DECLARA TIO OF AL JAZEERA MEDIA NETWORK REPRESE TATI VE DCL-181 l. INTRODUCTION

1. AJMN is a multimedia corporation, headquartered in Doha, Qatar. lt is the parent company of Al Jazeera Arabie ("AJA''), ("AJE''), and related television networks and news sites. Established in 1996, Al Jazeera was the first indepcndent news network in the Arab world dedicatcd to providing comprehensive news coverage and open debate on currcnt topics. ln 201 1, Al Jazeera was restrnctured as a private corporation for public utility and changed its name from AJS (Al Jazeera Satellite Network) to AJM (Al Jazeera Media Network). AJM distributes its signal. content. and channels globally, including within the United Arab Emirates (the "UAE'').

Il. INTERFERE CE WITH AJMN'S DISTRIBUTJO THE UAE A D AN OU CEMENT OF BROADCASTI G RESTRICTIO S

4. Prior to 5 June 2017, AJMN distributed its content via three primary methods in the UAE:

a) Firsl. AJMN distributed its signal through satellites. Emirati audiences with a satellite dish and set top box could receive Al Jazeera services as Free-To-Air, Direct-to-Home services.

b) Second. AJMN distributed its content through the internet and social media on different digital platforms. Such methods included, but were not limited to, website access, livestreaming, video on demand, and mobile applications.

c) Third. AJMN distributed its channels locally in the UAE through means of networks operating within the confines of the UAE, such as Pay TV platforms / operators, hotels, and commercial spaces.

A. SATELLITE BROADCAST

5. AJMN designed and implemented a delivery structure for its primary satellites affording coverage to the Middle East that is impervious to intentional interference. There was therefore no disruption of AJM 's satellite distribution in the UAE in the days before and after S June 2017, because its satellite platforms apply anti-jamming and other technology to prevent against any such interference.

6. However, AJMN maintains a website (sataljazeera.net) that serves as a repository of satellite frequencies so that users are able to locate and tune into AJMN satellite channels. The website tracks the number of site visits from a particular location via Google Analytics. The table below shows the number of site visits from users located in the UAE, per month in 2017.

7. As the table below demonstrates, the number of site visits from the UAE dropped from 972 visitors in May 2017 to 52 in June 2017. This represents a drop of 95%, which persisted during the following months and strongly indicates that access to Al Jazeera's satellite distribution website was being blocked for internet users located in the UAE.

8. The graph below, also obtained via Google Analytics, shows a fairly steady stream of page views to the website from the UAE from 1 May until 22 May 2017, immediately followed by a drop to nearly zero daily page views on 23 May 2017. This indicates that access to the website was blocked from the UAE as of 23 May 2017, which corresponds to the date that the website of Qatar News Agency ("QNA '') was hacked and statements falsely attributed to the Amir of Qatar were published On 5 June 2017, the graph shows a sharp spike from nearly zero to nearly 600 page views, followed by a steep drop back to nearly zero page views since then. This likely indicates that access to the website was temporarily restored on the date that the UAE in1.posed its measures against Qatar and then immediately blocked again. B. DIGITAL DISTRIBUTION

9. As early as 24 May 2017 (the day after the QNA hacking incident), AJMN detected attempts to disrupt or terminate access to Al Jazeera's digital distribution platforms in the UAE.

Analytic reports show that access to Al Jazeera's websites and mobile applications had been bloeked.

1O. For example, following the bloeking attempts detected in late May 2017, the number of UAE users of Aljazeera.net, AJMN's Arabie news site, dropped by 59% [Exhibit A). Use of the English version of the website, Aljazeera.com, in the UAE also dropped substantiaJiy at the same time; the number of users dropped by 88% and the number of page views dropped by 91 %, with no signs of recovery afterwards I Exhibit B[. The sites still remain bloeked in the UAE.

