Mathushnan Mr. F.X.C.Hariharan 5 Message from the President Time to Work Together Dear Old Centralites of the World, We have 07 OBAs in Jaffna, Colombo, London, Sydney, Toronto, Paris and Oslo. With a combined age of 250 years or more. Our Alma Mater is 201 years old. There are active old boys in the US, NZ, Swiss and Melbourne as well. The JECT (JCC Edu Care Trust) is also busy and purposeful working with the College. Our numbers are our strength. Let's capitalize on our combined strength, brothers. We need to connect more with each other, sharing our school-related information, helping each other and doing more good to the School. That involves a clear and helpful dialogue with the Principal and the School Administration as a two-way process. We have no doubt that the Administration will work in tandem with the old boys and make matters easy for themselves with our assistance. After all the old boys are the College's Partners in Progress. Friends, “Clear Communication” are the need of the hour from now on to propel our Alma Mater towards improved performance in both education and sports. Therefore, let us old boys and the OBAs (1) Communicate and reach a consensus among us on various issues that crop-up from time to time. (2) Discuss matters on a positive note with the Principal and help him find solutions. After all, we are our College's Partners in Progress! 6 We are certain that the Principal and the School Administration would make optimum use of our goodwill and the finances. Secretary’s Report – 2016-17 This report summarises the main activities of the Jaffna Central College, Colombo Old Boys Association (COBA), for a period of about nine months, since the last AGM which was held on 22nd October 2016. Any names and or activities omitted are by mistake and not by design. My apologies in advance. COBA is headed by Mr.S.S.Sivakumar, President for the third year in succession with a team of passionate old boys and a single lady. A heady mix of vintage, variety, youth and experience. The Executive Committee (Ex-Co) meets monthly at the Methodist Memorial Church Hall, Colombo 6. Reputed old boys from abroad who pass through Colombo are invited and recognised at these meetings. So are the scholarship-recipient undergrads, from time to time. Numerous informal meetings are also held at short notice, when the occasion demands. Attendance at the monthly Ex-Co meeting is an average of 14 to 16. Two members resigned from the Ex-Co, mid-way during the term due to personal commitments. Sub-Committees, headed by individual Chairmen are appointed for the ease of operations in the following areas: Education Membership Drive Media & Website Sports and Recreation Fund-Raising & Joint Scholarship Programme. Education - Dr. A.Sivasothy, Chairman We screen and select the needy undergrads from JCC and provide them monthly cash allowances, thanks to the magnanimity of our members. We monitor the educational progress of recipients. 8 Mr. M. Amirthanayagam, Vice President, has been supporting an undergraduate from the University of Moratuwa with Rs5,000/- per month, since 2016. Mr. S. S. Sivakumar, President provides Rs.5,000/- on a monthly basis to an undergraduate from the Sabragamuwa University, since January 2017. Mr. P. Nadaraja, Life Member and his family, pay Rs.10,000/- annually to an undergrad from the Peradeniya University, since January 2017. Mr. S. Prabaharan, Vice President, has come forward to offer Rs.5,000/- per month to a deserving undergraduate. The Education Committee to finalize the recipient soon in consultation with the Donor. An old boy Donor from Jaffna, who prefers anonymity, offered an initial sum of Rs.5,000/- to an Undergraduate from the University of Moratuwa in July 2017. COBA facilitated this meritorious act and has ensured that the student receives a further Rs.10,000/- per year as well, as part of our Joint Scholarship Programme. JCC Educare Trust(JECT): As a gesture of goodwill, Mr. S. S. Sivakumar has committed Rs.240,000/- in his personal capacity for one year's Special English Classes for Grade 1 & 2 at JCC. The classes are in session from May 2017. The first quarterly installment of Rs.60,000/- has been paid already. An English Tutor is paid Rs.20,000/- monthly under this programme by the JECT. Mr. Kris Krishnakumar, Chairman, JECT, met our President Mr. S.S Sivakumar and Dr. A. Sivasothy, Vice President in Colombo, a month ago. The discussion centered on the ongoing work done by the JECT at JCC. Dr.A.Sivasothy and Mr. S. P. Rajeevan met the Principal Mr. S. K. Elilventhan and discussed a Motivational Programme, targeting the Teachers of Ordinary Level at Central. Well known Educationists led by a former Vice Chancellor are to be invited for a day of lecture and role-play at a holiday resort, away from Jaffna. Certain delays were experienced with the implementation of this epoch-making programme because of the crowded calendar of activities at Central during the first two terms. We await the feedback and the co-operation of the Teachers / Principal and aim to conduct the programme as early as possible. Target: To encourage and ensure better results in the GCE-OL exam. 9 Membership Drive - Mr Victor Forman, Chairman More concentrated efforts are made to enrol new members. As of today, we have 289 registered life members including seven enrolled during the last nine months. COBA was saddened with the untimely demise of Mr.S.Sivarathikan during December 2016. He was a very long-standing and devoted member who rendered yeoman services as the Treasurer and Vice President during different years. Mr. K. Mahendranathan, who was instrumental in reactivating COBA during the 1980s/90s succumbed to injuries in a road accident in Jaffna during July 2017.

