Unfortunately, the United States has less to show for the considerable investment in lives, time, materiel, and capital than one would hope. This is reason enough for the Department of Defense (DOD)—and the U.S. government as a whole—to step back and take a critical look at the effectiveness of its efforts over the past fourteen years.
