In the past, Marxist-structuralist theories have contributed to the research on revolutions and the international but are insufficient to explain recent cases and a contemporary generation of scholars has provided more multivariate and processual theories about revolutions. Within this field, this thesis concerns the theory development about revolutions and their international dimension. The guiding argument guiding is that revolutions are internatio na l events which are being shaped by and shaping the international system. Using the concept of “negotiated revolutions” by George Lawson, the Armenian “Velvet Revolution” 2018 is analysed as a comparative case-study to describe its international aspects. By applying the theory to a new case, it can be explored whether it still holds in another context beyond the cases with that Lawson established it. The analysis uses qualitative data from multiple sources, employing an intersoc iet y approach and incorporating different contemporary explanations into the analysis of the case and its characteristics. It is concluded that the concept negotiated revolution is well suited to explain the dynamics of the Armenian Revolution in relation to the international system. Strategy for Tertiary Education At present, there is no strategic plan document for the higher education sector in Armenia. The government’s objectives for the sector were briefly highlighted in the government program approved in February 2019. An action plan of the government program was developed and approved in May 2019. The new government is planning to draft a strategic plan for the sector in the near future. 2. Governance of Systems and Institutions The regulatory framework does not generate a level-playing field. Private universities and cross-border institutions have considerably more autonomy as compared to public universities, particularly with regard to governance and financial Public Disclosure Authorized matters. The regulatory framework includes some provisions to improve meritocratic human resource practices and horizontal governance practices, but they primarily apply to public universities. The Government of Armenia has developed an anti-corruption strategy, but it is not perceived to be effective. 3. Financing There is a stable funding mechanism for public universities. It is transparent but is considered outdated. Performance-based funding is currently not used, although the government is considering its introduction in the near future. Universities can receive some competitive funding for education, research and innovation. 4. Quality Assurance There is a quality assurance and accreditation agency (the National Center for Professional Education Quality Assurance or ANQA), but at present it mainly covers the public-sector universities. ANQA has developed quality assurance standards, which are currently being implemented by the institutions. Summary This report focused on the rights of education of displaced children of the Republic of Artsakh in the Republic of Armenia, who flee their homeland due to the war of 2020 between Armenia and Azerbaijan over the territories of Artsakh. During negotiations regarding the disputed territory, the region and conflict are called Nagorno-Karabakh because it involves the unrecognized republic of Artsakh and 7 regions which were under Armenia forces control and were part of Artsakh’s administrative division and they were going to remain like that until the status of Artsakh was solved. So, during the whole report Artsakh and its 7 regions which were under Artsakh’s control, and were populated by indigenous Armenians who became now refugees, will be addressed as the Republic of Artsakh. Please note, that in direct quotations the region may be referred to as Nagorno-Karabakh. Although an agreement was signed and the war in Artsakh ended, not all displaced families want to go back, because now seven regions of Artsakh are under the control of Azerbaijan. The purpose of this report is to investigate how Armenia accommodates its obligation to respect, protect, and fulfill rights to education for displaced children of Artsakh. Despite the fact that it is not the first military conflict over territories of Artsakh, which caused forced displacement, no previously conducted fact-finding report was focused specifically on the right to education of children displaced to Armenia. This project aims to also increase awareness and draw the state's attention to the displaced children’s problems in Armenia, specifically their right to education.