Professor Sir, you stand here before us as a distinguished old boy and unique in every respect, being the only person in service in this country as a Fellow of the Institute of Electrical & Electronics Engineering with the citation; for contributions to computational methods for design optimization of electrical devices. In addition you hold a higher Doctorate in the field.

Pararajasingam March towards the Bicentennial At the beginning of the year that marked the 195th anniversary of the College, the Principal called upon all the students, staff, parents and well-wishers to join in the march towards the College’sbicentennial. I decided to join the ‘army’ in my own little way. I thought of initiating the process of digitizing and converting all the magazines in the College library into MS Word or other Editable Formats, with the following objectives in mind: To preserve the historic books in the College library for generations to come. To enable the Management and Editors interested to easily search what they are looking for. To enable stakeholders like Old Boys to quickly access the information that they require. To make images easy to extract and reuse. This can’t be done with a PDF, because its images are embedded. To easily edit large areas of text. To make the magazines in the library easily accessible to everyone by uploading them on the internet The oldest magazine in the library, published in 1905 appeared to be the best place to begin work on. The task was much harder than expected, taking more than 50 hours of man hours. Though cumbersome, the walk down memory lane I took, proved to be very informative and enjoyable.     March 12, 1991 HUMAN RIGHTS IN SRI LANKA AN UPDATE Introduction As the killing of Deputy Defense Minister Ranjan Wijeratne on March 2, 1991 underscores, the Sri Lankan human rights situation is marked by lawlessness on all sides.1 Wijeratne, who ran an often brutal government campaign against Tamil separatists, was killed together with 18 others in a car bomb explosion in Sri Lanka's capital, Colombo. It was not immediately clear which of the several parties with grievances against the minister was responsible. Those parties include militant groups such as the Janatha Vimukthi Peramuna (JVP), a radical Sinhalese nationalist insurgency operating in the south of the country, and the Liberation Tigers of Tamil Eelam (LTTE, also known as the Tamil Tigers), the largest of numerous armed Tamil guerrilla groups fighting for an independent state in the northeast. All have committed atrocities in the course of the civil war. The government, for its part, has directly contributed to the violence by supporting, training and arming groups with a history of abuses against civilians, sometimes supporting two or more rival factions against each other, sometimes encouraging the formation of death squads composed of members of the security forces. It has engaged in a series of purges of suspected sympathizers of the various guerrilla groups, involving mass arrests, disappearances and extrajudicial executions. The top leaders of the JVP, responsible for thousands of killings in 1988-89 of government officials, members of the security forces and citizens believed to be working with them, were shot dead while in custody in late 1989. In August 1990, after a new round of fighting between government forces and Tamil guerrillas broke out, Wijeratne told the Sri Lankan Parliament, "Just as we dealt with the JVP, the scum of the South, we shall deal with this scum of the North.
