgotten. – Female 25 to 34

However is it possible for local news broadcasts in the area covered by the individual transmiters? This will give a really local appeal and maybe gain listeners from the commercial stations. – Male 55 to 64 Too much focus on south Wales It does well in covering the key Welsh national and political stories (and UK and world news reportage goes without question) but the main concern (and I suppose, an all too often repeated one) is the geographical balance of news coverage, which appears biased towards the South. By contrast, Radio Cymru appears to do a better job of making sure it covers stories from all corners of Wales. I'm hopeful some efforts will be made in the future to redress this on Radio Wales. – Male 16 to 24

The coverage is clearly localised to the south east of Wales, Radio Wales too often takes on international news which is covered by Radio one two three and four. I would like to see more coverage of Welsh matters and not just south Wales issues, Cardiff is a along way from where I live and I rarely hear about issues in my area. – Male 55 to 64 News coverage could be more challenging Reasonably well, but I feel that it does not represent the audience strongly enough in terms of challenging the Welsh Assembly Government and Welsh politicians and Councils. It should conduct more investigative journalism issues such as NHS Wales and also Transport in Wales. – Male 45 to 54

I also feel that there is scope to drill down a bit further on many issues. BBC Wales is better at doing this than some of the UK wide BBC political coverage, but I'd like to see politicians asked tougher questions and

journalists seek to give more context to the political coverage. – Male 25 to 34

It is clear partial and the is very evident in the following areas. Its reporting of Welsh Assembly matters is inaccurate and unquestioning. There are numerous examples of failings within the Assembly which are air-brushed out of the news. Its treatment of anything 'conservative' is reported in a sneering manner. The approach to world news by BBC Wales is not to present the facts but an attempt to find a Welsh link to the news. – Male 55 to 64 Too much sports coverage within News Often sport (I am a sports fanatic) is given far too much space on what should be essentially a news program. – Male 65 to 74

Sport seems to be a strong focus of Radio Wales and many respondents enjoy the sports programming, stating that it is well presented and provides extensive coverage. The use of different frequencies on FM and Medium Wave to broadcast different local games in Cardiff, Swansea and Wrexham is welcomed by sports fans.

However some feel that there is too much sport on the network. There are also comments that there is too much emphasis given to coverage of rugby and football and that coverage is often focussed on sport in south Wales. Also as mentioned before some respondents feel that there is too much sports coverage within other programmes, in particular during news programmes. Sports coverage is good Although I live in an area where the FM coverage is patchy, I do approve of the sports coverage, especially the use of opt-outs for Cardiff/Swansea/Wrexham matches. I reckon Radio Wales Sport can be at its best when its covering the Six Nations, the autumn rugby internationals, Wales' football qualifiers - in other words, those events that really bring together the entire nation. – Male 16 to 24

I particularly like the way that the ability to transmit different commentaries in different areas is used to allow supporters of the different main teams in Wales to always hear commentary on their team. – Male 45 to 54 Sports coverage could be improved BBC Wales does not cover a wide range of sports There are very large sporting events apart from Rugby and Football that are almost never covered such as point to point racing where several thousand people attend meetings across Wales in the winter months that is never covered. – Male 35 to 44

minor sport I know but an international race across the Irish Sea? How good is that? - Male 45 to 54

I live in Cardiff so I'm interested in local rugby which of course is well covered. Not sure I'd say the same if I lived in North Wales though. - Male 35 to 44 Coverage is focussed too much on Cardiff/south Wales Reporting is frequently biased and based too much on events in Cardiff. – Male 65 to 74

Very limited coverage of sport in my area, There appears to be an obsession with south Wales rugby teams despite the fact that there is little interest in other parts of Wales, However, there is more interest in the Welsh national team. – Male 55 to 64 There is too much rugby A total over exposure to Rugby A huge under exposure to Football Nonexistent coverage of minority sports. - Male 55 to 64

Personally I get bored stiff with the Six Nation Station Rubbish which is forced down our throats all day when that contest is on. It drives me away from Radio Wales. We aren't all rugby freaks you know. Give us a break. It annoys me on Saturday mornings when not only is there 30 minutes of sport at 0830, but a large part of the previous half hour is also sport - if it isn't trying to imitate Radio 4! - Male 65 to 74

Too much rugby. Football is the national game played by 3 times more people than rugby. Also compre crowds for Cardiff rugby and football teams. The rugby team does not get anywhere near the 24,000 crowds of the football team. This has annoyed Welsh residents for decades. – Male 45 to 54 There is too much football Generally good but too much concentration on football on a Saturday afternoon. - Male 55 to 64

Too much emphasis on football, rugby is generally well covered. But lesser still important sports get less coverage i.e. swimming, cycling at which we are quite good. – Male 45 to 54

It does a great job of reflecting the different english speaking communities of our country but completely ignores the massive welsh speaking community in wales. for example theres plenty of 'world music' but ive yet to hear even a song sung in the language of our country which i think is perverse. granted there is radio cymru but the

There is not enough coverage of the Christian faith in Wales. The religious programme on a Sunday morning is broadcast at an early time and is a bit too much like a general magazine rather than a religious programme. While many respondents comment positively on Radio Wales’ commitment to culture and creativity, some feel that there is too much popular music and not enough specialist and Welsh music. Some comment that the popular music format can be found on other stations such as Radio 2, and Radio Wales should be providing both Welsh language and music from Wales across the schedule and not just in the evening slots. The Adam Walton programme is mentioned as a good example of a programme fulfilling this remit. Some respondents also comment that the station does not seem to support new presenters but keeps using the older established voices. Radio Wales fulfils its commitments with regards to culture and creativity Respondents mention that Radio Wales fulfils its commitments to culture and creativity well by offering a good range of music, including music from Wales and specialist music after 6pm. Needs to offer less popular and more specialist music

There is a feeling from a number of respondents that the music on Radio Wales is very ‘mainstream’ and the station needs to offer more specialist and Welsh language music from Welsh artists and performers.