11. AJMN social media and mobile application platforms were also impacted. The impact on AJA's Snapehat channel was delayed, but the UAE eventually bloeked aeeess to it on 18 September 2017; the number of views immediately plummeted from 350,000/day to zero [Exhibit q Access to the Snapchat channel is still blocked. Google Analytics for AJA and AJE mobi le platforms for Android and iOS systems demonstrated a 91% reduetion in the number of sessions from users loeated in the UAE [Exhibit D[. Aeeess to these apps is still bloeked in the UAE.

C. LOCALIZED BROADCASTING

12. Prior to 5 June 2017, in addition to satellite broadcasting, AJMN broadeasted its television content in the UAE on platforms owned by various Emirati companies operating networks in the UAE, including GulfDTH LOC, which operates the Orbit Showtime Network, a PayTV network.

13. On the moming of24 May 2017, AJMN's Contribution and Distribution Departrnent received emails from viewers complaining that AJA was no longer present on Orbit Showtime Network set top boxes, the cable boxes that users receive to stream Al Jazeera and other channels live and on demand.

14. On 6 July 2017, the Department of Economie Development in Abu Dhabi published a circular addressed to "ail businesses in the Emirate of Abu Dhabi," "banning the broadcasting / tuming on several TV channels," including AJMN channels. The

circular specified that "legal actions shall be taken against businesses whieh will be found in breach of the circular and those who commit this breach.'" (Exhibit E(. Al Jazeera rcmains blocked in the UAE through both local distributors and OSN boxes.

15. AJMN office was closed in 2014, due to some business-related matters.

I. INTRODUCTION l , Ahmad Mohammed Al-Mana, attest that: l. My full name is Ahmad Mohammed Yousef Abdulrabman Al-Mana. 1 bave been employed by the State of Qatar since 15/4/2000. l am a member of a working group that oversees Qatar's Compensation Claims Committee ("CCC'). I was appointed to the CCC in August 2017 by H.E. Dr. AJj Bio ferais Al-Marri, the Attomey-General of Qatar.

2. 1 provide this statement in my official capacity, to explain the role of the CCC in collecting, maintaining, and analyzing complaints filed by Qataris who have been detrimentally impacted by the measures imposed against Qatar by the United Arab Emirates ("UAE ') on 5 June 2017 (the "Discriminatory Measures"). The facts and matters set out in this statement are within my own knowledge and are true to the best of my knowledge and belief.

3. ln support of this statement, and as referred to below, 1 attach the following documents:

a) Letter from the President of the Amiri Diwan [Exhibit A]; and

b) Portion ofCCC Claims Database related to the UAE [Exhibit B]. il. BACKGROUND

4. On 14 June 2017, H.H. Sheikh Tarnirn Bin Harnad Al Thani, the Arnir of Qatar, directed the est11blishment of li Committee th11t wonld be responsible for 1111 potential legal claims on behalf of ministries, govemmental entities, and Qatari companies and individuals arising from the measures imposed against Qatar beginning on 5 June 2017 by the UAE, as well as the Kingdom of Saudi Arabia ("KSA"), the Kingdorn of Bahrain ("Balmûn") and the Arab Republic of Egypt ("Egypt"). [Exhibit A) As a result, on 9 July 2017, H.E. Dr. Ali Bin Fetais Al­ Marri, the Attomey-General of Qatar, announced the establishment of the CCC under bis leadership.

5. In order to implement its mandate, the CCC coordinates with other relevant Qatari governrnent ministries, as well as with Qatari cornpanies and non-govemmental organizations that have been or are currently irnpacted by the Discrirninatory Measw-es.

6. In my capacity as a member of the working group that oversees the CCC, T supervise the intake, maintenance, and analysis of complaints submitted to the CCC. ln tbis regard, l bave oversigbt and ftrst-band knowledge of the processes and procedures described below.

ITI. INDIVIDUAL CLAIMS PROCESS

7. Qataris impacted by the Discriminatory Measures may file a complaint directly with the CCC by submitting a complaint to the CCC headquarters in Doha. Qataris may also submit complaints through other institutions, including through hotlines established by Qatar's National Human Rights Committee ("NHRC').

