The people of Ontario deserve answers as to what hap- pened to their electrical power system during the recent massive blackout. The system that was once a source of pride and com- petitive advantage in North America is now in complete disarray. It was a crisis waiting to happen, as in electrical terms the province was living on the edge. The province has continued to grow with a greater demand for electrical power. Supply never kept up with demand and the province became more and more dependent on cross-border integration. Back in 1906 when Ontario ventured into public hydro- electric power, the government of the day decided to retain public control of hydro in order to boost industrial growth throughout Southern Ontario. While the Ontario power grid was linked to the United States, the government's policy was self-sufficiency. In order to carry this out it was decided that as the province grew, the system would grow. For most of the 20th century, the policy worked reasonably well. At times the long-term planning went badly and expen- sively wrong and the publicly-owned Ontario Hydro acted with supreme arrogance that a monopoly can bring. But governments of the day can't wash their hands, as they were ultimately responsible. The trouble started in 1990 during the Bob Rae NDP government with problems of recession and deficit which froze rates and cancelled Hydro's ambitious plans to expand supply.
