HE NOTED THAT THERE HAD IN THE PAST BEEN ATTACKS BY RENAMO ON THE BEIRA-MUTARE PIPELINE AND OTHER ZIMBABWEAN LINES OF COMMUNICATION INSIDE MOZAMBIQUE. ATTACKS, SUCH AS THOSE ON TRUCK CONVOYS CARRYING MAIZE OR OTHER GOODS FROM MALAWI, DO HAVE A DIRECT BEARING ON THE ZIMBABWEAN ECONOMY, MNANGAGWA SAID. 3. SPEAKING ABOUT THE INTERNAL SECURITY SITUATION, THE MINISTER REPORTEDLY TOLD REUTERS THAT THERE ARE INDICATIONS THAT "BANDITRY" IS ON THE DECREASE AND PREDICTED THAT IF THE DISSIDENTS DO NOT RECEIVE EXTERNAL HELP THE GOZ WOULD BE ON TOP OF THE SITUATION BY THE TIME OF THE GENERAL ELECTION. GOZ TROOPS HAD KILLED 116 BANDITS AND CAPTURED "A NUMBER OF OTHERS" SINCE THE CURFEW WAS IMPOSED IN MATABELELAND SOUTH THIS YEAR. HE ESTIMATED THAT BETWEEN 100-200 BANDITS WERE OPERATING IN THE COUNTRY AT PRESENT, ESPECIALLY IN THE COMMUNAL FARMING AREAS, BUT NO MORE THAT 50 ARE BELIEVED TO BE STILL WITHIN THE CURFEW AREA. RECENT INTELLIGENCE INDICATED THAT ZAPU ELEMENTS WERE STILL RECRUITING FORMER ZIPRA PERSONNEL FOR TRAINING IN SOUTH AFRICA, THE MINISTER SAID. THE CURFEW ALSO GAVE THE GOZ THE CHANCE TO EXPLAIN ITS POLICIES TO THE PEOPLE, MANY OF WHOM ARE NOW WILLING TO COOPERATE. "ONCE IT IS CLEAR THAT THE PEOPLE HAVE REJECTED BANDITRY COMPLETELY, BANDITRY WILL DISAPPEAR, AS WILL THE CURFEW," HE STATED. R.G. is simply a perfect embodiment of all our cultural norms and values, our aspirations and expectations, our wants, desires and interests. In his whole life R G has not failed to demonstrate that incredible consciousness of who we are as people. The most vivid imagination of what an ideal Shona person should look like in appearance as well as how he should behave or present himself to the public, finds an exact match in R.G. His presence among us as a leader with and an abundant and compelling inspiration towards the establishment of Shona Nationhood deserves to be honoured and celebrated as a memorable great occasion in the life histories of all the generations of our people. Through the use of strategic informants, it yields important insights into the origins, form and impact of political leadership and civil society in a way that will expose the dynamics of elite and grassroots mobilisation and the political context in which land policy is either made or obstructed. Specifically, this dissertation examines two research questions. First, if political leadership is not representative of the citizenry, is land policy more likely to engender overt conflict? Second, if civil society has an autonomous role in the public sphere, is land policy more likely to benefit citizens? This dissertation also confronts an emerging empirical problem: the absence of descriptive data in regards to how civil society and political leadership have engaged in reforming land policy in Zimbabwe during the period of transition from 2008 to 2013.
