CURRENT SITUATION: The very severe cyclonic storm, PHAILIN over east central Bay of Bengal moved westwards and lay centred at 2330 hrs IST of 10th October 2013 near latitude 15.50N and longitud e 89.500E, about 625km south-southeast of Paradip and 650km southeast of Gopalpur. It would continue to move northwestwards and cross north Andhra Pradesh and Odisha coast between Kalingapatnam and Paradip, close to Gopalpur (Odisha) by evening of 12th October, 2013 as a very severe cyclonic storm with a maximum sustained wind speed of 190-200 kmph. Source: Meteorological Centre Bhubaneswar B. EARLY WARNINGS AND ALERTS : Forecast: Rain/Thundershower would occur at most places over Odisha during next 24 hours. Heavy Rainfall Warning: Heavy to very heavy rainfall would occur at one or two places over Odisha during next 24 hours. Under the influence of this system, rainfall at most places with heavy to very heavy falls at a few places with isolated extremely heavy falls (≥ 25cm) would occur over coastal Odisha commencing from 12th October 2013 morning. It would continue and extend to interior Odisha. Fishermen Warning: Fishermen out at sea are advised to return to coast. Fishermen are advised not to venture into sea. Total suspension of fishing operations. Port Warning: Replace Distant Warning Signal Number Two (DW-II) by Local CautionaryUttarakhand Signal Number Three (LC-III) at your port. Hoist LC-III at Puri and Chandbali ports. Advice for hoisting Storm Warning Signals: Distant Warning Signal Number Two (DW-II) kept hoisted at Paradip and Gopalpur ports in Odisha. Likely impacts and actions: Squally winds speed reaching 45-55 kmph gusting to 65 kmph would commence along and off Odisha coast from 11th morning. It would increase in intensity with gale wind speed reaching 190-200 kmph along and off coastal districts of south Odisha at the time of landfall. State of Sea along and off Odisha coast will be rough to very rough from 11th morning and will become phenomenal on 12th October 2013. Storm surge with height of around 2.0-2.5 m above astronomical tide would inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha during landfall. As many as 64,000 people in the north coastal districts of Srikakulam, Vizianagaram, Visakhapatnam in Andhra Pradesh are being evacuated to safer places as 'super cyclone' Phailin is expected to hit the Bay of Bengal coast between Srikakulam and Gopalpur in Odisha by tomorrow evening. ORISSA The Govt. has Called a coordination meeting on 10am, 11th October 2013 with NGO and INGO’s at Rajiv Bhawan. Agencies were assigned to evacuate the people and to check the relief material available in the cyclone relief shelters. The Government has asked to focus on the 7 most vulnerable District s namely: Puri, Nayagarh, Khurdha, Kendrapada, jagatsinghapur, Ganjam, Gajapati and Balasore. Deployment of National Disaster Response Force (NDRF) and Armed Forces: Twenty-eight teams of National Disaster Response Force (NDRF) have been deployed in Odisha as a preventive measure to handle emergency situations, once cyclone Phailin hits the coast. Over 700 NDRF personnel have been deployed in four districts - Jagatsinghpur, Khurda, Puri and Ganjam. Fifteen NDRF teams of about 450 personnel will assist the Andhra Pradesh government at Srikakulam district, where the cyclone is expected to hit. NDMA will deploy more teams if needed, and take the assistance of the Navy and the Coast Guard. Defense Minister AK Antony on Friday asked the armed forces to be ready to move in to Odisha and Andhra Pradesh in view of the impending severe cyclonic storm Phailin. IAF assets have been kept on standby at various bases including — Raipur, Nagpur, Jagdalpur, Barrackpore, Ranchi and Gwalior. It has also kept two C130J aircraft, 18 Uttarakhand helicopters, 2 AN-32s aircraft on a standby to move at a short notice besides asking Eastern Air Command to coordinate relief operation with the task force positioned at Barrackpore. HUMANITARIAN RESPONSE: Followed by the meeting with Govt. the IAG Odisha has called a meeting at 12:30 pm at Red Cross’s office on 11th October and discussed on the evacuation of the people, mapping of the agencies and possible Joint need assessment once Cyclone hits the coast.
