Decision of the Election Committee on a due impartiality complaint brought by the Respect Party in relation to The London Debate ITV London, 5 April 2016 LBC 97.3 , 5 April 2016 1. On Friday 29 April 2016, Ofcom’s Election Committee (“the Committee”)1 met to consider and adjudicate on a complaint made by the Respect Party in relation to its candidate for the London Mayoral election, George Galloway (“the Complaint”). The Complaint was about the programme The London Debate, broadcast in ITV’s London region on ITV, and on ITV HD and ITV+1 at 18:00 on Tuesday 5 April 2016 (“the Programme”). The Programme was broadcast simultaneously by LBC on the local analogue radio station LBC 97.3, as well as nationally on DAB radio and on digital television (as a radio channel). 2. The Committee consisted of the following members: Nick Pollard (Chair, Member of the Ofcom Content Board); Dame Lynne Brindley DBE (Member of the Ofcom Board and Content Board); Janey Walker (Member of the Ofcom Content Board); and Tony Close (Ofcom Director with responsibility for Content Standards, Licensing and Enforcement and Member of the Ofcom Content Board). 3. For the reasons set out in this decision, having considered all of the submissions and evidence before it under the relevant provisions of the Broadcasting Code (“the Code”), the Committee decided not to uphold the Respect Party’s complaint. The Committee found that in respect of ITV the broadcast of the Programme complied with the requirements of the Code. In the case of LBC, the Programme did not a contain list of candidates in the 2016 London Mayoral election (in audio form) and LBC therefore breached Rule 6.11. -

Media nations: UK 2019 Published 7 August 2019 Overview This is Ofcom’s second annual Media Nations report. It reviews key trends in the television and online video sectors as well as the radio and other audio sectors. Accompanying this narrative report is an interactive report which includes an extensive range of data. There are also separate reports for Northern Ireland, Scotland and Wales. The Media Nations report is a reference publication for industry, policy makers, academics and consumers. This year’s publication is particularly important as it provides evidence to inform discussions around the future of public service broadcasting, supporting the nationwide forum which Ofcom launched in July 2019: Small Screen: Big Debate. We publish this report to support our regulatory goal to research markets and to remain at the forefront of technological understanding. It addresses the requirement to undertake and make public our consumer research (as set out in Sections 14 and 15 of the Communications Act 2003). It also meets the requirements on Ofcom under Section 358 of the Communications Act 2003 to publish an annual factual and statistical report on the TV and radio sector. This year we have structured the findings into four chapters. • The total video chapter looks at trends across all types of video including traditional broadcast TV, video-on-demand services and online video. • In the second chapter, we take a deeper look at public service broadcasting and some wider aspects of broadcast TV. • The third chapter is about online video. This is where we examine in greater depth subscription video on demand and YouTube. -

BBC Radio Scotland Service Licence. Issued April 2016 BBC Radio Scotland Part l: Key characteristics of the service This service licence describes the most important characteristics of BBC Radio Scotland, including how it contributes to the BBC’s public purposes. Service Licences are the core of the BBC’s governance system. They aim to provide certainty for audiences and stakeholders about what each BBC service should provide. The Trust uses service licences as the basis for its performance assessment and as the basis for its consideration of any proposals for change to the UK public services from the BBC Executive. A service may not change in a way that breaches its service licence without Trust approval. The Trust presumes that any proposed change to a stated Key Characteristic of a licence will require it to undertake a Public Value Test. Should it decide not to carry out a Public Value Test before approving any such change, then it must publish its reasons in full. 1. Remit The remit of BBC Radio Scotland is to be a speech-led service for listeners seeking programmes about the life, culture and affairs of Scotland. In addition to local and national concerns, output should also address matters of UK and international significance from a Scottish perspective. BBC Radio Scotland should offer some highly targeted local programming, and support for BBC community stations. 2. Scope of this Licence BBC Radio Scotland should be available every day for general reception in Scotland on FM, Medium Wave and more widely on DAB digital radio and digital television platforms1, and it may be simulcast on the internet. -

It improves fine motor skills, provides opportunities for exploration and experimentation and can be an outlet for creativity and imaginative play. It is also a lot of fun – so this week, let’s make a splash! Washing station Set up a washing station in the garden and ask the children to clean some toys. You’ll need a few bowls of warm water – some with soap in for washing and some without for rinsing – along with sponges and brushes for scrubbing, and towels for drying. You could make this activity more specific, for example, it could be a car wash (for cleaning all the toy vehicles) or a laundry (for washing and pegging out toy clothes). This ‘Muddy Trucks & Car-Wash’ activity from http://busytoddler.com has 2 stages – first enjoy playing in the mud and then move on to playing in the water. This could be even more fun with Bubble Foam. To make this you need bubble bath or body wash and food colouring. The magic of bubble foam is a 2:1 ratio – 2 parts bubblebath to 1 part water. For the activity in the picture, use 1/2 cup bubblebath with 1/4 cupBubb of water for each colour. Add in a few drops of food colouring to make it just a little more special. Researching Digital On Screen Graphics Executive Sum m ary Background In Spring 2010, the BBC commissioned independent market research company, Ipsos MediaCT to conduct research into what the general public, across the UK thought of Digital On Screen Graphics (DOGs) – the channel logos that are often in the corner of the TV screen. The research was conducted between 5th and 11th March, with a representative sample of 1,031 adults aged 15+. The research was conducted by interviewers in-home, using the Ipsos MORI Omnibus. The key findings from the research can be found below. Key Findings Do viewers notice DOGs? As one of our first questions we split our sample into random halves and showed both halves a typical image that they would see on TV. One was a very busy image, with a DOG present in the top left corner, the other image had much less going on, again with the DOG in the top left corner. We asked respondents what the first thing they noticed was, and then we asked what they second thing they noticed was. It was clear from the results that the DOGs did not tend to stand out on screen, with only 12% of those presented with the ‘less busy’ screen picking out the DOG (and even fewer, 7%, amongst those who saw the busy screen). Even when we had pointed out DOGs and talked to respondents specifically about them, 59% agreed that they ‘tend not to notice the logos’, with females and viewers over 55, the least likely to notice them according to our survey. -
