Navarro Chair Brian Shaw called the meeting to order at 5:46 p.m. and led the Pledge of Allegiance. APPROVAL OF MINUTES OF JANUARY 15, 2020 Motion/Second: Klein / Flautt Ayes: Brandt, Dagum, Leung, Kutler, Romo, Valenciana, Shaw Absent: None PUBLIC COMMENT None CHAIRPERSON’S REPORT Brian Shaw attended the JPB meeting and reported that Chair B. Shaw was re-elected as Chair and that Member A. Brandt was elected Vice Chair. He also let the Board know about some of the items that Member Patrick had suggested. Chair Shaw then advised the committee that staff has feedback and will be responding to the suggestions as part of the Staff Report. Chair Shaw also stated that the report that is given to the JPB is essentially a condensed version of the minutes from the CAC meetings. Since the JPB meetings are captured through live stream there is the ability to take that part of the stream and make it into a short video to provide the public a summary of the CAC meetings online. Staff will be working on that following the February meeting. COMMITTEE COMMENTS Member Rosalind Kutler stated that she noticed tons of press coverage over the last period about David Chiu’s Seamless Transit Act and asked whether JPB will address it as it may have implications for Caltrain if passed. Chair Shaw responded that if it is addressed, Casey Fromson would be the best person to address that issue as she is the Page 1 of 8 JPB CAC Meeting Minutes February 19, 2020 Government Affairs Lead for Caltrain and that staff could proactively ask her to address the concern. Member Adrian Brandt shared with the committee that San Mateo had its final working study session on the Hayward Park set-out track. Ultimately what occurred was that staff was asked to evaluate alternatives that citizens felt were meritorious and would keep the set-out track away from their neighborhood. Staff did that and provided a pretty thorough technical rebuttal as to why the impracticality and the cost and so on. Member Brandt reported that City Council went with the staff recommendation; this is city staff recommendation, which was in concurrence with Caltrain’s evaluation, the original location, the only feasible and viable, from a budgetary perspective, alternative. Member Patrick Flautt read from a prepared statement addressed towards staff regarding the decisions on the agenda items that were suggested at the last CAC meeting, as the following: At the January 2020 meeting for the Citizens Advisory Committee, I requested several items to be added to the pending agenda item list for consideration of this committee at future meetings. I was under the impression that all proposed agenda items would be added to this list and that over time, these items would propagate to future meetings for committee consideration, general feedback and discussion and a motion to improve, for consideration by the JPB, if so necessary. Ahead of the staff report following my oral commentary, I thought it prudent to make light of staff determinations affecting three of my agenda items. Number one: Business cards for CAC members. Number two: Email addresses for CAC members hosted on Samtrans servers and three Clipper Card incentives for Caltrain CAC members. All three items were requested to be added to the pending agenda item list for consideration of this very committee. These items were not open for staff determination at this time, as the committee has never reviewed, discussed or motion these items for approval. I request a meeting with staff within three weeks following my reading this oral report and that Chair Brian Shaw be present during this meeting, so that we can discuss the current process for vetting member proposed agenda items to be considered by this committee.

SamTrans buses can carry two bikes on racks at the front of each bus, and two additional bikes are allowed inside the bus, depending on passenger loads. Some things to know: only single-rider, two-wheel bicycles are permitted. There is no age limit for riders using the bike racks or bringing bikes on board the bus. However, riders must be able to load and unload their bikes without help from the operator. On Caltrain, every train is equipped with at least two bike cars. Due to the popularity of the onboard bike program, capacity for bicyclists can be a challenge. Cyclists are encouraged to choose local trains with lighter ridership to ensure they are able to board if they want to test out biking to work for the first time. Some express and limited stop trains are already operating at or near capacity for onboard bikes. Each weekday approximately 6,000 bicyclists take a bike on the train, more than any other rail service in the country. While biking and taking public transit can work well together for first- and last-mile connections, as well as getting people out of their cars and off freeways, onboard capacity may be at its limit on Bike to Work Day.

Project Title Page Project Title: Peninsula Corridor Electrification Expansion Project The Peninsula Corridor Electrification Expansion Project (EEP) includes a series of incremental investments in the 51-mile Caltrain Corridor between the 4th and King Station (San Francisco) and the Tamien Station (San Jose). These investments are focused on expanding and fully converting Caltrain’s mainline diesel fleet to electric trains. This investment builds on and leverages the existing Peninsula Corridor Electrification Project (PCEP) and supports the goals of the Transit and Intercity Rail Capital Program (TIRCP), providing increased capacity and service flexibility, supporting state and interregional connectivity, and reducing greenhouse gas emissions through elimination of diesel service from the mainline Peninsula Corridor. In addition to providing immediate, direct benefits, the EEP also represents an incremental step within a larger program of development that will evolve the Peninsula Corridor in a way that supports the ridership, service levels, and connectivity goals contemplated in the draft 2018 State Rail Plan. The central component of Caltrain’s 2018 TIRCP application is the purchase of 96 additional Electric Multiple Units (EMU). This procurement will fully exercise all available options under Caltrain’s current contract with Stadler and will provide sufficient EMUs to fully electrify Caltrain’s mainline fleet, while also sustaining and expanding capacity to accommodate growing demand. In addition to requesting funds for the purchase of EMUs, Caltrain is also requesting a smaller amount funding for a series of associated projects that will equip the corridor to receive and operate a fully electrified fleet in a way that allows the railroad to reap the maximum benefit from its investments.

    Item No. 1 Town of Atherton CITY COUNCIL STAFF REPORT – STUDY SESSION TO: HONORABLE MAYOR AND CITY COUNCIL RAIL COMMITTEE GEORGE RODERICKS, CITY MANAGER FROM: ROBERT OVADIA, PUBLIC WORKS DIRECTOR DATE: JANUARY 9, 2019 SUBJECT: DISCUSSION AND FEEDBACK REGARDING THE CALTRAIN BUSINESS PLAN, FUTURE TRAIN SERVICE IN ATHERTON, AND RAIL POLICY RECOMMENDATION Discuss and provide feedback regarding the Caltrain Business Plan (currently under development), service scenario alternatives at the Atherton Caltrain Station, and Rail Policy in Atherton. BACKGROUND In 2018, Caltrain launched the development of its 2040 Business Plan with a goal of addressing the future potential of their rail service over the next 20-30 years. The Business Plan is intended to assess the benefits, costs, and impacts of different service visions and ultimately build the case for investments and a plan for implementation. Caltrain discontinued weekday train service at the Atherton Caltrain Station in August 2005. Weekend service at the Station continues. The Caltrain Modernization Program (CalMod) includes electrification and other projects that are intended to upgrade the performance, efficiency and capacity of Caltrain service along the service corridor. Construction of the electrification project has begun along the corridor, including the installation of pole foundations in Atherton. Caltrain intends to begin passenger service with electric trains in early 2022. Previously, Caltrain had committed to resume weekday service in some form with the implementation of their electric passenger train service. This service commitment is echoed in its environmental documents for the electrification project. In May 2018, the Council adopted Resolution 18-11 rescinding and replacing Resolution 15-10 titled “A Resolution of the City Council of the Town of Atherton Establishing and Governing Town Committees” including an attachment of the City Council’s adopted Rail Related Policy Issues.
