New York State Senate Capitol Building Empire State Plaza, Albany New York, 12224 September 12, 2018 Dear Senators, This letter is in response to a passing of New York State Senate Resolution J4960, commemorating the 4th Annual New York Immortal Regiment March organized by the Russian Youth of America on May 5, 2018. We, the undersigned, American citizens and residents are profoundly concerned by Resolution J4960 passed on May 8, 2018 by the New York State Senate, that commemorates the 4th Annual New York Immortal Regiment March and the Russian Youth of America that organizes this event in New York City. We have all reasons to think that the Immortal Regiment March in the U.S. is backed by the Russian government via financial and informational support. Moreover, it serves as an instrument of the Kremlin’s “soft power” - economic and cultural influence to promote Putin’s agenda in the United States. While the Immortal Regiment March began as a nonpolitical private grassroots initiative in Russia in 2011, it was soon hijacked by the Russian government to serve official propaganda efforts that praises Russian military victories. The aggressiveness and ideological orientation of the marches manifest themselves through effective visual symbols, most recognizably the St. George ribbon. This ribbon has recently became a symbol of Russian backed troops in Eastern Ukraine. As well as pro-Kremlin organizations, such as AntiMaidan, NOD and SERB that attack pro-democracy activists in Russia. Thereafter, the Immortal Regiment March was effectively transplanted abroad via organizations like the Russian Youth of America, and gained popularity in many parts of the U.S., including cities in N.Y. -

Russia and the EU in a Multipolar World: Invoking the Global in Russian Terms Aziz Elmuradov Introduction Over the past decade, Russia’s relations with the European Union have evolved from competition to conflict. With the Ukraine crisis as a culmination point, many scholars explain the conflictual stand-off as a result of a long-term cri- sis rooted in the internal structure of EU–Russia interaction (Casier 2016; Chaban et al. 2017; Haukkala 2015). While such a perspective contributes to a better understanding of the conflict, there is more to the confrontational dynamics between the two sides. World politics can be traced back not only to the pursuit of national interests, but also to differing ways of envision- ing the world. To a considerable extent, the current conflict with Russia is a conflict of worldviews. In line with the theme of this volume, the following chapter takes this epistemic dimension of world politics seriously. The world and the global are not fixed realms but are constituted in the practices ofcon- crete actors who create their discursive horizons of the world and the global through symbolic representations, narratives and models. This chapter, there- fore, focuses on practices of worldmaking inherent in Russian foreign policy discourse. Retracing popular modes of mapping the world from the Russian perspective, I will show how a multipolar worldview informs the relationship between Russia and the Western world. Russian foreign policy discourse is greatly affected by major trends and trajectories under way in world politics. Russia finds itself in an increasingly dynamic global environment. The world is more volatile and uncertain to- day than at any time since the fall of the Berlin Wall. -

Russian Military Culture during the Reigns of Catherine II and Paul I, 1762-1801 by Eugene Miakinkov A thesis submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History Department of History and Classics University of Alberta ©Eugene Miakinkov, 2015 Abstract This study explores the shape and development of military culture during the reign of Catherine II. Next to the institutions of the autocracy and the Orthodox Church, the military occupied the most important position in imperial Russia, especially in the eighteenth century. Rather than analyzing the military as an institution or a fighting force, this dissertation uses the tools of cultural history to explore its attitudes, values, aspirations, tensions, and beliefs. Patronage and education served to introduce a generation of young nobles to the world of the military culture, and expose it to its values of respect, hierarchy, subordination, but also the importance of professional knowledge. Merit is a crucial component in any military, and Catherine’s military culture had to resolve the tensions between the idea of meritocracy and seniority. All of the above ideas and dilemmas were expressed in a number of military texts that began to appear during Catherine’s reign. It was during that time that the military culture acquired the cultural, political, and intellectual space to develop – a space I label the “military public sphere”. This development was most clearly evident in the publication, by Russian authors, of a range of military literature for the first time in this era. The military culture was also reflected in the symbolic means used by the senior commanders to convey and reinforce its values in the army. -

Roland de La Poype Roland Paulze d'Ivoy de La Poype, né le 28 juillet 1920 aux Pradeaux* et mort le 23 octobre 2012 à Saint-Tropez, est un des pilotes de chasse français les plus fameux et héroïques de la Seconde Guerre mondiale. Il est également un industriel pionnier de la plasturgie* et fondateur du Marineland d'Antibes* en 1970. Biographie Son père, le comte Xavier Paulze d'Ivoy de La Poype, était ingénieur agronome. Colonel de réserve, il fut tué sur le front en mai 1940. Pilote de chasse de la Seconde Guerre mondiale Âgé de 19 ans, il s'engage en décembre 1939 comme élève-pilote pour décrocher son brevet en février 1940, peu avant la ruée allemande de la campagne de France. Il réussit avec ses camarades de l'École principale d'aviation d'Étampes à rejoindre Saint-Jean-de-Luz* au pays basque* et il s'embarque pour l'Angleterre. Après un passage en Afrique-Équatoriale française entre juillet 1940 et janvier 1941 avec les Forces aériennes françaises libres (FAFL*), il intègre en Angleterre le 602 (City of Glasgow*) Squadron (en) de Super marine Spitfire* de la Royal Air Force (RAF) avec le grade de sergent. Preuve de ses qualités, le chef du Squadron britannique, l'as irlandais aux 23 victoires Paddy Finucane*, le choisit comme équipier. Il obtient sa première victoire le 22 août 1942 contre un Messerschmitt 109*.
