Ankeetküsitluse tulemuste seoseanalüüsid ................................................................. 126 3 Sissejuhatus Vaadates Tartu Ülikooli statistikat välisüliõpilaste üldarvust õppeaastatel 2002/2003 kuni 2008/2009, on näha, et välistudengite arv kasvas pidevalt. Näiteks õppeaastal 2002/2003 oli tulnud TÜsse 438 välistudengit, aga õppeaastal 2008/2009 juba 666 (Üldine võrdlus … 2010). Mainitud andmed on ainult Tartu Ülikooli kohta, samas Tartusse tulevad välistudengid ka Maaülikooli ja Balti Kaitsekolledži kaudu. Näiteks aasta 2009 sügissemestri jooksul õppis nende kolme ülikooli peale kokku 768 välisüliõpilast. Nendest andmetest on selgelt näha, et Tartus toimub pidev välisüliõpilaste mobiilsuse kasv, mis suureneb iga aastaga. Suurenenud välistudengite mobiilsus on kasulik mitmel põhjusel. Ühelt poolt muutub Tartu iga aastaga üha rahvusvaheliseks linnaks, teiseks välisüliõpilased kui eri kultuuride ja traditsioonide vahendajad soodustavad dialoogi erinevate rahvuste esindajate vahel, mis omakorda mõjutab positiivselt inimeste kultuurilist avatust. See tähendab, et linna kohalikud elanikud saavad selle kaudu rahvusvahelist kogemust, mille tagajärjel õpivad paremini tundma teisi kultuure. Samuti ei tohi ära unustada, et välisüliõpilased teevad panuse ka kohalikku majandusse (nt kui töötavad või lihtsalt maksavad oma elamise eest). Probleem seisneb aga selles, kas linna kodanikud on valmis neid välismaalasi vastu võtma ning tagama neile meeldivat siinviibimist? Uurides meediakajastusi Tartu välistudengitest, võib öelda, et need ei oma sugugi positiivset tooni. Erinevate aastate lõikes võib leida üksikuid uudislugusid välisüliõpilaste diskrimineerimisjuhtumitest ja rassistlikest rünnakutest Tartus (nt Nuka 2006, Masing 2007, Mets 2010). Õnneks neid juhtumeid ei ole palju, aga samas jutud sellest liiguvad ning see jätab Tartust halva mulje. Tänapäeva situatsioonis, kus informatsioon levib väga kiiresti ja on erinevates kohtades kättesaadav, võib iga negatiivne jutt linnast peegelduda negatiivses hoiakus ja soodustada negatiivse kuvandi teket. Käesoleva uuringu üheks eesmärgiks on uurida, kuidas näevad Tartut kui õppimiskohta siinviibivad välisüliõpilased ning mida annaks areneda, et muuta Tartut veel paremaks ja atraktiivsemaks sihtkohaks välistudengite jaoks. Selle lahenduse leidmiseks on käesoleva uuringu osana korraldatud formaliseeritud küsitlus Tartu välistudengite hulgas. Teine eesmärk on 4 välja selgitada, kuidas näevad Tartut eksperdid, kes turundavad linna kui õppesihtkohta ning kuidas võiks paremini turundada Tartut kui õppimiskohta haridusturul. Selle

Introduction Given the choice between the North Atlantic Treaty Organization and the Euro- pean Security and Defence Policy as providers of their national security, the Baltic states—Estonia, Latvia and Lithuania—look to the USA. One reason is their perception of Russia as a source of instability. Another is their lack of con- fidence in the ability of the ESDP to deal with present-day threats. Although these three states are eager to be ‘normal’ members of the European Union and thus to join in its initiatives, their enthusiasm for the EU’s development of its own military muscle is lukewarm. An EU with some military capability but without the USA’s military strength and leadership holds little promise for them. Since the ESDP vehicle is already on the move, the Baltic states see their main function as ensuring coordination between the ESDP and NATO. Estonia, Latvia and Lithuania want to be ‘Atlanticists from within the ESDP’.1 The Baltic states see themselves as exposed to challenges similar to those confronting the Nordic countries: notably the challenge of the new transatlantic dynamic, which makes it almost impossible to avoid taking sides between the US and Europe on an increasing range of global and specific issues. Being torn in this way is bound to be especially painful for Scandinavian [and Baltic] societies which have strong ties of history, culture and values with both sides of the Atlantic, and which in strategic terms are relatively dependent both on American military and European economic strength.2 The Nordic countries are seen by the Baltic states as allies in this context.

General rules 1.1 To become a certified guide in Tartu city, you need to pass official certification organized by the City of Tartu and the Tartu County Tourism Foundation in cooperation with professional societies of guides. The certification committee consists of representatives of the Tartu County Tourism Foundation, the City of Tartu, the University of Tartu, the Estonian Travel and Tourism Association (ETFL), the Tartu Tourist Guides Association and the Estonian Professional Guides Association. 1.2 Certification is open to all applicants who are at least 18 years old and have acquired secondary education.     Some Key Principles of Multinational Military Education James S. Corum * Introduction Education is something that touches every single member of the military profession, and is important for the civilians who work with the military as well. Military education is something with which everyone in the military has some direct experience. After all, one could not get to top military positions today without attending staff college courses, and often war college-level courses, taught in military institutions. Higher military educa- tionthe focus of this articleis the education that takes place at the rank of major and above and includes the joint staff college courses as well as courses at the strategic level designed for colonels and generals. National armed forces and military education institutions create mission statements defining the institutional and individual goals of each course in higher military educa- tion. The aims of the higher military education institutions in the West are generally similar, with mission statements that reflect the need to develop officers who are critical thinkers and problem solvers, who will be prepared for higher command and to serve ef- fectively in national and multinational staff positions. But while the goals are clear, the process of achieving those goals is usually not as explicitly laid out. As a practitioner, having spent the last twenty-two years as an academic involved in higher-level military education, I have to focus on the process. From this experience I will lay out some prin- ciples that are essential to meet the goals of educating officers to meet tough challenges. While most of the principles set out here are basic to all higher military education insti- tutions, there are a few principles that apply specifically to multinational institutions.
