BACKGROUND: STRATEGY DEVELOPMENT In October 2014 the Timaru District Council resolved that a growth management strategy be prepared for the district. The purpose of the GMS was to provide an overarching framework for managing growth, and to inform land-use zoning and integrate land-use planning and infrastructure provision, including the staging and allocation of infrastructure expenditure. The intent was to provide a strategic management response to several key challenges facing the district over the next 30 years. Those challenges include: • Modest household growth projections and an increase in older population cohorts; • A history of incremental and unconsolidated rural residential development; and • The need to provide an integrated approach to infrastructure provision and sustainable land supply. The GMS is a non-statutory document but will inform Council documents such as Activity Management Plans, and the strategic priorities of the Long-Term Plan. The GMS will also inform the preparation of a reviewed Timaru District Plan. We note that the District Plan is to implement (‘give effect’ to) the relevant provisions of the Canterbury Regional Policy Statement (2013). We were advised that a series of background reports identified the key issues/constraints to urban growth in the area and informed the development of the GMS. In addition, the GMS had been informed by: • The Canterbury Regional Policy Statement and the principles of relevance in the Mahaanui Iwi Management Plan (2013); and • Council strategic planning and policy, including the Long-term Plan, Infrastructure Strategy, Timaru District Plan and Parks Strategy.

These rivers include the Pareora River in the north and the Waihao River in the south, and those between. None of the rivers is large and while they sometimes flood, their usual state is to convey very low flows. Given the population in the region, including Timaru which takes much of its water supply from the upper Pareora River, the region is arguably the most water deficient in the country. More than 100 years of record are available for several raingauges in the region. Mean annual rainfalls are less than 600 mm on the coast, increasing to about 1200 mm at higher points in The Hunters Hills. Monthly rainfalls show a slight tendency toward lower values in winter months. Typical (median) monthly totals range from about 25 mm to about 80 mm. Particularly dry periods occurred in 1914-1916, 1984-1985, 1989-1999 and 2001 to 2003. Since 1996, annual rainfalls have exceeded the mean annual values in only two or three years.

Included are the dates stations were opened for goods and or passenger traffic before the lines were officially opened or handed over to the Working Railways Department. Often the Public Works Department would run goods and passenger services whilst the list was still in their custody. These services were operated by the Public Works Department's ballast engine. Goods were carried in Working Railway's wagons. Occasionally a passenger car or covered wagon fitted with seats were provided, but most times passengers were carried in Public Works' ballast wagons. I have included the stations on the lines owned by the government railways, and private lines where government rolling stock was run thereon. This is an on-going work as I am still looking through files and am finding more names and other information to include in this document. Revised versions will be issued from time to time, the frequency depending upon the new information I find. BENN Department of Conservation, Canterbury Conservancy Office, Christchurch, New Zealand Abstract An updated list of bird species identified at Washdyke Lagoon, Timaru, New Zealand is presented, along with the corresponding threat status and references relating to individual species. The information was based on a literature search of published or readily available information. Sixty-five species were identified (plus hybrids and unidentified species), which expands considerably on previous checklists from the lagoon. Eighteen species (nearly 28%) are threatened or at risk. The number and diversity of species identified emphasises the importance of the lagoon as a coastal wetland habitat on the central east coast of the South Island.
