ENVIRONMENT MONITORING REPORT

1. Introduction

Asian Development Bank (ADB) has approved a project loan of U$ 300 Millions in June 2011 for Widening and Reconstruction 15 roads of about 1080 Kms of length in Madhya Pradesh. The project titled Madhya Pradesh State Road Project-III (MPSRP- III) will improve transport efficiency of the State road network which will contribute to expansion of economic opportunities and poverty reduction. Madhya Pradesh Road Development Corporation (MPRDC) is the executing agency for the project. All the Fifteen contracts under the project (two for consultancy services for construction supervision and thirteen civil work contracts) are under implementation.

All the sub projects have been assessed to be of environmental category B as per ADB’s Safeguard Policy Statement (2009) and environmental assessment guidelines 2003.

These 15 State Highways/Project Roads have been divided into 13 packages which have been awarded as under.

Pkg-04 and Pkg-10 which were terminated due to non-performance of civil work contractor has been retendered as Package-04A & Package-10A. The package-wise project progress details is provided as Annexure-I

2. Compliance status with National/State/Local statutory environmental requirements: MPRDC have obtained permissions required for working in forest area, permission for cutting trees etc. MPRDC and supervision consultant asked the civil works contractors to obtain all permissions required under the existing statutory environmental regulations. MPRDC regularly instruct to Supervision Consultant is periodically writing to contractors to obtain/renew statutory clearances/consents for Quarry sites from Mining Departments/SEIAA and for plants established at their respective sites from State Pollution Control board and to submit the complete details regarding the status of clearances/approvals/consents applied for/obtained. The Contractors has also been asked to submit Pollution Under Control Certificate (PUC) for vehicles engaged on construction activity. The status of “Compliance with Environmental Regulations” is detailed in Annexure- II

4. Compliance status with environmental management plans as stipulated in the environmental documentation as agreed with ADB.

Supervision Consultant, through its environmental expert, closely monitors the implementation of environmental issues of all packages through regular review meetings held with the nominated Environmental Officers of Contractor’s staff of each sub project site and by visiting the construction sites. In addition to this, for effective day to day supervision of implementation of environmental aspects, the supervision consultants have designated their existing site staff to look after these aspects of the project. The supervision consultant submits Monthly/Quarterly progress report to MPRDC that includes information on implementation of environmental issues. The environmental information captured in these reports includes environmental monitoring status of construction sites, pollution control measure being adopted, and measures for workers safety at construction site and camp site, safety of road user/public etc. The Supervision Consultant has assessed the implementation of EMMP during the reporting period generally satisfactory. However, Contractors’ compliance with safety arrangements, traffic management and usage of personal protective equipment (PPE) could be further improved. During the reporting period public consultations were carried out at contract package-2 (13.03.2015), Package-04A (21.06.2015), package-10A (04.02.2015), package- 12(05.02.2015) and package-13 (09&10.02.2015) .The Photographs are enclosed as Annexure-III The complaint handling system has been established at each construction sites for effective and timely redressal of public grievances such as maintaining of register, display boards, contact number of responsible persons have been displayed. No complaint received from the public during this six month period i.e. from January to June 2015. MPRDC also organised one day training program on “Implementation of Environmental Management & Monitoring Plan (EMMP) at MPRDC office, Jabalpur on 7.02.2015. The MPRDC staff, Supervision Consultant, URS Scottwilson Pvt. Ltd. (Package-2, Jabalpur) and Contractor’s key staff were invited to attend the program. Also on 16.03.2015 MPRDC organised one day training programme on “Implementation of Environmental Management & Monitoring Plan (EMMP) at MPRDC office, Bhopal with an aim to improve compliance with environmental mitigation measures provided in contract documents and as agreed with ADB. The MPRDC

staff, Supervision Consultant, ICT Pvt. Ltd. (Package-1, Bhopal) and Contractor’s key staff were invited to attend the program.

The various issues covered in this training program includes Environmental Safeguards Requirements, Environmental Management & Monitoring Plan, Implementation of EMMP, Roles and Responsibilities of ADB’s/ Client’s/ Consultant’s/Contractor, Clearances Required for Project, Challenges in Implementing EMMP, Effect of EMP Noncompliance etc. The photographs of good and bad practice were also shared with the attendees’. Thereafter questions and answers session was held along with a small quiz on EMMP and other related issues to comprehend the level of understanding of participants and to get feedback from them. (Photographs attached in annexure-II) 5. Approach and Methodology engaged for environmental monitoring of the project.

The Supervision Consultant instructed the civil work contractors to ensure the monitoring of ambient air quality, water quality and noise level as per the agreed monitoring plans. The sampling location for these components have been identified based on environmental sensitive locations like school, hospital, construction sites, pollution sources, discharge points, camp sites, forest area (If any) etc. The details on environmental components, parameters, methodology, duration of monitoring and instruments are described in following table. 6. Monitoring of environmental receptors/attributes (e.g. ambient air, surface water, ground water and Noise):-

During this reporting period, monitoring of components such as ambient air quality, water quality and noise level was carried out by the civil work contractors of Package- 01 & 03 in the month February, for Package-02 in the month of May and for Package- Package-04A in the month of June. Pkg – 10A in the month of June and Pkg- 12 & Pkg-13 in the month of March. The contractor’s hired the services of environmental monitoring laboratories, accredited by NABL/MOEF/SPCB, to monitor air, water and noise parameters. 9. Follow-up actions and conclusions

The contractors are repeatedly reminded to take care of environmental issues emerging by execution of project and strictly adhere to the provisions of EMP and FIDIC conditions to minimize negative impact on surrounding. The Supervision Consultant has assessed the implementation of EMMP during the reporting period generally satisfactory. However, the areas where there is scope of improvement are providing safety measures for worker & traffic, debris/construction waste disposal particularly bituminous waste, dust suppression and camp site management.

Further not required renewed & valid from 13.02.2015 till 31.12.2015. Workmen compensation insurance/CAR Policy : Submitted, valid from 07.04.2015 to 06.10.2015 (workman Compensation Insurance Certificate) and 02.08.2014 to 02.08.2015 (CAR Policy).

Pkg13 Sidhi-Behori MPPCB renewed Consent to Operate for HM and crushers valid from submitted Labour License : 19.02.2014 to 18.02.2015 ( Vilage-Chhuhi , Khasra No -1659, Area- Submitted As per MOEF 0.39Ha, Tehsil –Majhouli , District-Sidhi Workmen amendment compensation in EIA insurance /CAR notification Policy : 2006, EC is Submitted, and not required valid till 06-04-2016.
