Isle of Man Constabulary: some facts

 The Isle of Man Constabulary was formed in 1863, and we are responsible for Policing on the Isle of Man.

 There are currently 163 , 38 Sergeants and 12 in addition to the Senior Command Team. We have 75 civilian support staff spread throughout all areas of the force providing administrative and technical support, and 35 Special Constables who at times of high demand such as the TT races, act temporarily as regular constables.

 Crime is at its lowest since the 1970’s on the Isle of Man despite policing costing each Manx resident just 41p per person per day.

 23.3 crimes were recorded per 1000 residents in 2015/16. / recorded 66.5 per 1000.

 The overall detection rate for 2015/16 was 49.6%.

 In 2015 the Isle of Man Constabulary became the first Police force anywhere to achieve Investors In People Champion status.

 In 2016, Isl e of Man C o n s t a b u l a r y a t t a i n e d Customer Service Excellence standard.

Entry Requirements

You must be aged at least 18½ years (there is no upper age limit), hold a full driving licence and a GCSE in English Language at grade C or above or an equivalent qualification such as a Level 2 Functional Skills Qualification in English. Candidates must also be Manx or, as of August 2017, qualify for an Isle of Man work permit before an appointment is confirmed with the IOMC. The Isle of Man Constabulary use a five part assessment procedure to assess the suitability of the individual as a police officer. The assessment is focused on the Constabulary’s 6 Core values, which are: Caring, Professionalism, Challenge, Service, Respect, Responsibility and an understanding of the Isle of Man community. Part 1: All candidates must submit an application form with their health screening questionnaire. This will be held on file until notification is made for part 2. Part 2: Candidates must pass the Police Initial Fitness Assessment. (An information sheet is available which explains the test). Candidates are required to self-certify fitness to undertake this test. If selected to attend you will be required to produce a completed eyesight test form at this stage. Part 3: Applicants who pass the Police Initial Fitness Assessment will be invited to attend a further assessment, during which their reasoning, observation, English language, and inter-personal skills are assessed. During this assessment, candi- dates will be required to complete a security vetting form. Details from this will only be held until notification of part 4. Part 4: Successful candidates will be asked to supply their original certificates prior to attendance at a one day assess- ment centre which is held at an outdoor pursuits centre. This will involve taking part in a number of tests and scenarios, all related to police work, during which the final assessment is made. Whilst fitness is not tested at this assessment cen- tre, the day can be physically challenging.

Training

As a new recruit or ‘Student Officer’, you will be given the training necessary to equip you for the job. All police officers attend an Initial Training Course and serve a probationary period of two years. The current training programme is as follows: Stage 1: 14 weeks of initial training, held in the Isle of Man at the Department of Home Affairs, People Development Centre. Stage 2:15 weeks of supervised patrol with a tutor constable attached to the Central Neighbourhood Policing Team. During this period officers are assessed for suitability for independent patrol. Stage 3: 1 week classroom based training, in preparation for independent patrol. Officers will also attend a 2 week Police Emergency Response Driving Course prior to Stage 4. Stage 4: Independent patrol with continuous assessment by your supervisors. Stage 5: A further 22 days locally based training during the remainder of the two year probationary period which is

3 The Work

Police constables spend much of their time outdoors in all weathers, either on foot or in a vehicle. The work of a constable has been described as ‘upholding the law fairly and firmly, protecting, helping and reassuring the community, preventing and detecting crime, and coping with society’s emergencies’. Community policing is at the heart of what we do. However there will be occasions when the work is unpleasant, difficult, demanding and occasionally dangerous. After training, all entrants begin work as uniformed constables. The largest proportion of constables are involved in work in a Neighbourhood Policing Team and cover a 24/7 shift pattern. They are the first point of contact between the police and public and act as a visible deterrent to the criminal. Their work is extremely varied and includes dealing with matters such as road traffic collisions, disturbances, public order incidents, handling complaints, apprehending and interviewing suspects, investigating crime, obtaining statements

