Belonging in and through human-fish relations is an affective, embodied, and dynamic relation. It is a reciprocal relation that expresses an Anishinaabe cosmology and rich knowledge and governance traditions. The diverse ways that Nipissing peoples belong to the lake are not represented in provincial fisheries policy and dominant epistemic frameworks; on the contrary, current provisions for Aboriginal Traditional Knowledge, ecosystem-based management, and Aboriginal partnerships preserve what Douglas Harris calls the legal capture of fish. In this dissertation, I write beyond the question of how Indigenous Knowledge Systems can improve Canadian fisheries management to center the diverse ways that Nipissing peoples value fish, know the lake, and enact their laws. Theorizing with difference, with that which seems contradictory and fragmented, my research performs important bridging work. Drawing on Nipissing and Anishinaabe theories and embodiments of power, change and transformation, my work seeks to interpret the efforts by Nipissing First Nation members to maintain relations with a hotly contested resource in a deeply challenging historio-legal environment. ii Acknowledgments Many teachers, friends, and institutions have supported this work. ABOUT FIRST NATION AUTONOMY & ANISHINABEK UNITY First Nation Autonomy - First Nation autonomy while working together in unity as the Anishinabek, an Indigenous Nation of People, has always been the basis of both the proposed Governance Agreement and the ratified Anishinabek Nation Education Agreement. Autonomy and unity were stated often by approximately 4,000 First Nation citizens who participated each year in the Nation Building and Restoration of Jurisdiction consultation processes from 1995 to now. These processes were facilitated by the Union of Ontario Indians under the direction of the Anishinabek Grand Council. There have been many Grand Council Resolutions providing direction by First Nation Chiefs over the years on the education and governance initiatives. The Anishinabek Grand Council – The Anishinabek Grand Council has its roots in the Ojibway (Chippewas), Odawa and Potawatomi Nations which formed the Confederacy of the Three Fires of peoples who shared similar languages and territories and who met together for military and political purposes. By the mid 1700s, the Council of Three Fires became the core of the Great Lakes Confederacy. The Hurons, Algonquins, Nipissing, Sauks, Foxes, and others joined the Great Lakes Confederacy. In 1870, after Canada's creation in 1867, the Confederacy transformed to the Grand General Indian Council of Ontario and Quebec. According to the minutes of the annual meetings, much of the Grand Council's time was spent on reviewing the Indian Act. Today the Anishinabek Grand Council represents 39 First Nations and approximately 65,000 First Nation citizens. The Union of Ontario Indians - In 1949, the Union of Ontario Indians (UOI) was established to replace the Grand General Indian Council.

Logical reasoning is the surest way to overcome the unknown. Having an understanding of the reasons things are the way they are and how they got that way can help an individual to utilize his or her resources more effectively. I want my students to realize that changes that have taken place on the earth in the past have had an effect on them. Why are some towns in Indiana subject to flooding, whereas others are not? Why are cemeteries built on old beach fronts in Northwest Indiana? Why would it be easier to dig a basement in Valparaiso than in Bloomington? These things are a direct result of the glaciers that advanced southward over Indiana during the last Ice Age. The history of the land upon which we live is fascinating. Why are there large granite boulders nested in some of the fields of northern Indiana since Indiana has no granite bedrock? They are known as glacial erratics, or dropstones, and were formed in Canada or the upper Midwest hundreds of millions of years ago.

Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius , ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. i i iii In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. It contributes to our understanding of Roman accounting in several notable ways. The style and approach of Roman documents are now categorized to reflect differing levels of complexity and sophistication. With the aid of this delineation, and by comparison with the practices of various other premodern societies, we can now more readily appreciate the distinct attributes present at each level in Roman accounting practices. Additionally, due to the greater accessibility of Roman accounting documents in recent years – in particular, through John Matthews’ work on the Journey of Theophanes, Dominic Rathbone’s study of the Heroninos archive, and the reading of the Vindolanda tablets -- it becomes easier to appreciate such differences among the few larger caches of accounting documents. Moreover, the dissertation seeks to distinguish varying grades of accountant. Above all, it emphasizes the need to separate the functions of accounting and auditing, and to gauge the essential characteristics and roles of both. In both regards, it is claimed, the Roman method showed competency. The dissertation further shows how economic and accounting theory has influenced perceptions about Roman accounting practices.
