HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, ENVIRONMENT AND NATIONAL ECONOMY

1 June, 2018 H.E. The Vice President of the Republic of Tanzania, Hon. planting a tree in a natural forest reserve established by the late Father of the Nation Mwl. Julius Kambarage Nyerere. This tree planting ceremony happened during the climax of the World Environment Day nationally commemortated in Butiama, 2017.

HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, ENVIRONMENT AND NATIONAL ECONOMY STATEMENT OF THE MINISTER OF STATE, UNION AFFAIRS AND ENVIRONMENT

On 5th of June 2018, Tanzania will join other countries in the world to mark the World Environment Day (WED). This day was officiated in the first United Nations meeting on environment in Sweden in 1972, where a resolution was passed to mark it as World Environment Day to be globally celebrated each year.

This year, the celebrations are being observed at the international level in New Delhi, India guided by the global theme “Beat Plastic Pollution”. The theme aims at promoting initiatives to discourage environmental degradation and pollution caused by plastic waste and plastic by-products.

At the National Level, we mark WED in Dar es Salaam where city residents and all Tanzanian will have the opportunity to be informed and sensitized on how to combat the environmental challenges that impact Dar es Salaam and the country in general resulting into catastrophes particularly floods; pollution; coastline erosion along the Indian ocean coast and destruction of marine environment; and forest degradation due to the ever increasing consumption of charcoal particularly by residents in urban centres. It is estimated that the city of Dar es Salaam alone consumes more than 300,000 bags of charcoal everyday thus putting pressure on the natural forests and woodlands in other regions. The Celebrations for this year are guided by the Theme “Mkaa Gharama; Tumia Nishati Mbadala”. The theme aims at discouraging the use of charcoal made from trees as a source of energy for cooking and promote the use of alternative sources of fuel.

In recognition of the significance of the environment to the national economy, this year’s commemorations will include holding of a High level Symposium on Environment and National Economy which is co-organized by the Vice President’s Office and the Nordic Embassies. The Symposium will bring together government leaders, development partners, technocrats, private sector and civil societies to the discourse on policy and practice on environment, climate change and economy as we chart the course for achieving sustainable development in Tanzania. The symposium will be conducted at Hyatt Regency, the Kilimanjaro on 1st June 2018 starting at 9:00am and the Guest of Honour will be H.E. Samia Suluhu Hassan, The Vice President of the United Republic of Tanzania.

Apart from the High level Symposium and in order to cherish and promote the national theme, this year’s commemorations will be marked by exhibitions on alternative sources to fuelwood and charcoal as well as displays of technologies in the production of alternative charcoal made from waste and other materials apart from trees. These exhibitions will be held from 31st May to 5th June, 2018 at Mnazi Mmoja Grounds in Dar es Salaam with the aim to promote production and use of alternative sources of fuel to charcoal in the efforts to reduce deforestation caused

As the initiatives to conserve the environment are specifically prescribed in the scriptures, this year’s commemorations will take on board religious leaders of all major faith denominations on the National Dialogue named “National Inter-faith Dialogue on Religion and Environment” to be held on 2nd June, 2018 at Kisenga Hall LAPF Millenium Towers, Kijitonyama Dar es Salaam. The aim is to concretize and bring to responsibility on environmental conservation on our citizens through religion.

On the 3rd of June, 2018 the commemorations will be taken to citizens by conducting a public discussion on environment with a Theme ”Tulonge Mazingira” to be held at Mbagala Zakiem grounds. This will provide an opportunity to the people to talk about environmental conservation at their context with a view to sensitize them in taking action to protect the environment.

The climax of the WED celebrations will be graced by the President of the United Republic of Tanzania H.E. Dr. John Pombe Magufuli. The President will inaugurate the sea wall constructed on the shores along Barrack Obama Road as a protection from sea erosion. Apart from that, there will be a speech and presentation of the Environmental Awards, and the announcement and presentation of awards to winners of Charcoal Challenge, sponsored by Shell Exploration and Production Tanzania Limited.

May I call upon all stakeholders and every citizen to join in celebrating the environmental week effectively by sensitizing and educating one another on matters affecting environmental and climatic changes in their regions. I also encourage residents of Dar es Salaam region to fully participate in this week’s environmental activities by visiting the Mnazi Mmoja grounds to learn and exchange views on best practices in alternative energy technologies and conservation matters.

Let us all be mindful that environmental conservation is a moral responsibility of each and every one of us.

HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, 2 ENVIRONMENT AND NATIONAL ECONOMY ENVIRONMENT AND NATIONAL ECONOMY STATEMENT OF THE AMBASSADOR OF SWEDEN TO TANZANIA

Tanzania has seen impressive economic growth for more than a decade and growth is set to continue as the industrialization efforts are realized. It has led to increased living standards and significant poverty reduction. This growth has come at a certain environmental cost however that is not yet fully accounted for.

