El cambio de siste- ma de reparto de la compensación por copia privada cuando el siste- ma del canon funcionaba adecuadamente resultó ser producto de la improvisación combinada por la falta de respeto al creador y a su derecho a servirse para ello de las sociedades de gestión. Es verdad que el propio Gobierno se escudó —quizá ni eso, simplemente le vino bien para algo que consideraba irrelevante— en el escándalo de la SGAE, en la demagogia de los defensores del gratis total y, una vez más, en su pereza característica a la hora de resolver cuestiones que tuvieran que ver con la cultura, desde esta de los repartos de los dere- chos a esa ley de mecenazgo que habrá de dormir el sueño de los jus- tos quedando como una línea más en un programa electoral olvidable OPINIÓN de oficio. El dictamen de la Unión Europea supondrá la vuelta al siste- ma de canon sobre los dispositivos de reproducción para financiar la compensación equitativa por copia privada y el nuevo Gobierno refor- mar en ese aspecto, de una vez por todas, la Ley de Propiedad Inte- lectual, como señalaba en un esclarecedor artículo publicado el 1 de julio en el diario El Mundo Fernando Carbajo, uno de los mejores expertos en el tema. Significa ello que el Centro Español de Derechos Reprográficos (CEDRO) volverá a cobrar pleno sentido como gestor y repartidor de los derechos citados y, por ello, también a las revistas culturales volverá a llegarles ese pequeño alivio que suponía la recau- dación por copia privada y su correspondiente abono. Naturalmente, seguirán opinando algunos que la gente de la cultura no merece vivir de su trabajo, que está vendida a la izquierda y todas esas cosas que se leen en las redes sociales. Pues bien, de esa misma cultura y del gobierno que la organice depende acabar o no con un estereotipo tan cavernícola y tan nuestro. Precisamente con los estereotipos y, reconozcámoslo, con una cierta falta de cultura, tiene que ver la idea de Somos —el Podemos de Asturias—, a través de la concejala del Ayuntamiento de Oviedo Isabel González Bermejo, de suprimir los Premios Líricos Teatro Cam- poamor. Según ella son caros para la corporación —260.000 euros— y no aportan suficiente eco mediático. No se atreve la edil, sin embargo, con los Princesa de Asturias, porque aunque sea mayor la aportación del ayuntamiento de la ciudad le luce más a efectos mediáticos. Y, además, el cielo puede esperar. Yerra el tiro la concejala, se supone perfectamente consciente de lo que significan o no los premios en el contexto de una cultura que aporta un porcentaje importante del PIB nacional, al dejar pasar de largo la pieza mayor —ahí si hubiera vivido su minuto de gloria— mientras marea la perdiz con salvas. Por mi parte, François Holande anuncia que en los presupuestos generales franceses para el próximo año, la partida para cultura aumentará en un 5% y tendrá “un carácter prioritario”. “Los artistas son el orgullo de nuestro país”, dijo mientras anunciaba la medida.
