In this article, we investigate the impact of deprivation indicators on crime in Belgian municipalities (n = 589) for the period 2001–06. A spatial regression analysis demonstrates that unemployment figures have a strong and significant impact on crime rates, and this effect is stronger than the effect of income levels. Income inequality has a significant positive impact on property crime rates but a negative impact on violent crime. Crime is heavily concentrated in the urban centres of Belgium, but we also observe some important regional variations. Demo- graphic structure was not related to crime levels, while spatial analysis shows there is a spill-over effect to neighbouring communities for property crime, but not for violent crime. We close with some theoretical and policy considerations on the relation between unemployment and crime. Traditionally, it has been argued that economic deprivation and inequality are positively correlated to crime rates (Blau and Blau 1982; Messner 1982; O’Brien 1983; Williams 1984; Sampson 1985a). -

Given the lack of documentary material on the subject, the attempt has been made to combine a wide range of material from disparate sources. These include: the documentation of the EU institutions; information provided by NGOs fighting this form of organised crime; information provided by governments and by Europol and Interpol; and information obtained from the press and the Internet. -

Franz Van De Velde, O.M.I. (1909–2002)

(1909–2002) Franz Van de Velde, O.M.I., a Roman Catholic missionary well known in the Kitikmeot and northern Hudson Bay regions, died in Marelbeke, Belgium, on 22 February 2002 at age 92. Member of the Oblates of Mary Immaculate religious order, cultural historian, author, and genealogist, Father Franz (Frans) was born in Belgium on 28 November 1909 to Arthur Van de Velde and Gabriella Lanens de Lier. He graduated from a Jesuit secondary school in 1929, but chose to join the Oblates of Mary Immaculate, a world- wide missionary order founded in France. He took his first vows as an Oblate on 8 September 1930, in Niewenhove, and was ordained a priest by Bishop Rassneur on 8 Sep- tember 1933 in Velaines, Belgium. Father Van de Velde received his obedience to minister in the Hudson Bay Apostolic Vicariate in March 1937, and on 26 May 1937, with Bishop Arsène Turquetil, he boarded the Normandie in Le Havre en route to New York, Mon- treal, and Churchill. After overwintering in Repulse Bay, Northwest Territories, he arrived in Pelly Bay (Kugaaruk) on 23 April 1938. Father Pierre Henry, who had established the Pelly Bay mission on Simpson Peninsula in 1935, introduced him to ministry in the Kitikmeot region. Father Franz spent the next 50 years of his life in the Canadian Arctic, mainly in the Pelly Bay and Kitikmeot region until 1965, when he moved to Igloolik. On 12 April 1958, he became a Canadian citizen in a ceremony at Pelly Bay, with Justice Jack Sissons presiding. -

Our aim in the European Transport Safety Lecture is to increase awareness of innovation and research-based solutions to important problems amongst senior levels of government, Parliament and the private sector. By mounting this annual Brussels event our objective is to stimulate a high level debate across the European Union, to exchange knowledge and experience and to help forge new commitment to efforts to reduce the risks and costs of transport crashes. Pieter van Vollenhoven in the 3rd European Transport Safety Lecture “Independent accident investigation: every citizen’s right, society’s duty” addresses the fundamental issue of how we go about determining the contributory factors to transport accidents and the importance of getting the institutional arrangements right. Pieter van Vollenhoven is a leading advocate for independent accident investigation. He chairs the Dutch Transport Safety Board and was the Founder of the International Transport Safety Association. As we await the forthcoming discussion by the EU institutions of the strategy and content of the common transport policy to 2010, there could be no better time to focus on this fundamental area of activity and to highlight appropriate EU actions. -

Corruption and Human Trafficking; an Explorative Analysis
Indicators of corruption: further explorations of the link between corruption and implementation failure in anti-trafficking policies Jan Van Dijk1 & Fanny Klerx-Van Mierlo2 Abstract: We present key results of the EU ICS and ICVS 2005 concerning victimisation by bribe- seeking from public officials. Next we present findings of secondary analyses of the ICVS- based measure of corruption. The results show that country rates for corruption are only weakly related to victimisation by ordinary crime. They also show that the ICVS rates of actual experiences with bribe- seeking are moderately strongly related to perception- based corruption measures such as the Corruption Perception Index of Transparency International and the Control of Corruption Index of the World Bank Institute. We have reviewed previous criminometric analyses of the impact of corruption on the execution of global policies against human trafficking. In this context we have replicated previous analyses using different quantitative measures of both corruption and anti-trafficking policies. In line with the results of Zhang & Pineda (2008) and Seo-Young Cho, Dreher & Neumayer (2011), we found statistically significant inverse correlations between the ICVS – based indicator of corruption and two perception –based corruption indicators of the World Bank and TI respectively, and two measures of implementation failure, the ratings in the Trafficking in Persons Reports by the US State Department and a composite index of compliance with international standards for anti-trafficking policies constructed by Seo- 1 Pieter van Vollenhoven Professor of Victimology and Human Security, International Victimology Institute (INTERVICT), University of Tilburg, The Netherlands.
