Public Health Measures for Kitikmeot, Chesterfield Inlet, Baker Lake, Coral Harbour, Naujaat, Whale Cove Arviat April 26 Eng

Kitikmeot, Chesterfield Inlet, Baker Lake, Coral Har- bour, Naujaat, Whale Cove, and Arviat April 26, 2021 As of April 26, the following public health measures apply: Gatherings - Outdoor gatherings are restricted to 100 people. - Indoor gatherings are restricted to a household plus 15 people. - Individuals must maintain a distance of 2m from others in public other than members of their immediate household. - Indoor gatherings outside of dwellings restricted to 15, community halls and conference spaces and within government and Inuit organization facilities is restricted to 100 or 75% capacity. Masks - Masks are not mandatory but they are strongly recommended. Food service and licensed establishments - Food service and licensed establishments may open for regular business at 50% capacity. - There must be 2m distance between tables and no more than 6 people seated or around each table. Businesses - All not-for-profit and for-profit businesses and organizations operating or carrying on business may open for business but must implement social distancing of two (2) metres. - Gathering community halls and conference spaces and within government and Inuit organization facilities are restricted to 100 or 75% capacity. - All construction projects underway may continue, subject to applicable restrictions. - Taxis multiple fares if first customer consents and everyone wears masks Licensed practitioners and personal service providers - Veterinary practitioners and psychologists may open. - Group counselling and support groups are restricted to 20 people - Personal service providers such as chiropractors, hairdressers, massage therapists can open. Education and childcare - All schools are open. - Nunavut Arctic College is open. - Daycares can open with enhanced cleaning protocols and as per the daycare guidelines. Recreation, leisure and community groups - Public swimming pools, recreation centres and gyms open to max occupancy 25 or 50% capacity. Group sessions limited to 25. - Theatres open to 100 people or 75% capacity. - Galleries, museums, libraries open to 25 people or 50%. - Places of worship open to 100 people or 75% capacity. - All public playgrounds, municipal parks, territorial parks, and territorial park open. - Arenas max occupancy 50% or 50; max spectator occupancy 50. KivIA Covid 19 Response Initiative Phase 2 December 8, 2020 By KIA Announcements / Inuit Programs & Services RANKIN INLET, NU – December 7, 2020 – The Kivalliq Inuit Association (KivIA) is pleased to announce the launch of the second phase of its COVID-19 initiatives for its members. Initiatives that included support for its Elders, traditional activities, and support to all its members within our communities had ended. The additional funds for KivIA’s second phase COVID-19 response plan come from additional funding from the Indigenous Community Support Fund (ICSF). The KivIA had carefully considered various options to roll out this additional funding from the federal government. The discussion led to a consensus on a plan that would… Eliminate the need to have the program become application based Allow the general public, KIA staff and Inuit to not come in contact with each other in order to carry out this program, therefore following the Public Health Measures currently in effect. Allow the Inuit in the Kivalliq communities to quickly receive the relief funds without any delay due to administrative time. Benefit local Inuit owned companies with their services Maximize the funding effectiveness with the addition of added funds from the vendor and ability for its members to add on to their dividends. Prevent any tax implications for the Inuit from the federal government in receiving this relief funding. With the above factors put into consideration, it was suggested by the Covid-19 Planning Committee that the ICS Funding would be rolled out with a partnership with the Arctic Cooperatives Limited to provide $1500 gift cards to every Inuit household in the Kivalliq Region.

MX-10 & MX-13 Muskox Abundance and Management Recommendations Consultation With Kivalliq Hunters and Trappers Organizations September 23rd to 26th, 2019 Authors: Keenan Lindell, Kivalliq Regional Wildlife Technician, GNDOE, Arviat, Mitch Campbell, Kivalliq Regional Wildlife Biologist, GNDOE, Arviat, Department of Environment, Government of Nunavut Arviat, Nunavut Executive Summary Representatives of the Government of Nunavut, Department of Environment (DOE) including Mitch Campbell, Kivalliq Region Biologist, and Keenan Lindell, Wildlife Technician, conducted phone call consultations with the Hunters and Trappers Organizations (HTOs) of Rankin Inlet, Naujaat, and Coral Harbour as well as a face to face consultation with the Arviat HTO, between September 23 and September 30th, 2019. The purpose of these consultations was to review the status of the Kivalliq MX-10 and MX-13 muskox subpopulations and request support for the DOE recommendation to increase the Total Allowable Harvest (TAH) of the Northern Kivalliq muskox subpopulation (MX-10) from 90 to 95 muskox, and the recommendation to keep the Central Kivalliq Muskox subpopulation (MX-13) status quo (unchanged) at 182 muskox. Attempts were made to speak with all Kivalliq HTOs, unfortunately our calls with Baker Lake and Whale Cove had to be postponed due to a search and rescue in Baker Lake, and a lack of quorum in Whale Cove. Despite several attempts to reach the Chesterfield Inlet HTO by both phone and e-mail, we did not receive a response back. All calls were preceded by the distribution of all final muskox survey reports four weeks prior to the phone consultation. In the case of Baker Lake and Whale Cove HTOs, both HTOs indicated that the reports were sufficient to finalize their decision to support the GN recommendations for status Quo for MX-13 (Central Kivalliq Muskox Subpopulation), and an increase in the TAH of the northern Kivalliq muskox subpopulation (MX- 10) from 90 to 95 muskox.

116 Prairie Perspectives Inuit housing needs: a Coral Harbour, Nunavut case study Tom Carter, Christa Jacobucci and Tom Janzen, Institute of Urban Studies, The University of Winnipeg Abstract: The settlement of Coral Harbour, Nunavut, is characterized by geographic isolation, high rates of population growth and high levels of poverty. This case study, employing a review of relevant literature, analysis of available statistics and key informant interviews, focuses on the housing needs and circumstances of the resident population. Demographic trends and social housing waiting lists illustrate a significant demand for new housing and the young population with high rates of household formation means continued housing demand for many more years. The high cost of housing characteristic of such northern communities as Coral Harbour, when combined with the poverty so prevalent in the centre means, however, that few households can afford housing without public support. Without improved economic development opportunities providing more full time, better paying jobs for local people, public support for new housing will continue to be a high priority for the community. This case study, as well as highlighting housing, demographic and economic circumstances in Coral Harbour, illustrates many of the issues and problems facing Inuit communities in the North. Key words: northern communities, housing needs, poverty Introduction Located on Southampton Island, Nunavut, at the north end of Hudson Bay, the hamlet of Coral Harbour (so named because coral is present in the harbour) is situated at approximately 65 degrees north latitude and 85 degrees west longitude. The community has no road access and is only accessible by plane in winter with the addition of water access (boat and barge) during the short late July to mid October shipping season.
