NDRRMC Update Sitrep No. 17 Re Effects of Typhoon PEDRING Region III - RHU I of Paombong (roof damaged), Calumpit District Hospital (flooded) and Hagonoy District Hospital (flooded and non functional) Infrastructure Region III Collapsed Dikes and Creeks in Pampanga - Brgy. Mandili Dike, Brgy. Barangca Dike in Candaba, Matubig Creek, San Jose Dayat Creek, San Juan Gandara, San Agustin Sapang Maragol in Guagua earthdike - (breached) and Brgy. Gatud and Dampe earthdike in Floridablanca - collapsed; slope protection in Brgy. San Pedro Purok 1 (100 m); slope protection in Brgy. Benedicto Purok 1 (300 m); Slope protection in Brgy. Valdez along Gumain River (200 M); and Brgy. Solib Purok 6, Porac River and River dike in Sto. Cristo, Sta. Rosa, Sta. Rita and Sta. Catalina, Lubao, Pampanga D. DAMAGED HOUSES (Tab D) A total of 43,032 houses were damaged in Regions I, II, III, IV-A, IV-B, V, and CAR (6,125 totally and 36,907 partially) E. STATUS OF LIFELINES: 1. ROADS AND BRIDGES CONDITION (Tab E) A total of 68 bridges/road sections were reported impassable in Regions I (4), II (31), Region III (18) and CAR (15) F. STATUS OF DAMS (As of 4:00 PM, 02 October 2011) The following dams opened their respective gates as the water levels have reached their spilling levels - Ambuklao (4 Gates / 2 m); Binga (2 Gates / 2 m); Magat (5 Gates / 5 m); and San Roque (2 Gates / 1 m). G. EMERGENCY INCIDENTS MONITORED (Tab F) A total of 108 emergency incidents occurred in various regions affected by the typhoon. II. EMERGENCY RESPONSE MANAGEMENT The government, through the NDRRMC Member-Agencies, continues its relief and recovery efforts complemented with their respective counterparts in the affected regions. COORDINATION MEETINGS The NDRRMC convened at around 10:00 AM of 27 September 2011 that was presided over by the SND and Chairperson, NDRRMC attended by all Member-agencies. The Executive Secretary instructed the NDRRMC member agencies to expedite relief and recovery efforts as well as the rehabilitation of the damages to properties incurred from Typhoon “Pedring” Another NDRRMC Meeting was held at 4:00 PM (27 September 2011) to further discuss the effects of Typhoon “Pedring” and the appropriate actions to be undertaken by each member agencies. NDRRMC issued Memo for Chairpersons, RDRRMCs I, II, IV-A, IV-B, V, VI, CAR and NCR on the Needs Assessment Guidance on Typhoons “Pedring” and “Quiel” in order to complement and sustain disaster response in terms of humanitarian assistance and recovery efforts NDRRMC convened with His Excellency President Benigno Simeon C. Aquino III yesterday, 02 October 2011 at the NDRRMC Conference Room, Camp General Aguinaldo presided by Secretary, DND and Chairperson, NDRRMC Voltaire Gazmin and attended by NDRRMC Member Agencies. 2 RESPONSE ACCOMPLISHMENTS PER CLUSTER FOOD AND NON-FOOD ITEMS (Tab G) To date, the government had so far provided PhP64,875,781.54 worth of relief assistance in terms of food and non-food items to the affected population in various affected regions out of the combined resources from the DSWD, LGUs, DOH and NGOs. PET Pineapple 355 ML and PET Lemon 355 ML) on September 29, 2011. The said products were subsequently distributed to the affected areas of Regions III, IV-A and NCR. HEALTH AND WASH To date, PhP3,681,420.13 worth of logistics (drugs and medicines) have been provided by DOH-HEMS as augmentation support to the CHDs in Regions I, II, III, IV-A, IV-B, V, CAR, and NCR and were distributed to their respective provinces; sub-allotted PhP500,000.00 each to CHD II and III; organized Technical Assistance to conduct Rapid Assessment; and organized Medical Teams from different Metro Manila Hospitals to render medical Mission in Region III. DOH-HEMS Team offered technical assistance and medical services to the PDRRMC Bulacan by providing 5 medical teams at the identified evacuation centers; and organized advanced medical post at Bulacan Medical Center. Five (5) medical teams of CHD III provided medical consultations in five (5) evacuation centers, namely: Bulacan Capitol Gym, Bulacan Sports Complex, San Marcos NHS, San Marcos Elementary School, and San Pedro Elementary School. MMDA in collaboration with Maynilad and Manila Water provided mobile water treatment plant with tanker and 2 water purifier at Calumpit, Bulacan. Said water treatment plant is situated along McArthur Highway between United Pulp and Junction leading to NLEX Pulilan, Bulacan. Manila Water team proceeded to the Provincial Capitol with 3,000 “baso water” SEARCH AND RESCUE, RETRIEVAL AND EVACUATION OPERATIONS Details of SAR Assets Deployed by AFP, PCG, PNP, BFP, PRC, MMDA, Volunteer Groups (Tab H) SAR operations in various affected regions were effected through the concerted efforts of AFP, BFP, PNP, PCG, MMDA, and Volunteer Groups through deployment of resources (SAR assets) to the flooded areas in Regions I, II, III, IV-A, IV-B, CAR and NCR. 3 SUMMARY OF DEPLOYMENT AFP DRO Assets deployed in NOLCOM AOR - 1,504 personnel (73 Officer and 1,431 EPs) with 153 assorted units of equipment. PNP assets mobilized for SAR in Bulacan and Tarlac - 1,517 personnel, 26 rubber boats and 281 vehicles Camp Crame PNP deployed the Maritime, SAF and