New Zealand Journal of Employment Relations, 45(1): 14-30 Minor parties, ER policy and the 2020 election JULIENNE MOLINEAUX* and PETER SKILLING** Abstract Since New Zealand adopted the Mixed Member Proportional (MMP) representation electoral system in 1996, neither of the major parties has been able to form a government without the support of one or more minor parties. Understanding the ways in which Employment Relations (ER) policy might develop after the election, thus, requires an exploration of the role of the minor parties likely to return to parliament. In this article, we offer a summary of the policy positions and priorities of the three minor parties currently in parliament (the ACT, Green and New Zealand First parties) as well as those of the Māori Party. We place this summary within a discussion of the current volatile political environment to speculate on the degree of power that these parties might have in possible governing arrangements and, therefore, on possible changes to ER regulation in the next parliamentary term. Keywords: Elections, policy, minor parties, employment relations, New Zealand politics Introduction General elections in New Zealand have been held under the Mixed Member Proportional (MMP) system since 1996. Under this system, parties’ share of seats in parliament broadly reflects the proportion of votes that they received, with the caveat that parties need to receive at least five per cent of the party vote or win an electorate seat in order to enter parliament. The change to the MMP system grew out of increasing public dissatisfaction with certain aspects of the previous First Past the Post (FPP) or ‘winner-take-all’ system (NZ History, 2014). -

Relations and Political Science. He is a 2016 Brad Olsen Queen’s Young Leader for New Zealand after his work with territorial authorities, central government organizations and NGOs. He’s passionate about youth voice and youth participation in wider society. Leadership is a complex concept, necessitating vast amounts of patience, determination, and passion to work with others towards a position of improvement in the chosen field of expertise or service. Leaders not only bear the burden of setting the direction of actions or inactions for their team, but are also often accountable to stakeholders, with varying degrees of accountability and size of the cohort to which a leader is accountable. However, there is no more complex job in existence than the leadership of a country like New Zealand — this burden falls squarely on the Prime Minister, in charge of policy both foreign and domestic, all the while totally accountable to each and every citizen in his or her realm. Unsurprisingly, some make a better fist of it than others, with the essence of this good leadership a highly sought commodity. Three areas are critical to ensuring a Prime Minister can effectively lead — a measurement of how ‘good’ they are at their job — these fall under the umbrellas of political, social, and economic leadership ability. Politically, Prime Ministers must have foreign credibility, alongside the ability to form a cohesive support team. Socially a Prime Minster must not only recognize and promote popular ideas, but must also be relatable in part to the people. -

LEADERS’ DEBATE – DON BRASH AND HELEN CLARK 22ND AUGUST 2005, TVONE PRESENTER: MARK SAINSBURY MARK SAINSBURY: Good evening. Welcome to this One News special – the Leaders’ Debate. I’m Mark Sainsbury. In less than four weeks, one of our two guests tonight will be destined to lead the country as Prime Minister for the next three years. They are, of course, Helen Clark, Labour’s leader and current Prime Minister – welcome. And welcome also to National’s Don Brash, currently Leader of the Opposition. Tonight for the first time, they meet in a televised debate. We’re here in our Auckland studios in front of an audience made up of an equal number of Labour supporters on one side, and on the other, those backing National this election. Before we begin, just a few rules – this will be a debate. We hope that the two leaders will engage with each other and not have to wait for me to invite them in, but I am here to moderate the discussion, to discourage overly lengthy answers and to make sure we hear from both. It does not include events in Committee of the whole House on bills; they are covered by the Committee Manual. This manual is concerned with structure and layout rather than text - see the Style File for information on that. NB: The ways in which the House chooses to deal with procedural matters are many and varied. The Precedent Manual might not contain an exact illustration of what you are looking for; you might have to scan several examples and take parts from each of them. The wording within examples may not always apply. The contents of each section and, if applicable, its subsections, are included in CONTENTS at the front of the manual. Morris Sir David Beattie Co-opted Member DECISION Introduction On the evenings of February 20, 21 and 22 1990, TVl's 6.30 pm Holmes programme broadcast items relating to the membership of the Labour Party in the Te Atatu electorate and the imminent selection there of a Labour candidate for the general election. On February 21 and 22 the 10 pm Network News on TV1 also gave attention to the Labour Party's situation in Te Atatu. As a result of the broadcasts, the Hon. Richard Prebble MP made two formal complaints to Television New Zealand Ltd. His first complaint, made by letter dated 26 February, was directed primarily against the Holmes programme of 21 February but also challenged elements of the Holmes programmes of 20 and 22 February. Mr Prebble's second complaint, made by letter dated 9 March, related to the 10 pm News of 21 February. In the letter of 9 March, Mr Prebble indicated that he would accept his two complaints being considered together by TVNZ's Complaints Committee. That course of action was adopted: the Complaints Committee determined both complaints on 28 March 1990, declining to uphold either of them. Mr Prebble was informed of the Committee's decisions and the reasons for them by letter dated 6 April 1990. -

The Future of Work Rachel Mackintosh © 10 April 2016 When I was 10, I saw a terrifying programme on TV. I recall a scene outside a secondary school, kids milling around, in school uniform, jumpers, schoolbags, looking normal, waiting for their buses ... kids living their lives, friendships, fears, jealousies, exams, misunderstandings, understandings, learning, growing up. The programme was about how these kids, unlike their parents -- who would have been in a scene pretty much the same at the same age -- could expect to have trouble finding work when they left school. It was predicting unemployment. I lived in a house with two adults and four children. I knew that the work of the adults paid for the house, the food, the clothes ... the trips to the zoo. That's how life worked. This TV programme was about how that life wouldn't work any longer. I didn't sleep well that night. Then Thatcher got elected. Then Reagan. Then Roger Douglas (David Lange and the rest of us who thought we were electing a Labour government missed something big.) Reagan broke the air traffic controllers union and launched Star Wars. Thatcher said there is no such thing as society and broke the miners. Roger Douglas took the power we had given him and handed it over to those he trusted with it -- the apparently anonymous forces of global capital. Anonymous, but actually with names: Fay, Richwhite, Hawkins .... Some of the people attached to those names ended up in jail. Some of the things they did actually counted as fraud and cheating. -