8. Lndividuals filing a complaint must fil) out a fonn setting out their basic identifying infonnation (name, nationality, Qatrui ID number, address, contact details including e-mail address and phone number) and describing the facts and circumstances of tbeir complaint. lndividuals are also requested to subrnit supporting documentation, such as a copy of their Qatari ID, any underlying contracts, or other relevant materials.

9. Once a complaint is submitted to the CCC, a member of the CCC's staff contacts the claimant in order to verify the facts of the complaint and collect any additional supporting documentation. Ali documents are kept confidentially in order to protect the ideotities of individual claimants, in a secured location.

1O. The CCC maintains a record of 1,548 total complaints related to the Discriminatory Measures by the UAE, including complaints initially submitted to the NHRC. Of these 1,548 complaints, the CCC verified 975 complaints that state claims by Qataris for violations of the CERD. CCC staff reviewed ail the files and categorized them based on the underlying fundamentaJ right that was impacted, including rights to family life, education, access to justice, property, and work. Many individuals and families experienced multiple different violations.

l l. The CCC verified tbese complaints by conducting follow-up interviews witb the claimants either in person or by phone, as well as by reviewing aJI supporting documentation. The complete database of complaints submitted to the CCC 1s attacbed herewith as Exhibit B ("CCC Claùns Datahase").

12. As a result of this process, 109 claimants agreed to step forward and submit written declarations detailing the harm they suffered as a result of the Discriminatory Measures. Initial drafts of the declarations were prepared based on the interviews and information collected. Ali declarants reviewed their declarations to ensure the truth and accuracy of the statements and make any necessa1y revisions before finaJizarion of the declarations. Consistent with Qatari law, the declarations were notarized by Qatar's Ministry of Justice ("MOf'). The notarized declarations are also ce1tified by Qatar's Ministry of Foreign Affairs.

13. The vast majority of claimants requested that their identities be kept anonymous due to tbeir fear of reprisai by the UAE or UAE-based entities, including harassment directed at tbemselves, tbeir family members, business associates, and otber individuals Linked to them, especially immediate or extended family members (many ofwhom are Emirati) or other acquaintances currentl y residing in tbe UAE. Ali potentially identifying information for tbose claimants requesting anonymity bas therefore been redacted from the finalized declarations.

I, Muna Salman Mohammed Hassan Al Duheinam, attest that:

1. I am the Assistant Director of the Office of the President at the Planning and Statistics Authority ("PSA"). The PSA conducts, organizes and supervises fonnal statistical operations in Qatar; implements censuses and swveys; and disseminates statistical data. The PSA 's mandate iocludes the implementation of Qatar National Vision 2030 as well as the establishment of a statistical system in Qatar.

2. The tables contained in Exhibit A reflect to the best of our knowledge true and accurate statements of entry and exit statistics, population statistics, and education statistics collected and maintained by the PSA in the ordina1y course ofits business, in close coordination with a oumber ofMinistries and govemment bodies in Qatar. ln particular, the following statistics:

• Entry mut Exit Statistics. The PSA receives raw data on the entry and exit of GCC nationals to or from Qatar through an electronic Iinkage with the Ministry of the loterior, classified by nationality and port of eotry or exit.

• Pop11latio11 Statislics. The PSA disseminates population statistics in Qatar on a monthly and yearly basis. The population data released on a monthly basis represents the number of persons of ail ages residing within tbe borders of the State of Qatar on the last day of the montb. Population estimates data released on an annual basis is compîled mîd-year, and takes into account information on births, deaths, fertility, and life expectancy.

• Education Statistics. The PSA receives from the Ministry of Education administrative records containing raw data on the number of students studying in Qatar, including non-Qatari nationals, classified by nationality. This infonnation is then verified and tabulated into statistical reports covering all levels of education.

3. The information in Exhibit A is coUectcd by the PSA and includes:

• Departures from and arrivais to Qatar by Emirati nationals during the period from January 2016 to December 2018 (Table 1). As Table 1 depicts, there were a total of 188,927 entries by Erniratis into Qatar from January 2016 to May 2017.

