(b) OPEN FORUM

Paul Wright addressed Council regarding market value reassessment. Mr. Wright provided a sample tax bill for a property in the Town of Gravenhurst and phase in of market value reassessment. Mr. Wright explained a resolution passed by Gravenhurst Town Council to request a comprehensive review of the property tax system, and the establishment of a . uniform system of property taxation in , and that Muskoka not be required to undergo another reassessment at full market value.

Ralf Ramthun, Quaint House Restaurant addressed Council regarding the deficiencies reported by the Town Engineer and the securities for the works for the Site Plan for property on the north side of Highway #88 described as Part of Lot 1, Concession 7. .

(e) DEPUTATIONS & PETITIONS

·1. Hugh Douglas, Vice President Canadian RaCing Pigeon· Union Incorporated Re: By-law 94-035 A By-law to regulate and prohibit the keeping of certain animals

Hugh Douglas, Vice President, Canadian Racing Pigeon Union Incorporated addressed Council on behalf of Joseph Hart regarding Animal Control By-law 94-035 and the regulation for the keeping of registered racing pigeons. Mr. Douglas explained the rules and regulations of the Union, and that the members are to comply with municipal by-laws for the control of registered racing pigeons. Mr. Douglas raised the by-law regulation for when registered racing pigeons are permitted, and that this not infringe on the Human Rights Code. He asked that the Union work with the Town as to any by-law amendments.

Joseph Hart addressed Council regarding the history of racing pigeons. He explained the control of pigeons for registered racing pigeons versus nuisance pigeons.

A member of the Canadian Racing Pigeon Union Incorporated addressed Council regarding pigeon complaints, and the control of racing pigeons being separate from nuisance pigeons. The member explained the Charter of the Union, and control measures for racing pigeons. The member indicated that Mr. Hart is not permitted to keep registered racing pigeons under By-law 94-035 having regard to the clause for the 1988 By-law of the former Town of Bradford, and that this ·is discriminatory in terms of who can keep this type of pigeon.

Brian Cappe, President and CEO, Enershare Technology Corporation made a presentation on the Enershare Energy Conservation Program.

5. Canada Remembers Re: Veterans Week November 4 - 12, 1995

(k) MOTIONS AND NOTICE OF MOTIONS

(I) REPORTS OF COUNCIL AND COMMITTEE REPRESENTATIVES (Only applicable at the last Council Meeting of each month)

Councillor Roughley provided an update on matters related to Infrastructure, HEART meeting, and soil testing for the Sewage Treatment Plant expansion.

Deputy Mayor Brown advised that County Council would be meeting next week. He reported that market value assessment would be considered in 1996.

Councillor Simpson reported on the bus tour for Nottawasaga.

Councillor Simpson also gave an update on the Arena project for the hydro line and steel structure.

Planning Chairman Dykie provided an update on a public meeting to be scheduled for the Longview Loop Subdivision providing for 131 units.

Councillor Vanderpost advised of the appointment of Gayle Wood as Chief Administrative Officer for the Lake Simcoe Region Conservation Authority, and that she has met with Town staff. Courtcillor Vanderpost reported on a Scanlon Creek Workshop, and awards to be presented and made a request for nominations for the agriculture area.

Roads Chairman Vanderpost advised offinal paving for the 8th Line.

Protection Services Chairman Lamb reported on fire truck maintenance and training on fire apparatus equipment.

Councillor Lamb provided an update for the Agreement for the Bond Head well, and water samples and treatment. He explained that the project received $132,000.00 Municipal Assistance Program funding and that the balance of the cost is to be financed. Councillor Lamb reported that the PUC had acquired the building next door on Barrie Street for additional office space. He also advised of the tender opening for the Water Tower, new customers for the PUC as part of expansion of the electric service area, and a hydro rate comparison. Parks & Recreation Chairman Gorzo advised of the Santa Claus Parade scheduled November 25th, and winter programs.

Councillor Gorzo provided an update on matters concerning the Library.

Councillor Gorzo also gave an update for South Simcoe Waste Management, and that garbage from the Town of Innisfil is going to three dumps, and the Study for a landfill site in Adjala.

Councillor Lamb reported on 10 shares at $500 per share sold to finance the mural project by the Downtown Revitalization Committee.

Mayor Jonkman advised that he would be attending a Metropolitan Police Auction on Saturday, October 28, 1995 and one of the items of interest is a paddy wagon.