Prospects There are no means of direct entry into the specialist departments of the Isle of Man Constabulary. All recruits start as uniformed constables. After successfully completing the initial two year probationary period, constables may apply to join departments such as Financial Crime, Roads Policing, Criminal Investigations, Dog Section, or People Development. Promotion opportunities exist for all police officers, providing they have the necessary skills and abilities. After the probationary period, officers can work towards taking their promotion examinations to sergeant. A graduate entry scheme for accelerated promotion is not operated by the Isle of Man Constabulary. However, many graduates have joined the Isle of Man Constabulary in

Pay & Conditions

Constables begin on £22,896 (at present) during initial training and then move to £23,931 after one year. Further incre- ments usually follow on an annual basis. Top of the pay scale for Constables is currently £38,001 (Pay rates with effect from 1st September 2016). Annual leave allowance starts at 22 days rising to 30 days after 20 years’ service.

Pension: Under the current optional police pension scheme, the earliest date that a pension can be paid is 55. However 35 years’ service is required for a maximum pension which is an annual payment of half of final pay, plus a lump sum. The final pension can take account of pay in the period up to 10 years prior to retirement, if this would give a bigger pension. Each year of pensionable service gives entitlement to a pension of 1/70th of final pay, up to a limit of 35/70th. Pension payments (currently 15% of salary) are deductible at source. ISLE OF MAN CONSTABULARY Police Constable Initial Fitness Assessment

INTRODUCTION Policing has never been an easy job. As a Police Constable you will be required to handle a variety of situations involving physically challenging tasks. For this you need a reasonable level of strength, agility and stamina to deal effectively with situations as well as to defend yourself or others.

One element of the assessment for appointment as a Police Constable is a physical fitness test. Every candidate must pass this test if his or her application is to be processed further. If you prepare and train properly for the test, there is no reason for you to fail.

Once you are appointed as a Police Constable you must keep up your level of fitness. Your fitness will be assessed during training. You will be required to take and pass a job related fitness test on an annual basis. Failure to pass the test at that stage can lead to your discharge. It is essential therefore that you maintain your fitness level.

The purpose of this document is to provide candidates with information on the test, the test procedure and on ways to improve your test score.

THE FITNESS TEST Police Constables are sometimes required to perform prolonged activities such as foot chases, stair climbing and public order duties. It is for this reason that candidates wishing to join the Isle of Man Constabulary must achieve minimum standards of physical fitness. The ability to perform such activities is largely based upon your level of endurance fitness, which is your capacity to continue prolonged physical activity. As such, endurance fitness reflects how efficient your heart and lungs are, and is required in any activity which caused you to get out of breath.

Specifically, endurance fitness is tested. Performance on this test provides a good indicator of a candidate’s capability to perform various police tasks. The minimum test levels required to pass the physical fitness test is level 5.4 on a multi-stage shuttle run.

The endurance fitness test involves running to and fro along a 15-metre track and placing your leading foot on each end line in time with a series of audio bleeps. If you arrive at the end of the line before the bleep sounds you should turn around, wait for the bleep before resuming running and adjust your speed. The test is pro- gressive in that the timing of the bleeps starts off slowly but becomes faster so that it becomes more difficult to keep up with the required speed. You will run until you can no longer keep up with the set pace. To pass the element of the test you must reach a minimum of one shuttle at level 5.4.

How to improve your endurance: Type of exercise: Continuous jogging.

Duration: 20-40 minutes without a break. Your aim should be to achieve three nine-minute miles (that is running three miles in 27 minutes).

Number of sessions: Three to four per week.

Intensity: Make sure your muscles and breathing are fatigued and that your heart rate rises to 140-160 beats per minute by the end of the session. This is not particularly intense and you should be able to sustain a conversation with a running partner.

SUMMARY To make sure that you pass the physical fitness test we strongly recommend you begin the training programme outlined.

Between sessions your muscles need time to recover from exertion, so spread your sessions out throughout the week, rather than cramming them into the weekend when you may have more free time.

During each training session, note down the distance covered in your runs and how long you actually run for. Doing so means you can monitor your progress to make sure the training programme is working for you.

Remember, the more you put into a session, the more you get out of it.
