Badakhshan and Nooristan provinces were severely hit by two avalanches, resulting in causalities and destruction of houses, followed by flash floods on 18 February that significantly impacted Herat, Zabul and Nimroz provinces. An estimated 8,209 families were reportedly affected across Afghanistan, with 202 deaths and 127 persons sustaining injuries across the country. The majority of the reported caseloads have been assessed, with a total 3,439 families in need of assistance, while the distribution of relief items is underway and expected to be completed by 15 March 2017. Radio Programmes (12-13) Security: The security situation in Central Region remained calm and stable, but South, Southeast and Eastern parts of the country experienced attacks by the opposing forces of Taliban/AQ, explosions of mines and IEDs. Areas of Concern: (Sar-I-Pul, Faryab, Pashtoon Kot, Samangan, Pul-I-Khumry), Almar): There are concerns about the personal security of civilians in some parts of the north. Factionalism and armed clashes have resulted in injuries to civilians, including women and children in Sar-I-Pul, Kohistanat district. The presence of unruly commanders in Faryab remains an obstacle to return and causes further displacement. There are reports of harassment, illegal taxation, extortion, looting, forced recruitment of young men and kidnapping. Human rights abuses are not specifically directed at a particular ethnic group and affects all civilians. The Return Commission Working Group, UNAMA, MoRR and UNHCR have been trying to intervene through discussions with local authorities and relevant commanders in order to ease the security situation. It’s expected that the recent deployment of the British PRT (Provincial Reconstruction Team) in Mazar would contribute to the improvement of the situation. Bamyan: There are reports of continued human rights abuses in southern districts of Daikundi and Sharisdan.

    SIOC – Afghanistan: UNITED NATIONS CONFIDENTIAL UN Department of Safety and Security, Afghanistan Security Situation Report, Week 33, 13 – 19 August 2010 JOINT WEEKLY SECURITY ANALYSIS Countrywide security incidents slightly increased compared to the previous week. While most of the regions recorded fairly consistent numbers the dynamics in the SR and SER changed significantly. The SR experienced a significant drop in incident numbers mostly attributable to a significant reduction in IED incidents. Lower incident levels are not uncommon in the SR during the Ramadan period with both armed clashes and IED incidents dropping; such dynamic might also be related to the temporary relocation of foreign fighters outside the country for the observance of the fasting month. Trends in the SER continue to follow unprecedented patterns with incidents continuing to increase, to the point the region, after a short break of three weeks, is again recording higher numbers then the traditionally volatile SR. In the SER insurgents activities doubled in Gardez District of Paktya Province and the province itself recorded a threefold increase, while the neighbouring Paktika Province recorded almost a twofold increase. Countrywide the majority of the incidents are initiated by insurgents and those related to armed conflict continue to account for the bulk of incidents, with armed clashes and IEDs attacks scoring more then two thirds of the total. Following the initial statement published on the 15 August, the Taliban, later the same day released a follow up on the critical statement on the UNAMA Human Rights Report on Protection of Civilians in Armed Conflict, suggesting forming a joint committee to investigate civilian casualties.
