BOROUGH COUNCIL OF WELLINGBOROUGH AGENDA ITEM 4 Development Committee 17 February 2020 Report of the Principal Planning Manager Local listing of the Roundhouse and proposed Article 4 Direction 1 Purpose of report For the committee to consider and approve the designation of the Roundhouse (or number 2 engine shed) as a locally listed building and for the committee to also approve an application for the addition of an Article 4(1) direction to the building in order to remove permitted development rights and prevent unauthorised demolition. 2 Executive summary 2.1 The Roundhouse is a railway locomotive engine shed built in 1872 by the Midland Railway. There is some concern locally that the building could be demolished and should be protected. It was not considered by English Heritage to be worthy of national listing but it is considered by the council to be worthy of local listing. 2.2 Local listing does not protect the building from demolition but is a material consideration in a planning application. 2.3 An article 4(1) direction would be required to be in place to remove the permitted development rights of the owner. Barnsley Rail Vision 2018 to 2033 Getting Barnsley on Track Key Messages 1 Barnsley Rail Vision Getting Barnsley on Track Foreword The 1980’s and earlier rail rationalisations were particularly savage in disconnecting Barnsley Dearne Valley and the former coalfield communities of South East Wakefield and the ‘Five towns’ from the direct inter-city and inter-regional rail network. This had the further consequence of those communities being marginalised by subsequent rail investment. Today Barnsley Dearne Valley passengers experience poor rolling stock deployed on routes with low line-speeds and journey times that compare poorly against car travel. The Barnsley Rail Vision is welcomed as setting out a strategy for re- connecting Barnsley and its neighbouring Wakefield and Kirklees communities more directly to inter-city and inter-regional rail services. Delivering the vision will enable the Barnsley Dearne Valley economy – 10th most populous built up area in the Northern Powerhouse – deliver its full potential to both Sheffield and Leeds City Regions and the Sheffield- Barnsley-Wakefield-Leeds growth corridor. We look forward to promoting to key stakeholders full awareness of the rail vision and its importance to the national and sub-national economy and urging them to ensure inclusion of its aspirations in their own infrastructure and operational investment strategies. In particular HS2, Northern Powerhouse Rail, Network Rail and inter- city/inter-regional franchise investment strategies must provide excellent, high quality services linking Barnsley Dearne Valley and its Wakefield and Kirklees neighbouring communities and into the national high speed networks. Dan Jarvis MBE MP, Mayor of the Sheffield City Region Barnsley, its Dearne Valley and western rural communities all have a place in the Barnsley Rail Vision. -

Hull History Centre: Account books of John Hudson of Howsham U DX251 Account books of John Hudson of Howsham 1799 Biographical Background: John Hudson of Howsham, a Scarborough merchant and farmer, was probably born in 1756 and died in 1808. He married an Elizabeth Ruston and had seven children, including two daughters and five sons. His youngest son, George Hudson, later became known as 'The Railway King'. George Hudson was born in March 1800 and died on 14 December 1871. He became famous as a English railway financier, earning the nickname "The Railway King”. He initially apprenticed as a draper at Bell and Nicholson in York. In 1820 he was taken on by the firm as a tradesman and given a share of the business. By 1827 it was the largest business in York. Also in 1827, he inherited £30,000 from his great uncle. Hudson played a major part in establishing the York Union Banking Company and he first became Lord Mayor in York in 1837. He was Lord Mayor three times as well as deputy-lieutenant for Durham and Conservative Member of Parliament for Sunderland from August 1845 until 1859. Hudson was instrumental in the expansion of the railways across England and in the Railway Clearing House (1842). He amalgamated the North Midland, the Midland Counties Railway and the Birmingham & Derby Junction Railway in 1844 to become the Midland Railway. He initiated the Newcastle and Darlington line in 1841 and with George Stephenson, planned and carried out the extension of the York & North Midland Railway to Newcastle. By 1844 he had control of over a thousand miles of railway. -

Carers really do count! Winter/Spring 2020 Newsletter Celebrating Carers in 2019 Carers Count held two carers celebration events this year. One was at Brian Jackson House in Huddersfield and the other was at Crow Nest Park in Dewsbury. Both events were well attended by carers and their loved ones and were a great day out for all. Both events provided food and entertainment. The activities included head massages donated by the White Rose Beauty College, Bollywood dancing from Salma Zaman and MMO Movement and Dance with Kirklees Council, to name a few. The development of the railway network in Britain 1825-19111 Leigh Shaw-Taylor and Xuesheng You 1. Introduction This chapter describes the development of the British railway network during the nineteenth century and indicates some of its effects. It is intended to be a general introduction to the subject and takes advantage of new GIS (Geographical Information System) maps to chart the development of the railway network over time much more accurately and completely than has hitherto been possible. The GIS dataset stems from collaboration by researchers at the University of Cambridge and a Spanish team, led by Professor Jordi Marti-Henneberg, at the University of Lleida. Our GIS dataset derives ultimately from the late Michael Cobb’s definitive work ‘The Railways of Great Britain. A Historical Atlas’. Our account of the development of the British railway system makes no pretence at originality, but the chapter does present some new findings on the economic impact of the railways that results from a project at the University of Cambridge in collaboration with Professor Dan Bogart at the University of California at Irvine.2 Data on railway developments in Scotland are included but we do not discuss these in depth as they fell outside the geographical scope of the research project that underpins this chapter. Also, we focus on the period up to 1911, when the railway network grew close to its maximal extent, because this was the end date of our research project. The organisation of the chapter is as follows. The next section describes the key characteristics of the British transport system before the coming of the railways in the nineteenth century. -