• The number of Emirati citizens residing in Qatar from January 2015 to March 2017 (Table 2). As this Table depicts, an average of3,032 Emiratis resided in Qatar between January 2015 and March 2017.

• The number ofchildren bom in Qatar to one Qatari and one Emirati parent from January 2015 to February 2019 (Tables 3 and 4). As these Tables depict, 767 children with one Qatari and one Emirati parent were bom in Qatar from January 2015 to Janua1y 2019.

• The number of Emirati students pursuing university and post-graduate studies in Qatar du ring the 2015/2016 and 2016/2017 school years (Table 5). As this Table depicts, a total of350 Emirati students studied in Qatar during the 2015/2016 school year, and a total of 393 Emirati students studied in Qatar during the 2016/2017 school year.

Subject: Report about the Qatari Students Harmed by the Blockade

Introduction

Reference is made to the instructions issued on 11/16/2017 by the Prime Minister's Office on forming a committee to consider the cases of Qatari students who were not able to return to study in the blockade count ries and find a suitable mechanism to deal with each case separately within maximum two months.

A committee was formed comprising representative of the Ministry of Administrative Development, Labor and Social Affairs, Human Rights Commission, University of Qatar and the Community College. The committee is headed by a representative of the Ministry of Educat ion and Higher Education.

The Committee discussed all aspects of the subject and reached some conclusions and recommendations in this regard though the following factors:

First: The number of Qatari students in the four blockade countries and their fields of study;

Second: The entities responsible for this subject and the role of each entity;

Third: The conclusions of the committee work; and

Fourth: Solutions and Proposais

First: The number of Qatari students in the four blockade countries and their fields of study;

A list was created for t he number of students who were harmed by the blockade and were not able to continue their studies as received by the Human Rights Commission, the Ministry of Education and Higher Education and University of Qatar, as follows:

Total number of Qatari students about 539 students (bachelor degrees and postgraduate studies

They are distributed according t o country as shown in the table below.

The actions taken by the entities regarding students are as follows:

1) Ministry of Education and Higher Education lt has the major role in facing this crisis taking into account that it is the primary stakeholder and the main entity responsible for education in the State of Qatar. The Higher Education Authority's role was as follows:

• About 6 students who met the conditions received scholarships from the Ministry of Education and Higher Education. • A list was created for ail the harmed students who were studying at their own account in order to give them more options, taking into account that the list of students who study on their own account does not include Arab universities. • lt gave prior approvals through the Certificates Equivalency Department in order to ensure that they receive the equivalency of their certificates when they graduate from the universities. The prior approval is a guarantee for the student in case the lists were changed and universities are removed from them. Notably enough, the university Certificates Equivalency Department has issued about 315 prior approvals for the Qatari students who want to change their study institutions. • lt received the harmed students and explained to them the options available for them and triëd to hëlp thëm. • lt communicated with internai and Arab universities to help students of medicine and medical studies. • lt communicated with Qatari Cultural Attachés in London and Washington to find admissions for the students to medicine. • lt coordinated with the students who were personally contacted bythe universities in the blockade countries - such as Gulf University in Bahrain - and their universities.

2) Qatar University

There was coordination between the University of Qatar and the Ministry of Higher Education through the meeting held on 19th July, when the proposed plan was discussed based on the list of the students harmed by the blockade. Accordingly the following proposai was made:

Ali students who met the conditions of the Board of Trustees were accepted as visiting students in the 2017 Fall Semester. The requirements are as follows:

