Intro 1996 National List of Vascular Plant Species That Occur in Wetlands The Fish and Wildlife Service has prepared a National List of Vascular Plant Species That Occur in Wetlands: 1996 National Summary (1996 National List). The 1996 National List is a draft revision of the National List of Plant Species That Occur in Wetlands: 1988 National Summary (Reed 1988) (1988 National List). The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment. -

SARA is the Act developed by the federal government as a key contribution to the common national effort to protect and conserve species at risk in Canada. SARA came into force in 2003 and one of its purposes is “to provide for the recovery of wildlife species that are extirpated, endangered or threatened as a result of human activity.” What is recovery? In the context of species at risk conservation, recovery is the process by which the decline of an endangered, threatened or extirpated species is arrested or reversed, and threats are removed or reduced to improve the likelihood of the species’ persistence in the wild. A species will be considered recovered when its long-term persistence in the wild has been secured. What is a recovery strategy? A recovery strategy is a planning document that identifies what needs to be done to arrest or reverse the decline of a species. It sets goals and objectives and identifies the main areas of activities to be undertaken. Detailed planning is done at the action plan stage. Recovery strategy development is a commitment of all provinces and territories and of three federal agencies — Environment Canada, Parks Canada Agency and Fisheries and Oceans Canada — under the Accord for the Protection of Species at Risk. -

Upon comparison with recent monographs of Juncaceae and Potamogetonaceae, the 1997 IUCN Red List of Threatened Plants is shown to be an inadequate information source for conservation decisions. A substantial proportion of names listed in the IUCN RL represent synonyms, often belonging to widespread taxa, or remain doubtful taxonomically. If a new Red List is derived from the two new monographic accounts, and compared with the 1997 IUCN RL, the correct data from the latter represent 10–25% of the former. It may concluded that the overall accuracy of the IUCN list is rather low. The importance of global taxonomic monographs as a source of basic data for the accurate compilation of Red Lists is stressed. APPENDIX I: Standards for Ecological Classification A given terrestrial ecological system is defined as a group of plant community types that tend to co-occur within landscapes with similar ecological processes, substrates, and/or environmental gradients. A given terrestrial ecological system will typically manifest itself in a landscape at intermediate geographic scales of 10s to 1,000s of hectares and persist for 50 or more years. Ecological processes include natural disturbances such as fire and flooding. Substrates may include a variety of soil surface and bedrock features, such as shallow soils, alkaline parent materials, sandy/gravelling soils, or peatlands. Finally, environmental gradients include hydrologically defined patterns in coastal zones, arid grassland or desert areas, or montane, alpine or subalpine zones defined by climate. By plant community type, we mean a vegetation classification unit at the association or alliance level of the US National Vegetation Classification (US-NVC) (Grossman et al. 1998, Jennings et al. 2003, NatureServe 2004), or, if these are not available, other comparable vegetation units. US-NVC associations are used wherever possible to describe the component biotic communities of each terrestrial system. Ecological systems are defined using both spatial and temporal criteria that influence the grouping of associations. Associations that consistently co-occur on the landscape therefore define biotic components of each ecological system type. Our approach to ecological systems definition using US-NVC associations is similar to the biotope or habitat approach used, for example, by the EUNIS habitat classification, which explicitly links meso-scale habitat units to European Vegetation Survey alliance units (Rodwell et al. 2002). -

Ecological surveys and Assessments Lake Van Norden Special-status Plant Survey Executive Summary This report presents the results of the focused botanical survey for vascular special-status plants at the proposed Lake Van Norden Dam Spillway Modification Project (proposed project). A complete pedestrian survey of the approximately 160 acre botanical survey area was conducted on June 16th and 17th 2015. The survey generally complied with the botanical survey guidelines of the California Department of Fish and Game (CDFG), the California Native Plant Society (CNPS), the U.S. Fish and Wildlife Service (USFWS), and the Bureau of Land Management (BLM), but differed from these protocols in that a survey of the aquatic habitat was also conducted. The aquatic survey followed guidelines outlined in Aquatic Plant Sampling Protocols: Publication No. 01-03-017 produced by the Washington State Department of Ecology (Parsons 2001). Pre-field research was conducted to select special-status plant species with potential to be found within the survey area. The list of potentially occurring special-status plants was derived from several sources including the California Natural Diversity Database, the CNPS On-line Inventory, and the California Consortium of Herbaria. Twenty-three special-status plant species, including nineteen vascular plants and four non-vascular plants (one liverwort and three mosses) were determined to have potential to occur within the survey area based on habitat preferences and known distribution.
