The sport’s governing bodies have responded by implementing an aggressive new antidoping program known as the biological passport. Cycling’s biological passport marks a departure from traditional antidoping efforts, which have focused on directly detecting prohibited substances in a cyclist’s system. Instead, the biological passport tracks biological variables in a cyclist’s blood and urine over time, monitoring for fluctuations that are thought to indirectly reveal the effects of doping. Although this method of indirect detection is promising, it also raises serious legal and scientific concerns. Since its introduction, the cycling community has debated the reliability of indirect biological-passport evidence and the clarity, consistency, and transparency of its use in proving doping violations. This Version: January 2010 Abstract. This article develops a socio-economic model that analyzes the doping decision of professional athletes. In their evaluation of whether to use performance enhancing drugs athletes consider not only costs and benefits (through rank improvement) but also approval by their fellow athletes. Peer- group approval is modeled as a lagged endogenous variable depending on the share of doping athletes in the history of a sport. This way, the model can explain an equilibrium of high incidence of doping as a \doping culture". Besides the comparative statics of the equilibrium (how can a doping culture be eliminated?) the article also investigates how the doping decision is affected by standards set by the respective leader in a sport, e.g. Olympic qualification marks, and by the taste for victory resulting from the disproportionate public veneration of winners. Although professional cyclists are sanctioned for violating anti-doping rules on an almost regular basis, the investigation and lifetime ban of Lance Armstrong highlighted the serious problems facing the sport. Increased efforts to police drug use in cycling appear to be ineffective; however, as Armstrong’s situation may reveal, private law-suits have the potential to serve as a new and additional deterrent to cheating in the future. The aftermath of Armstrong’s admission has led to bickering of the major regulatory agencies, leading the general public to question whether the sport will ever be clean.

Not a week goes by without hearing about doping, corruption, violence, competition-rigging, or player trafficking, and that is only the tip of the iceberg. This is damaging to the sporting ethics in dissociable from good sporting governance. Without any doubt, these ethical issues will be at the center of the concerns and challenges to come for the International Olympic Committee and all the other national sports federations. Introduction Doping: an account of the most publicized scandals In relation to doping problems in particular, cycling was, rightly or wrongly, the first to attract a good deal of attention. It began in 1998 with the Festina scandal and the Tour de France. Three days before the start of the tour in Dublin, Willy Voet, the Festina soigneur, was stopped in his car by French customs. The customs officers found an unbelievable haul of doping agents, indicating that doping was being organized in the leading team of the time. The shock wave was immense. The Festina team was expelled from the competition. Under the pressure of questioning, some riders admitted their guilt and were suspended. Willy Voet received a fine and a 10-month suspended sentence, as did the Festina Sports Director Bruno Roussel.

This results from a decision of the Tour de France organizer, Amaury Sport Organisation (ASO), not to invite the cycling team Astana to the cycling races that it organizes in 2008, including the 2008 Tour de France. ASO’s decision is based on the damage caused by this team during the 2007 Tour de France and to cycling in general, both in 2006 and 2007.1 Prior to the start of the 2006 Tour de France, Astana was excluded from the Tour de France after five of its riders were implicated in a doping scandal. In the 2007 Tour de France, Astana pulled out of the Tour de France after its team leader Alexander Vinokourov tested positive for blood doping on July 24, 2007. Astana’s doping problem is a small piece of a long history of drugs scandals that have tarnished the credit of professional cycling over the last decade. Suffice to remember the highly media covered Festina affair in the 1998 Tour de France where the Festina physician Willy Voet was caught by border officials with large quantities of doping products in his Festina team car, and several members of the team, including the 1997 World Champion Laurent Brochard, were arrested and admitted to taking erythropoietin (EPO).2 Suffice also to cite the name of the famous Spanish doping case, Operación Puerto, against Dr.