• The university must be approved by the Ministry of Education and Higher Education in the State of Qatar; • The University must be from one of the three countries: Kingdom of Saudi Arabia, United Arab Emirates and Bahrain; and • The student must have applied during the summer (i.e. before 30th August). 1. The student must meet the applicable conditions to qualify for the transfer to the Qatar University: • The student must have a GPA of 2.5 and above (provided that the original university GPA and Qatar university GPA must be higher than 2.5); • Only the subjects in which the student got a "C" grade or higher. • The student must have achieved the basic requirements of the specializations in which the basic requirements are prerequisites. 2. Transferring the students who did not meet the admission requirements or who study specializations that are not available in Qatar University or available for female students only to the Ministry of Education and Higher Education at the State of Qatar. 3. Accepting the students who got 2.5 or above and completed less than 24 credit hours as new student and doing the equivalency for the subjects. 4. Forming a committee through the University Deputy Chancellor for Academic Affairs, comprising Academic Advisors and members of faculties to help the students register for suitable topics according the circumstances of each student. Meetings would be held with students during the period from 10th September to 14th September 2017. Parties concerned will be contacted for coordination. S. Forming an academic committee to study the equivalency of the subjects during the fall of 2017.

• The university reviewed ail the applications submitted by the students harmed by the decisions of the education institutions of the blockade countries according to the directives of the Qatar University Board of Trustees.

• The Admission Department accepted all the students who met the requirements of the Board of Trustees as visiting student s in t he 2017 Fall Semester. The requirements are as follows: o The university must be approved by the Ministry of Education and Higher Education in the State of Qatar; o The University must be from one of the three countries: Kingdom of Saudi Arabia, United Arab Emirates and Bahrain; and o The student must have applied during the summer of 2017. • As it was receiving applications from the harmed students and in order to provide ail possible help, the University administration decided to extend the application submission period to include the spring of 2018. • lt accepted the students who met the requirements of transferal on the levels of the bachelor's degree or postgraduate studies directly. They were 10 students in the bachelor's degree who met the requirements for transfer to the University of Qatar: o The student must have a GPA of 2.5 or above; o The student must have completed the basic requirements of the specializations which require passing the basic requirements as a prerequisite. • The University accepted the students who do not meet the transfer requirements and meet the student accommodation requirements stipulated in t he directives of University of Qatar Board of Trustees and accommodating them as visiting students and guiding them to register 12 credit hours. The university shall transfer t hem provided that they achieve a GPA of 2.00 or higher. • ln order to stress the credibility of the academic degree granted by Qatar University, the University exceptionally required the students who were accept ed in the University and finished 100 credit heurs at their original universities to complete at least 30 credit hours in the University of Qatar. • The university accepted the students who got a GPA of 2.5 or higher and completed 24 credit hours as new students along with making the equivalency of the subjects they passed in their previous universities according to the policies of the university. • Admission ;;ind Registr;;ition Aff;;iirs Dep;;irtment met with the Ministry of Educ;;ition ;;ind Higher Education at the State of Qatar and developed an action plan. Ali student s who study specializat ions that are either unavailable in Qatar University or available only for female students orthose who did not meet the admission requirements of the University of Qatar were referred to the Ministry of Education and Higher Education at the State of Qatar (minutes of the meeting are attached).

• An "attribute" was added to define this category of students in the student system (Banner). • The Admission and Registration Affairs Department developed a plan with the Academic Advisors as follows: ✓ Meeting with each harmed student to review the study plan; ✓ Facilitating the processes for registering subjects in the University of Qatar (minutes of the meeting attached); ✓ A committee was formed through the University Deputy Chancellor for Academic Affairs. The committee comprises Academic Advisors and members of faculties to help the students register for suitable topics according the circumstances of each student. ✓ Academic transcripts of ail students were sent to faculties to check the possibility of doing equivalency for the curricula that those students passed with their corresponding curricula at the University of Qatar. Work is still underway in the subject and will be completed and students will be notified of the curricula for which equivalency was made before the end of the fall of 2017.

Second: Human Rights Commission: National Human Rights Commission {NHRC)

The NHRC made extensive efforts to help the students cancel the security approval that was lately imposed by the Egyptian government on the Qatari students to enter the Arab Republic of Egypt and to get an entry visa as a requirement only.

The NHRC contacted the relevant universities and Human Rights organizations in the blockade countries but in vain. Therefore, the NHRC filed such complaints to the international organizations including the UNESCO.