other various teams to intensify SAR operations in the flooded areas; PCG-CGDNCR-CL 1 assisted approximately 200 persons in Caniogan and Sakol in Calumpit, Bulacan and rescued/assisted approximately 40 persons in Brgys Gatboca, Francis Putol, and Francis Proper, also in Bulacan; CGDNCR-CL 4 picked up 5,000 cans of sardines from Brgy Sta Cruz Floodway Control and distributed them to San Isidro utilizing two (2) rubber boats in San Luis, Pampanga; and CGDNCR-CL 7 rescued 15 persons in Brgy. Paombong, Hagonoy, Bulacan. RD-PRO 3 with 77 SAR elements of 57 RPSB3 and 20 augmentation from RPSB4-A with 8 rescue trucks proceeded to Calumpit, Bulacan to conduct SAR operations. ABS-CBN rescue and Marikina rescue teams proceeded to Malolos City to augment and assist in the rescue and evacuation operations in the province of Bulacan. Rotary District 3800, Makati City and Pasig City rescue teams proceeded to Bulacan to assist in the rescue operations. QC-DPOS will proceed to Bulacan to assist in the rescue operations. The 1 st , 2 nd , and 3 rd CDAG rescue teams proceeded to Hagonoy, Bulacan; Apalit, Pampanga; and Calumpit, Bulacan, respectively. INFRASTRUCTURE Department of Public Works and Highways (DPWH) Central Office directed all its District Engineering maintenance crew to conduct immediate clearing operations at the landslide– stricken areas and the immediate repair of damaged roads and bridges in all affected areas; DPWH CAR facilitated massive clearing operations and assured that all major roads will be opened soon; DPWH III installed warning signs to the eroded shoulder and collapsed retaining wall along Brgy Piut, Carrangalan, Nueva Ecija; and DPWH V deployed one (1) truck with three (3) personnel to Malinao, Albay. DPWH III Maintenance Engineer based in Carranglan, Nueva Ecija conducted clearing operations along the landslide portion at Brgy. Putlan, Carranglan, Nueva Ecija. EDUCATION Department of Education (DepEd) reported that 76 schools (13 in NCR, 3 in CAR, 5 in Region I, 8 in Region II, 5 in Region III, 5 in Region IV-A, and 37 in Region V) in 17 Divisions are being utilized as evacuation centers with 3,484 families / 8,354 individuals. DepEd DRRMO Operation Center reported that 295 school buildings were damaged with estimated cost pegged at PhP136.8 Million. POWER RESTORATION NGCP and Meralco service crews continue to work round-the-clock until power to the last circuit affected by Typhoon “Pedring” will be restored; further assures that they are doing their best to be able to restore power the soonest possible time and advised affected customers to get in touch with Company’s Call Center at Tel. No. 16211 for queries regarding the status of restoration work in their respective areas. Santiago-Cordon segment was restored on 01 October 2011 at 4:16 PM. Two (2) line gangs have been assigned to inspect and assess the Cordon-Aglipay segment which remains de-energized. INFORMATION DISSEMINATION Philippine Information Agency (PIA) continuously disseminates all news reports from NDRRMC to all PIA Regional/Provincial Offices nationwide and media organizations for further dissemination to the general public. 4 INITIATIVES OF OTHER AGENCIES DILG intensified coordination with RDRRMCs concerned and its member agencies for data validation on the reported casualties and other incidents related to TY “Pedring”; LGUs in 5 provinces in Region II and affected cities and municipalities in NCR are still conducting damage and needs assessment, deploying manpower with SAR equipment for the conduct of SAR operations and clearing operations at the landslide areas/flood stricken-areas, evacuating families to safe areas, and providing relief services.

Brief history/overview of the company The existing quarry and cement manufacturing plant of RCBM - Bulacan Plant are situated within Barangay Minuyan in the Municipality of Norzagaray, Province of Bulacan. It is around 40 kilometers northeast of Metro Manila. The whole area is approximately bounded by 14o15'45" to 14o54'15” North latitudes and 121o05'00” to 121o30'00” East longitudes. RCBM – Bulacan Plant’s operation is surrounded by similar ongoing operations such as, Lafarge- Holcim Cement Corporation to the N-NW and of the Republic Cement – Norzagaray plant (previously COC) to the S-SE. Access to the RCC- Bulacan Plant operations and properties are either through Quirino Highway from Quezon City or through the North Expressway via Sta. Maria, Bulacan. The main plant itself is about one kilometer from the National Highway. The municipality of Norzagaray is situated at the southeastern end of Bulacan bordering the Municipality of Montalban in Rizal Province. It is bounded on the north by the Municipality of Dona Remedios Trinidad, by the Municipalities of Angat and Santa Maria on the west and by the City of San Jose del Monte on the southwest. It is part of the third Congressional District of Bulacan together with Angat, San Rafael, San Ildefonso and San Miguel, all on the eastern side of Bulacan. Norzagaray is divided into thirteen barangays with an estimated total land area of some 30,819 hectares excluding some 1,607 hectares of contested areas with Dona Remedios Trinidad and San Jose del Monte.
