Introduction Asian Development Bank (ADB) has approved a project loan of U$ 300 Millions in June 2011 for Widening and Reconstruction 15 roads of about 1080 Kms of length in Madhya Pradesh. The project titled Madhya Pradesh State Road Project-III (MPSRP- III) will improve transport efficiency of the State road network which will contribute to expansion of economic opportunities and poverty reduction. Madhya Pradesh Road Development Corporation (MPRDC) is the executing agency for the project. All the Fifteen contracts under the project (two for consultancy services for construction supervision and thirteen civil work contracts) are under implementation. All the sub projects have been assessed to be of environmental category B as per ADB’s Safeguard Policy Statement (2009) and environmental assessment guidelines 2003. These 15 State Highways/Project Roads have been divided into 13 packages which have been awarded as under. Pkg.1 Bhind Ater-Porsa (SH-2), Pkg 2:-Mihona-Lahar-Daboh-Bhander-Chirgaon (SH- 45), Pkg-3 Pichore-Chanderi-Mungawali-Onder-Kurwai (SH-19), Pkg 4A:- (1) Manwar- Mangod (Bhanderi)(SH-38), (2) Sardarpur-Rajgarh-Bagh (SH-39), Pkg 5:- Agar-Barod- Alot-jawara (SH-41Ext), Pkg 6:- Pachore-Chhapikheda-Jirapur-Machalpur-Soyat(51), Pkg 7:- (1) Badi-Baktara-Dobi-Shahganj-Budhani(15) (2), Silwani-Udaipura, Pkg 8:- Rahatgarh-Khurai-Khimlasa, Pkg 9:- Damoh-Hata-Gaisabad-Smariya, Pkg 10A:- Hata-Patera-Kumhari & Raipura-Saliya-Bahuriband-Sehora, Pkg-11-Amarpatan- Gorsari-Badera (SH-11), Pkg-12-Sundara-Singhpur-Kothi-Jaitwara-Birsinghpur- Semaria (SH-52), Pkg-13-Sidhi-Behori(SH-60). Pkg-04 and Pkg-10 which were terminated due to non-performance of civil work contractor has been retendered as Package-04A & Package-10A. The package-wise project progress details is provided as Annexure-I 2. Compliance status with National/State/Local statutory environmental requirements: MPRDC have obtained permissions required for working in forest area, permission for cutting trees etc. MPRDC and supervision consultant asked the civil works contractors to obtain all permissions required under the existing statutory environmental regulations. MPRDC regularly instruct to Supervision Consultant is periodically writing to contractors to obtain/renew statutory clearances/consents for Quarry sites from Mining Departments/SEIAA and for plants established at their respective sites from State Pollution Control board and to submit the complete details regarding the status of clearances/approvals/consents applied for/obtained. The Contractors has also been asked to submit Pollution Under Control Certificate (PUC) for vehicles engaged on construction activity.