The NHRC attached a list including names of the students who filed complaints and submitted reports about the violations made by the blockade countries including violations of the right to education.

Third: Community College

A meeting was held with the officiais of the Community College and they were provided with a list of the names of students to find solutions for them. The college contracted the students and tried to enroll them in their specializations according to the number of credit hours calculated. The college said that it cooperated with the students and registered them with copies of the transcripts without asking for the original transcripts, taking their circumstances into consideration.

The college also made it clear that it can act as the bridge to the University of Qatar. Students would enroll in the college and study 24 credit hours to achieve the GPA required for admission in Qatar University.

Fourth: Ministry of Administrative Development, Labor and Social Affairs (MADLSA}

MADLSA communicated with the Ministry of Education regarding the conditions of the students who received scholarships from MADLSA in one of the blockade countries. Following of a list of those students: - - Each case was handled separately in cooperation with MADLSA. was accepted in a university in and would join the practical branch of this university in the USA. was allowed to return to study in

Sixth: The conclusions of the Committee Work

The Committee studied ail the roles played by each and every entity, supported by reports and lists from every participating entity. Recommendations were requested from these entit ies for the students who cou Id not find solutions for their academic situations.

The committee also discussed the problem of the State Security Sector students who study in Egypt, as they were prevented by their employers, due to security reasons, to return to Egypt or join Jordanian universities. lt was agreed that those students shall be given the chance to seek acceptance from Arab universities and have their individual cases examined separately.

* Once ail procedures were completed, available names were listed and matched with the list of the students accepted in the Community College and Qatar University and those who received prior approvals and a list was prepared including t he na mes that were not repeated in any of these lists. By examining the students' positions, we can categorize them according to the damage as follows:

KSA students, as st udents were harassed at the beginning of the crisis but their academic files were not cancelled and most of them lately returned to their studies as we were notified by most students; UAE students had their academic files closed, study accounts suspended and they were subjected to harassment and banned from entering the country since the beginning of the crisis; Bahrain students, their situation was similar to the situation of the KSA students, as they were harassed but they returned to their studies lately; and Egypt students, there were political fluctuation in their situation as they started to suffer from problems only after few months when the security visa requirement was enforced. However, these issues were solved and most students went back to their studies. Accordingly, we would conclude that the UAE students are most affected in terms of the damage they suffered financially or academically. The said students have been contacted for an update about their situations, and to indude the students' cases that are not identical in any of the lists of names.

Sixth: Solutions and Proposais

A proposai to expand the list of universities chosen for the harrned students and study every case separately according to specific controls. Students who want to study in the University of Qatar, but who did not achieve the admission GPA could be directed to the Cornrnunity College until they achieve the acceptance GPA and then transfer to the University of Qatar. New cases shall be dealt with as the old cases were dealt with.

2. The tables contained in Annex A reflect true and accurate statements of financial transfers between Qatar and the United Arab Emirates (the "UAE'), and Qatari debit card transactions in the UAE, between January 2017 and September 2018. They include:

• The total amount of financial transfers from Qatar to the UAE, in thousands of Qatari Riyals, between Janua1y 2017 and September 2018 ("Outgoing Remittances");

• The total amount offinancial transfers from the UAE to Qatar, in thousands of Qatari Riyals, between January 2017 and September 2018 ("Incoming Reminances"); and

• The level of Qatari debit card transactions in the UAE, between January 201 7 and September 2018 ("NAPS Transactions", "AED" column).

3. The remittance infonnation set forth in Annex A was compiled by QCB's sectors. Banks and exchange houses collect remittance data in real time to update the QCB database, for reporting purposes. The datais then transfen-ed to QCB's production database, where it can be sorted and tabulated.

4. The National ATM & POS Switch system ("NA PS'') data set fonh in Annex A was compiled by QCB's Financial Operations and Assets Sector. The NAPS system processes transactions based on debit cards that have been issued locaJly within Qatar.