I would like to see more coverage of arts and specialist music (as Radio Scotland does) during evenings / weekends. The daytime music policy sometimes seems too geared towards a narrow range of modern pop from a restricted playlist, rather than a broader range of quality music - eg soul, motown, rock, classic pop from different eras. – Male 35 to 44

Most respondents consider Radio Wales to be successful in helping people learn and mention that there are good and interesting factual programmes and documentaries, which are well produced, are explanatory and easy to follow. There are also programmes which raise awareness about health campaigns and social issues.

However, some respondents believe that there are not enough of these types of programmes, or that they would like programmes on a range of issues including the Welsh language, Welsh history or programmes relating to present day issues or the future of Wales. Other respondents mention that they are not aware of this type of programming. Radio Wales is seen as having many opportunities for listeners to participate in and contribute to programmes, whether by phone-ins, texting, writing, emailing or via social network sites. The presenters are seen as friendly, welcoming and encouraging in inviting listeners to take part in or contribute to the station generally or programmes specifically.

However a small number of respondents feel there is room for improvement, in particular having a wider variety of participants. Others are unhappy about the phone-in format in general, while some dislike the move towards e-mail or text interaction. As with previous responses, some suggest that the majority of contributors tend to be from south Wales, adding to the view that it over represents this particular area. It certainly attracts contributions from people in the South of Wales, but this is hardly surprising when vast areas of Wales are unable to receive a good reception such as F.M. listeners will not tune in to A.M. when they can listen to other broadcasters in DAB and FM in their area. - Male 55 to 64

The majority of respondents who use the Radio Wales website seem to find it to be a good site, well laid out and organised with good information and easy to use and navigate. It is seen by some to be attractive and of a good standard in line with other BBC websites. However some respondents believe that there is room for improvement both in terms of content, look, navigation and frequency of up-dates. Radio Wales website is good Excellent ,and I refer to it frequently for news and sport. Really appreciate the opportunity to catch programmes I have missed. Very clear and easy to use. – Male 45 to 54

Very well set out, it's clear and understandable to read and I like the addition of any additional content about the station or its shows. If anything is needed to improve the site, I reckon there should be a wider choice of podcasts, especially as far as current affairs and entertainment is concerned. – Male 16 to 24

Respondents give a variety of responses to this question. Some respondents use the opportunity to praise the station while others mention issues raised in the previous questions including the perceived focus on south Wales, the lack of distribution in certain areas, the amount of sports coverage on the station and the emphasis on mainstream music. In addition some respondents believe that the station should do more to appeal to younger listeners, while others worry about alienating older listeners. There are also a number of responses who are unhappy about the number of on air trails. Positive comments about Radio Wales Many respondents comment that Radio Wales is a station that they enjoy which covers many aspects of life in Wales.

There are not enough hours in the day to listen to it. Seriously though, you don’t want to change it to much as it has a lovely, friendly and personal touch that other stations do not have...it is my station and it talks to me. - Male 45 to 54

Excellent service that covers lots of different aspects for different people, culture`s faith`s age groups. The presenters are people with such characters within their own right. Such entertaining informative colourful radio service. – Male 45 to 54

I live on my own. Radio Wales is on almost all day until the 6.00p.m. t.v news. I enjoy most of it, apart from the sixteen year old's choice of music. My general knowledge of Wales is certainly enhanced, and that of current affairs. My final comment would be 'WELL DONE'. - Male 65 to 74

It's wonderful! I just wish I'd started listening earlier! I wasn't even aware of how fun and interesting some programmes were. Perhaps Radio Wales could be promoted a little more? It would be fabulous to see the station get the viewing figures it deserves. – Female 25 to 34 Areas for improvement

Need better coverage on DAB and FM FM coverage is the biggest issue - especially in North East Wales - but there does need to be more local relays for population centres in Mid/ North Wales. – Male 35 to 44

It is a very important service, especially given how little Wales is covered by other media, and indeed, the lack of coverage of events by other radio services. However, FM and DAB coverage need huge improvements, especially if there is a threat to AM transmission. – Female 45 to 54

The signal frequency coverage in north and mid wales is atrocious. More resources should be put into good FM coverage with the ability for the digital change over (if it comes). – Age and gender not given Too much mainstream music Have been regular listener for 40+ years and have heard it deteriorate. Programme quality is now so poor I have to turn it off. You are not a pop music station but are constantly playing this type of music. This station used to be an oasis of sanity away from all the other rubbish stations, now even Radio wales is stretching my sanity.
