SAFTEA-LU established the requirement that Metropolitan Planning Organizations must develop the Coordinated Public Transit-Human Services Transportation Plan as a prerequisite for receiving Federal Transit Administration (FTA) funding under the Special Needs of Elderly Individuals, Job Access and Reverse Commute (JARC) and New Freedom programs and Specialized Transportation funds. The intent of this provision is to improve the quality of transportation for the elderly, disabled persons, welfare recipients, low-income persons and people doing reverse commutes by assessing their transportation needs, minimizing the duplication of services and achieving cost efficiencies. In order for a project to be funded through the New Freedom or JARC programs, it must be included in the Coordinated Public Transit-Human Services Transportation Plan. Coordination is required during all stages, including planning, implementation and for the duration of the project. In April 2007, the Merrimack Valley Planning Commission received direction from the Massachusetts Executive Office of Transportation and Public Works (EOTPW) to draft the Coordinated Public Transit-Human Services Transportation Plan. EOTPW will administer the funds for all three funding programs, but through this public participation process, is working with the regional planning commissions, such as MVPC, to seek public input into the gaps and needs in service in our region. -

Comparisons to previous inventories are also included in this memorandum. Between October 2012 and June 2013, Boston Region MPO staff inventoried MBTA, private, and town-operated parking facilities at 149 locations comprising 116 commuter rail stations, 28 rapid transit stations, three ferry terminals, and two express bus origin locations. Appendix A contains tables of parking utilization rates for all of the parking lots that were surveyed. Appendix E consists of detailed comparisons of the 2012–13 inventory with previous inventories by transit mode. Information about parking fees, and several maps that display inventoried data, are in Appendices B, C, D, and F. This memorandum has five main sections and six appendices. The main sections are: 1. TRANSIT Introduction Transit Service
Transit TRANSIT Introduction Montachusett Regional Transit Authority (MART) provides a variety of transportation services for residents of the Montachusett Region and other areas throughout the Commonwealth. The communities served by MART have grown steadily over the years. Initially comprised of Fitchburg, Gardner, Leominster and their immediate neighbors, MART now serves 22 communities in and out of the MRPC region. In 2013, the town of Athol formally became a member of MART’s Twenty-two communities in the region utilize MART services. Member communities are Fitchburg, Leominster, Gardner, Ashburnham, Shirley, Ayer, Lancaster, Sterling, Hubbardston, Royalston, Littleton, Winchendon, Ashby, Templeton, Westminster, Hardwick, Lunenburg, Harvard, Bolton, Boxborough, Stow and Athol. Fixed route bus services, paratransit and subscription services are operated by a private management company, namely, Management of Transportation Services, Inc. All other transportation is operated by a variety of private vendors in Massachusetts. The Massachusetts Bay Transportation Authority (MBTA) is responsible for commuter rail services from Fitchburg to Boston. Transit Service Fixed Route The backbone of the region’s public transportation system is the local transit bus service. Local fixed route bus service operates along set routes and follows set schedules. Local Bus service is available in the three cities of Fitchburg, Leominster and Gardner and limited sections of Lunenburg and Lancaster. Sixteen (16) bus routes are provided by MART, eleven (11) in Fitchburg and Leominster, four (4) in Gardner and one (1) intercity route between the three cities. Service operates Monday through Saturday (except for the G-Link and Intercity routes which run Monday to Friday). Three (3) peak services routes also run Monday thru Friday in Fitchburg during the school year. -
Chapter 2 Existing Conditions
___________________________________________________ Interstate 495 Corridor Transportation Study 2.0 Existing Conditions 2.1 Introduction The purposes of this study are (1) to identify transportation problems along the study corridor and (2) to propose improvement projects and/or remediation strategies for those identified problems. Identified issues may be currently existing or projected for the year 2030, this study’s future year. This chapter will provide an understanding of how I-495 operates now and will identify the natural resources and socio-economic environments surrounding the roadway, ultimately enabling the reader to develop an understanding of the corridor’s environs and how transportation within the I-495 corridor and at its 25 interchanges operates. A description in this chapter of the physical and traffic operational characteristics of I-495’s interchanges is followed by a discussion on the crash history at these same locations. Additionally, this chapter looks at existing public transportation services in the area and their ridership, as well as the area’s Intelligent Transportation Systems capabilities. As there is a direct relationship between land use and transportation demands, this chapter then outlines the existing land use characteristics along the I-495 corridor, focusing on a one-mile radius at each of the corridor’s interchanges. Additionally, an examination of socio-economic conditions along the corridor and a summary of the natural resources located adjacent to I-495 are discussed. 2.2 I-495’s Diverse Roles Travel demand on the I-495 corridor is strong, which is due to the fact that the Interstate fulfills a variety of critical functions. -

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to finance forthwith improvements to the commonwealth’s transportation system, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. To provide for a program of investments to make the commonwealth’s 2 transportation system more reliable, address deferred maintenance and modernize and expand the 3 system, the sums set forth in sections 2 to 2I, inclusive, for the several purposes and subject to 4 the conditions specified in this act, are hereby made available, subject to the laws regulating the 5 disbursement of public funds; provided, however, that the amounts specified in an item or for a 6 particular project may be adjusted in order to facilitate projects authorized in this act.