I, Mohammed Rashed Al Mazrouei, attest that:

1. I am the Director of the Airport Passports Department, a department of the Ministiy oflnterior of Qatar (the "Departme11f').

2. The Department's mandate includes oversight of the entry and exit of air passengers to and from Qatar. As part of îts govemmental dutîes, the Department keeps records of departing and arriving air passengers, including the nationality of the passenger and the airport to or from which the passenger is traveling, using the Ministry oflnterior's Entry and Exit Program.

3. The below table is a trne and accurate reflection of the nwnber of times that Qataris traveled on non-stop fli ghts from Qatar to the United Arab Emirat.es ("UAE ') between I Janual)' 2016 and 4 June 2017, as recorded by the Department and disaggregated by UAE airport. As the table depicts, the number of Qataris traveling to the UAE who departed from Hamad International Airport, in Doha, Qatar, was 321,088 Qatari travelers. The table was compiled by searching governmental records kept in the Departrnent's ordinal)' course of business and generating reports oftravel to the six UAE airports listed below.

Reports comprising the other airports have not been printed due to the high volwne of data underlying the large number of Qatari travellers to the UAE.

5. The Department records the füst destination airport of departing passengers traveling from Qatar, or the last departure airport of arriving passengers traveling to Qatar, and therefore does not have access to information regarding Qatari travel to or from the UAE after 5 June 2017, after the UAE govemment banned direct tlights between the two countries.

1. Since November 2015, 1 have served as the Chief of Operations of Ooredoo Qatar ("Ooredoo"), the leading telecommunications company in the State of Qatar.

2. The graphs and tables contained in Annex A reflect true and accurate statements of the roaming usage of Qatari Ooredoo mobile phone customers in the United Arab Emirates ("UAE') between June 2016 and November 2018. They include:

• The percentage drop in number of unique Qatari users roaming in the UAE (p. !);

• The usage patterns of Qatari users roaming in the UAE, per month, assessed via ( 1) nw11ber of roarning minutes, (2) volume of roaming data, and (3) amoW1t of roaming SMS (p. 2).

3. The data provided represents the roaming usage of SIM cards owned by Qataris. As part of customer acquisition, each SIM owner must provide details, including documenta1y evidence, relating to nationality; this data is stored in our data warehouse. Each tirne an Ooredoo SIM card is used, a system-generated Cali Detail Record ("CDR") is produced. The CDR contains a list of details related to the network event, such as usage categ01y (e.g., voice call, video call, SMS, MMS, data), minutes of call, data volume, and timestamp. Al i CDRs are captured and consolidated into a single storage system (our data warehouse). The data reproduced in Annex A was retrieved from the data warehouse by searching for ail CDRs generated by Ooredoo SIM cards owned by Qataris roaming in the UAE from June 2016 to November 2018.

4. As demonstrated in Annex A, the number of Qatari users present in the UAE dropped by 96% between June 2016 and November 2018. This drop began in June 2017: ln May 2017, there were 17,400 Qatari users present in the UAE; in June 2017, the number of unique users fell to 1,800; and by May 2018, there were only 300 Qatari users in the UAE.

1, Hamad bin Abdullah Al Thani, attest that: l. l am the Chief Executive Officer ofVodafone Qatar Co. (''Vodafone"), a provider oftelecommunications services in the State of Qatar, with a custorner base of over 1.4 million custorners.

2. Based on my knowledge and awareness as of the date of tbis statement, the table contained in Annex A reflects a true and accurate statement of the nwnberofunique Qatari Vodafone customers who used roaming services in the United Arab Emirates during the period between January 2016 and December 2017.

3. The information reflected in Annex A was extracted frorn Vodafone's data warehouse ("data Wflrehouse") by a tearn acting under the direction of the company's Ditector of Information Security. The nationality of each Vodafone SIM card purchaser is recorded at the time of purchase and stored in the data warehouse. Each time a Vodafone SIM card is then used, a record is generated and stored in the data warehouse. ln order to extract the figures reflected in Annex A, Vodafone employees s011 these records by user nationality, roaming location, and date.