Increased economic activities and an increasing population is putting pressure on Tanzania’s abundant natural resources, such as arable land, forests and water. This has led e.g. to high rates of deforestation and land degradation which risks jeopardizing further growth and locking pockets of the population into poverty. The ongoing climate change is posing additional challenges. A set of responses have been put in place by the government but as the trends of national resources degradation continues, there is reason to enhance and further improve the management of these resources. A sustainable management of the environment and natural resources is a prerequisite for long-term economic growth for Tanzania.

It is our sincere hope that this important conference will discuss and propose approaches and new measures for Tanzania in its endeavor to manage and safeguard its natural resources ensuring its use continues to provide economic benefits for present as well as future generations.

The global theme for the commemoration of the World’s Environment Day (WED) this year is “Beat Plastic Pollution”. The theme serves as a persuasion for the global community to bring together efforts to combat plastic pollution, one of the great environmental challenges of our time. Chosen by this year’s host, India, the theme of World Environment Day 2018 invites us all to consider how we can make changes in our everyday lives to reduce the heavy burden of plastic pollution on our natural habitat, marine life, wildlife and our own health.

At national level this commemoration is widely celebrated countrywide in all regions and districts from 1st – 5th June, 2018.The national theme for the commemoration is “Charcoal is Costly: Use Alternative Energy”. This is a call to action for all Tanzanians to join the national efforts to combat deforestation and forest degradation in the country. It also aims at fostering environmental conservation by switching from biomass energy use in form of charcoal and firewood for cooking to other sustainable alternative sources of energy. The Vice President’s Office in collaboration with the Nordic Embassies have organized a “High Level Symposium on Climate Change, Environment and National Economy”. The Symposium is part of the World Environment Day celebrations as well as Nordic Week. It will be held in Dar es Salaam and will bring together policy makers and range of stakeholders to discuss issues related to the impacts of environmental degradation and its significance to the national development. Among other things, the event aims at bringing together stakeholders from the government, private sectors, civil society organizations, development partners, research institutions, academic institution and the public. The congregation will have a dialogue on various issues related to environmental degradation and its significance to the country’s economic development and peoples’ livelihoods. During the event, different topics related to environment will be presented by different renowned experts in the form of panel discussions, followed by discussions from other participants. The discussions will provide suggestions related to strategic, policy and administrative intervention which will help to address a number of environmental challenges and opportunities which our country faces today. It is expected that the meeting will enhance public awareness, engagement and motivation of a large Tanzania community to take appropriate steps to dress the existing environmental challenges.

Expected outcomes of the symposium i. THEME 1. CAN TANZANIA DEVELOP WITH THE CURRENT TRENDS OF ENVIRONMENTAL DEGRADATION?

Environmental problems have evolved over a long period of time and have serious impacts in different parts of the country. The costs associated these problems cannot be easily quantified because of lack of data. However, it is argued that the economic and social costs imposed by such problems are high. Environmental degradation had, and continues to have, adverse impact on the quality of human life and health. It has led to widespread of poverty and conversely, poverty is a habitual cause of environmental degradation as it undermines people’s capacity to manage resources wisely.

A number of deliberate efforts have been made by the government to curb this challenge, however the pace of addressing such challenges does not match with the speed of the degradation. This is partly due to: unsustainable farming and mining, tree and bush clearing; wildfires, wetland degradation and overgrazing, improper use of industrial and consumer chemicals and unsustainable irrigation. In addition to these the rapid population growth has further aggravated the severity of land degradation due to the fact that there is more pressure on the use of natural resources to sustain the livelihood of the population. It has been observed that the extent and magnitude of land degradation has increased from 42% in 1980 to almost 50% in 2012. To date, it is estimated that about 61% of land in Tanzania, mostly in semi-arid areas are degraded.

On this theme, the panellists will discuss on a number of key environmental challenges in the country that are most likely to undo the current development efforts. In addition, the panellist will come out with strategic proposals as a solution to halt such a situation.

Tanzania’s economy depends to a large extent on climate sensitive sectors such as agriculture, livestock, fisheries, tourism etc. Critical infrastructure such as energy and roads are also vulnerable to a changing climate. Although Tanzania does not contribute significantly to the problem of climate change, its economy and its people suffer disproportionally from its impacts. There is a growing recognition that early interventions to address and manage the impacts of climate change would come at a fraction of the cost to national economies compared to the costs if the challenges are addressed later. This latter recognition is particularly important for developing economies such as Tanzania, to avoid in the future having to spend portions of the economic gain on addressing problems caused by climate change. This panel discussion will outline both the challenges and the opportunities climate change pose to the Tanzanian economy and discuss ways to address and capture them, not the least how to access and capture international financing for climate change actions.

