(De Beers, Or the Proponent) Has Identified a Diamond
VICTOR DIAMOND PROJECT Comprehensive Study Report 1.0 INTRODUCTION 1.1 Project Overview and Background De Beers Canada Inc. (De Beers, or the Proponent) has identified a diamond resource, approximately 90 km west of the First Nation community of Attawapiskat, within the James Bay Lowlands of Ontario, (Figure 1-1). The resource consists of two kimberlite (diamond bearing ore) pipes, referred to as Victor Main and Victor Southwest. The proposed development is called the Victor Diamond Project. Appendix A is a corporate profile of De Beers, provided by the Proponent. Advanced exploration activities were carried out at the Victor site during 2000 and 2001, during which time approximately 10,000 tonnes of kimberlite were recovered from surface trenching and large diameter drilling, for on-site testing. An 80-person camp was established, along with a sample processing plant, and a winter airstrip to support the program. Desktop (2001), Prefeasibility (2002) and Feasibility (2003) engineering studies have been carried out, indicating to De Beers that the Victor Diamond Project (VDP) is technically feasible and economically viable. The resource is valued at 28.5 Mt, containing an estimated 6.5 million carats of diamonds. De Beers’ current mineral claims in the vicinity of the Victor site are shown on Figure 1-2. The Proponent’s project plan provides for the development of an open pit mine with on-site ore processing. Mining and processing will be carried out at an approximate ore throughput of 2.5 million tonnes/year (2.5 Mt/a), or about 7,000 tonnes/day. Associated project infrastructure linking the Victor site to Attawapiskat include the existing south winter road and a proposed 115 kV transmission line, and possibly a small barge landing area to be constructed in Attawapiskat for use during the project construction phase. -

IX.1 Rock Lake NMF Conducted surveys with assistance from Otto Jacob during one of the days. Surveys focused on dry-mesic northern forest and granitic features within the forested matrix. Documented high-quality dry-mesic northern forest, granite bedrock glade, granite cliff, poor fen, northern wet meadow, and submergent marsh. The juxtaposition of high-quality bedrock features adjacent to high-quality wetlands was notable. In addition, the following natural communities were identified as inclusions or zones within these communities or were noted in passing during the course of surveys: rich conifer swamp, muskeg, and northern shrub thicket. Life History and Population Dynamics of Lake Sturgeon
LIFE HISTORY AND POPULATION DYNAMICS OF LAKE STURGEON, Acipenser fulvescens, IN THE MUSKEGON RIVER, MICHIGAN by Paul Joseph Vecsei (Under the direction of Douglas L. Peterson) ABSTRACT The lake sturgeon was once abundant throughout Lake Michigan with an estimated 11 million fish prior to human exploitation. By the early 1900s, however, most populations had been decimated by severe over-fishing and habitat degradation. Despite recent interests in restoring the species in Lake Michigan, little is known about the current status of remnant populations. The primary objectives of this study were to estimate annual spawning stock abundance and to identify potential spawning habitat for lake sturgeon on the Muskegon River, Michigan. To capture adult lake sturgeon, I used large-mesh, bottom-set gill nets deployed at the mouth of the Muskegon River from mid- March through May, 2002-2005. Radio telemetry was used to monitor seasonal movements and to identify likely spawning habitats. Sampling for larval lake sturgeon was conducted in May of each year using D-frame drift nets anchored in the mainstream of the river channel. During the 4 years of the study, I expended more than 5000 gill-net hours and captured 59 individual adult lake sturgeon. Larval lake sturgeon were captured in 2 years, suggesting that at least some natural reproduction still occurs. Habitat analysis revealed that the lower Muskegon River likely contains extensive reaches of potential spawning habitat for lake sturgeon. INDEX WORDS: Biology, population dynamics, habitat, lake -
Lakes to Locks Passage Visitor Information System
LAKES TO LOCKS PASSAGE VISITOR INFORMATION SYSTEM Lakes to Locks Passage consists of four sub‐regions ‐‐ Champlain Canal/Upper Hudson River, Lake George, and Lake Champlain in New York and the Richelieu Valley in Quebec. The bi‐national quality of the region not only fully integrates the shared heritage and resources, it strengthens the appeal of the entire region as a national and international destination for travelers. However, the size of the region, distinct sub‐regional character, and complex interpretive story creates a challenge to unify the corridor and provide a “seamless experience” for the visitor. To address this challenge, Lakes to Locks Passage (LTLP) delivers the visitor experience through a hierarchy of visitor information and interpretive facilities that interconnect the communities and their stories. The key feature of the system is the network of LTLP Waypoint Communities, the cities, villages or hamlets that have the ability to “meet and greet” the byway visitor. They all offer lodging, dining and shopping opportunities and are developing infrastructure for visitor information and interpretive centers, as well as intermodal transportation connections, encouraging visitors to stop, walk, bike, and boat the Byway. Waypoint Communities serve as a “hub” for surrounding towns, hamlets, and countryside. Each Waypoint Community provides: • A physical or functional relationship to the LTLP “experience” and resources • Access to cultural attractions, natural and historic features, recreation opportunities • Lodging and dining opportunities • Shopping and access to local products • Interpreted walking, biking, hiking and/or boating opportunities The primary delivery point for building the emotional and intellectual connection between the traveler and the place they have come to visit is through the LTLP Heritage Centers located in each Waypoint Community. -

Ontonagon River Assessment EXECUTIVE SUMMARY This river assessment is one of a series of documents being prepared by Michigan Department of Natural Resources (MDNR), Fisheries Division, for Michigan rivers. This report describes the physical and biological characteristics of the Ontonagon River, discusses how human activities have influenced the river, and serves as an information base for future management activities. Our approach is consistent with Fisheries Division’s mission to “protect and enhance fish environments, habitat, and populations and other forms of aquatic life and to promote the optimum use of these resources for the benefit of the people of Michigan.” River assessments are intended to provide a comprehensive reference for citizens and agency personnel seeking information on a particular river. By compiling and synthesizing existing information, river assessments reveal the complex relationships between rivers, watershed landscapes, biological communities, and humans. This assessment shows the influence of humans on the Ontonagon River and provides an approach for identifying opportunities and addressing problems related to aquatic resources in the Ontonagon River watershed. We hope that this document will increase public awareness of the Ontonagon River and its challenges, and encourage citizens to become more actively involved in decision-making processes that provide sustainable benefits to the river and its users. This document consists of three parts: an introduction, a river assessment, and management options. The river assessment is the nucleus of the report. It provides a description of the Ontonagon River and its watershed in thirteen sections: geography, history, geology, hydrology, soils and land use, channel morphology, dams and barriers, water quality, special jurisdictions, biological communities, fishery management, recreational use, and citizen involvement. -
