    Between Minimum Force and Maximum Violence: Combating Political Violence Movements with Third-Force Options Doron Zimmermann ∗ Introduction: Balancing the Tools of Counter-Terrorism In most liberal democratic states it is the responsibility of the police forces to cope with “internal” threats, including terrorism, since in such states terrorism is invariably defined as a criminal act rather than a manifestation of insurgent political violence. In many such instances, the resultant quantitative and qualitative overtaxing of law en- forcement capabilities to keep the peace has led to calls by sections of the public, as well as by the legislative and executive branches of government, to expand both the le- gal and operational means available to combat terrorism, and to boost civilian agen- cies’ capacity to deal with terrorism in proportion to the perceived threat. The deterio- rating situation in Ulster in Northern Ireland between 1968 and 1972 and beyond is an illustrative case in point.1 Although there have been cases of successfully transmogrifying police forces into military-like formations, the best-known and arguably most frequent example of aug- mented state responses to the threat posed by insurgent political violence movements is the use of the military in the fight against terrorism and in the maintenance of internal security. While it is imperative that the threat of a collapse of national cohesion due to the overextension of internal civil security forces be averted, the deployment of all branches of the armed forces against a terrorist threat is not without its own pitfalls. Paul Wilkinson has enunciated some of the problems posed by the use of counter-ter- rorism military task forces, not the least of which is that [a] fully militarized response implies the complete suspension of the civilian legal system and its replacement by martial law, summary punishments, the imposition of curfews, military censorship and extensive infringements of normal civil liberties in the name of the exigencies of war.

In that decade, transnationally operating terroristic actors tapped into the anti-imperialist, anti-colonial global discourse of the 1960s to justify themselves as national liberation fighters. This dissertation is a case study of Western state officials who interacted with one another and with recently independent states in response to the activity of such ostensible insurgents. The dissertation reveals how Western officials worked to define and deploy the terrorism label against these non-state actors. U.S., German, and other Western officials generated international conventions that treated terrorists as ordinary criminals and ignored their political motivations. The resulting multilateral agreements stipulated that terrorism was an illegal and criminal act. These solutions undermined national liberation actors’ claims to protected status as wartime combatants. This dissertation clarifies some of the mechanisms which permitted Western states to shape the norms about who is or is not a terrorist. However, Western efforts to define and regulate terrorism also led to the institutionalization of terrorism as a global security threat without providing long-term solutions.

Sometimes it demands attention, depicts history in an understandable way and focuses emotions. “Television is the lead medium and will be for a long time to come. This popularity of television comes with a great responsibility,” says Gerhard Zeiler, CEO of RTL Group. “We believe it is vital to ensure that our output carries positive and sup- portive messages. Our broadcasters and pro- gramme managers take this responsibility very seriously.” The new brochure How RTL Group pays back to society examines different examples of social activities throughout the group. “No one can do everything, but everyone can do some- thing,” Gerhard Zeiler said at the first ‘environMINDday’ at RTL Group’s premises in November 2008.     Skyjackers, jackals and soldiers: British planning for international terrorist incidents during the 1970s GERAINT HUGHES* On 5 January 1974 a column of 150 British Army troops, supported by armoured vehicles, arrived at Heathrow airport in full battle order, and over the course of the following two weeks they patrolled its runways and the perimeter. These soldiers had been ordered in by Edward Heath’s government in response to intel- ligence reports that the Palestinian fedayeen intended to use a portable anti-aircraft missile to shoot down a passenger jet, and the British authorities had already devised contingency plans (codenamed Operation Marmion) to deploy the army in order to deter a terrorist attack at the airport.1 Marmion was implemented on three further occasions in 1974—in June, July and September—and in each case the troop presence at Heathrow attracted considerable parliamentary and press comment.2 Some critics argued that in each case the British government was over- reacting to the threat at hand, and that the military patrols at Heathrow were essentially intended as a public relations exercise.3 However, Operation Marmion also had an effect which ministers and civil servants had not intended, as it fed contemporary fears that the British Army and right-wing extremists within the establishment and security services were preparing for a coup.4 Much of the discussion about responses to terrorism in Britain focuses on the conflict in Northern Ireland (1969–98),5 and there is very little scholarly analysis of how the British state responded to the threat of international terrorism from the early 1970s onwards.6 This is partly attributable to the 30-year rule regulating the * The analysis, opinions and conclusions expressed or implied here are those of the author and do not necessar- ily represent the views of the Joint Services Command and Staff College, the Defence Academy, the MoD or any other UK government agency.