Resource depletion and environmental pollution are the major concerns associated with the process of industrialization. Industrial development requires plentiful of natural resources such as arable land, water, fertile soil, and minerals, forest products that serve as raw materials to the production line; all of which are either products or services derived from the environment. On the other hand, industrialisation will most likely produce significant amount of by-products some of which are wastes in various forms. This being the case, protection of the environment and economic growth are often seen as competing choices.

The 5th phase government has manifested its ambition to transform Tanzania to an industrialized middle-income economy. However, environmental sustainability remains its main development policy as opposed to the “grow first, clean up later,” strategy pursued by some of the world economies. In realizing this fact, mainstreaming environmental issues in the industrialization processes by all stakeholders at all levels is inevitable.

In this theme, the panel discussion will focus on how investors can engage in industrialization without taking environment for granted. The talk will focus on how the choice of technologies and practices has a bearing effect on the environment.

HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, HIGH LEVEL SYMPOSIUM ON CLIMATE CHANGE, ENVIRONMENT AND NATIONAL ECONOMY 15 ENVIRONMENT AND NATIONAL ECONOMY EXHIBITIONS OF ALTERNATIVE ENERGY SOURCES TO CHARCOAL 31 MAY – JUNE 5, 2018

About 70% of the deforestation is due to fuel wood harvests caused by high demand mainly by urban households. For example, the city of Dar es Salaam alone consumes between 200,000 - 300,000 bags (average weight of 50 kgs) of charcoal per month. The amount of charcoal consumed is expected to further rise in the coming years due to the rapid population growth. Further, the rapid population growth particularly in the urban areas due to high rural-urban migration has created more demand for charcoal for domestic cooking. It is well known that the demand for charcoal is rising as Tanzania’s population grows and this is evident in urban areas. Lack of alternative and reliable sources of energy for cooking in Tanzania puts tremendous pressure on forest resources hence massive deforestation has been taking place all over the country.

In this regard, the Vice President’s Office has organised the exhibitions of alternative energy sources to charcoal where by Sector Ministries; Departments; Agencies; Individuals; Companies; Civil Societies; Non-governmental organisations; Educational and Research institutions are invited to participate, showcase and demonstrate technology and products related to reducing charcoal consumption in the commemoration of World Environmental Week. Exhibitions will be held at the Mnazi Mmoja Grounds Dar es Salaam from 31st May to 5th June, 2018. These exhibitions intend to promote the available technologies in alternative energy sources and sensitize the public to use alternative energy for cooking in order to reduce deforestation due to charcoal production. About 70 exhibitors are expected to participate in the exhibitions. The technologies that will be displayed in the exhibitions ranging from briquette making; solar energy; biogas; Liquefied Petroleum gas – LPGs and many others.

Apart from general exhibitions, there will be issuance of prizes for the winners of the Alternative energy sources to Charcoal Competition Awards. The competition involved individuals; entrepreneurs; companies; and research institutions with aim of promoting alternative to charcoal energy sources, and create awareness on availability of other sources of cooking energy.

The exhibitors and citizens at large will have the opportunity to participate in the seminars on marketing of various products of alternative energy to charcoal and recycling of plastic wastes. The seminars will be conducted throughout the exhibition period at the same venue.

Religions are a foundation for morals and beliefs; they help shape people and determine what we see as right and wrong. Religions have the ability to capture people’s attention.

Religion is one of important platforms which can play out a vital role in environmental conservation and protection. The teachings of the holy books foster environmental care through the belief of nature’s divinity and humanity’s responsibility to look after creation/ nature. It states that humans were given the mandate to rule over creation and use the natural resources provided. This, comes with the responsibility to protect and properly manage nature, a part that is often ignored.

By its beliefs and teachings religion guides the relationship between man and nature, it offers moral framework. Each religion through its beliefs expresses concern for the environment and guides its believers towards conservation. If you harm the environment, you harm yourself too; hence taking care of nature is taking care of yourself.

In this regard, the Vice President’s Office has organized A National Inter-Faith Dialogue on Environment. The event will bring together religious leaders from different religions and denomination to a panel discussion which will the role of how the holy books directs its believers on responsibility of humanity to protect and properly manage nature a gift from God whom we various faiths believe to be the creator.

Environmental education and public participation on environmental issues is vital process to changing people’s attitude to appreciate environment and its resources. In this regard, the Vice President’s Office in collaboration with Dar es Salaam, the city will host a Citizen – Dialogue on Environment, “Tulonge Mazingira na Mimi” Let’s talk about Environment.

In the event, the interested people will have an opportunity to express their issues, ask questions related to environment. On the other hand National and Regional leaders will also get an ample time to get opinions, comments and suggestion from real voices of the grass root communities on various challenges and achievements related to environment around the area.
