Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 25 March 2015 beginning at 10:15 a.m. The Deputy Mayor, Bob Monette, presided and led Council in prayer. NATIONAL ANTHEM The national anthem was performed by Safeera Gillani and Xiaoyuhu Xh. OTTAWA CITY COUNCIL 2 MINUTES 8 WEDNESDAY, 25 MARCH 2015 ANNOUNCEMENTS/CEREMONIAL ACTIVITIES RECOGNITION - MAYOR'S CITY BUILDER AWARD Deputy Mayor Bob Monette and Councillor Stephen Blais presented the Mayor’s City Builder Award to Jean Séguin in recognition of his many years of leadership and volunteer contributions in the Vars community. ROLL CALL All members were present except Mayor J. Watson. CONFIRMATION OF MINUTES The Minutes of the regular meeting of 25 February 2015 and the Special meeting of 11 March 2015 were confirmed. Response to Inquiries: OTTAWA CITY COUNCIL 3 MINUTES 8 WEDNESDAY, 25 MARCH 2015 01-15 – Aggregate Levy Rate Other Communications Received: Submission received containing the signatures of 72 individual members or friends of St. Peter’s Lutheran Church, expressing opposition to the withdrawal of funding for centre 507 and other Ottawa drop-in centres and requesting that this funding be restored. Submission received containing the signatures of 141 residents in support of a request to rename the Pauline Vanier Park to the William H. Lister Park. REGRETS Mayor J. Watson advised he would be absent from the Council meeting of 25 March 2015. MOTION TO INTRODUCE REPORTS MOTION NO. 8/1 Moved by Councillor M. Fleury Seconded by Councillor T. Tierney That the report from the Selection Panel, Property Standards and License Appeals Committee Report 1; the report from the City Clerk and Solicitor, entitled “Status Update – Council Inquiries and Motions for the Period Ending 20 March 2015”; Agriculture and Rural Affairs Committee Report 2A; Audit committee Reports 1A and 2; Finance and Economic Development Committee Report 2A; Planning Committee Reports 3B and 4; and Transportation Committee 2A be received and considered; and OTTAWA CITY COUNCIL 4 MINUTES 8 WEDNESDAY, 25 MARCH 2015 That the Rules of Procedure be suspended to receive and consider a matter rising from the Special Transit Commission meeting of March 25, 2015, with respect to OC Transpo Management’s collective bargaining with the Amalgamated Transit Unions and the Canadian Union of Public Employees. Waiver of the Rules is being requested as it is in the City’s best interests to consider this matter immediately. OFFICE OF THE AUDITOR GENERAL (OAG) – ANNUAL REPORT AND DETAILED AUDIT REPORTS DECLARATION OF INTEREST Councillor Jeff Leiper declared a potential deemed indirect pecuniary interest on Council Agenda 8, Item 5, Audit Committee Report 2, Office of the Auditor General (OAG) – Annual Report and Detailed Audit Report, Review of City Funding to the Ottawa School of Speech and Drama, as his wife had an affiliation with the Ottawa School of Speech and Drama. Councillor Leiper did not take part in the discussion or vote on this item. CARRIED FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE REPORT 2A 7. 2014 STATEMENT OF REMUNERATION, BENEFITS & EXPENSES PAID TO MEMBERS OF COUNCIL AND COUNCIL APPOINTEES COMMITTEE RECOMMENDATION AS AMENDED That Council receive this revised report for information. MOTION NO. 8/2 Moved by Councillor E. El-Chantiry Seconded by Councillor S. Moffatt WHEREAS subsequent to Finance and Economic Development Committee’s consideration of this report at its meeting of March 3, 2015, additional information has come forward from the Mississippi Valley Conservation Authority (MVCA), with respect to the allocation of honorarium and expenses attributed to one of the MVCA Board members; and OTTAWA CITY COUNCIL 9 MINUTES 8 WEDNESDAY, 25 MARCH 2015 WHEREAS specifically, the report indicated that MVCA member J. Karau had received $2,519 in Honorarium and $3,374 in Expenses in 2014, when in fact J. Karau had received $4,049 in Honorarium and $1,844 in Expenses; and WHEREAS Subsection 284.(1)(c) of the Municipal Act, 2001, stipulates that the City Treasurer must provide Council with an itemized statement on remuneration and expenses paid to each person appointed by Council to serve as a member of any body, including a local board; and WHEREAS it is important that this itemized statement correctly identify the amounts paid to Council appointees in terms of Honorarium and Expenses THEREFORE BE IT RESOLVED that Council approve that Document 2, Table 2 of the report “2014 Statement of Remuneration, Benefits and Expenses Paid to Members of Council and Council Appointees”, be amended to indicate that MVCA member J. Karau, received $4,049 in Honorarium and $1,844 in Expenses in 2014. CARRIED Item 7 of the City Council Agenda as amended by Motion No. 8/2 and set out in full below was then put to Council: That Council: 1. Receive this revised report for information; and 2. Approve that Document 2, Table 2 of the report “2014 Statement of Remuneration, Benefits and Expenses Paid to Members of Council and Council Appointees”, be amended to indicate that MVCA member J. AMENDMENT OF THE TERMS OF SALE OF 2720 RICHMOND ROAD, FORMER GRANT ALTERNATIVE SCHOOL TO CENTRE MULTISERVICES FRANCOPHONE DE L’OUEST (CMFO) INCLUDING APPROVAL OF FIRST MORTGAGE ON THE PROPERTY COMMITTEE RECOMMENDATIONS That Council: 1. Approve the amendments to the Agreement of Purchase and Sale and Option to Repurchase Agreement as set out in Document 1 of the report to enable Centre Multi-Services Francophone de l’Ouest d’Ottawa to proceed with the legal close of the property at 2720 Richmond Road for the construction of its proposed multi-service community centre; and 2. Delegate authority to the Director, Real Estate Partnerships and Development Office to negotiate, conclude and execute on behalf of the City, with the concurrence of the City Clerk and Solicitor, all of the necessary legal agreements required to conclude the previously approved sale transaction, within the revised legal and financial parameters. DESIGNATION OF BROADVIEW PUBLIC SCHOOL, 590 BROADVIEW AVENUE UNDER PART IV OF THE ONTARIO HERITAGE ACT COMMITTEE RECOMMENDATION That Council issue a Notice of Intention to Designate Broadview Public School, 590 Broadview Avenue, under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 6. CARRIED with Councillors R. Brockington and A. Hubley dissenting. 10.     Appendix 5 Station Descriptions and Technical Overview Stage 2 light rail transit (LRT) stations will follow the same standards, design principles, and connectivity and mobility requirements as Stage 1 Confederation Line. Proponent Teams were instructed, through the guidelines outlined in the Project Agreement (PA), to design stations that will integrate with Stage 1, which include customer facilities, accessibility features, and the ability to support the City’s Transportation Master Plan (TMP) goals for public transit and ridership growth. The station features planned for the Stage 2 LRT Project will be designed and built on these performance standards which include: Barrier-free path of travel to entrances of stations; Accessible fare gates at each entrance, providing easy access for customers using mobility devices or service animals; Tactile wayfinding tiles will trace the accessible route through the fare gates, to elevators, platforms and exits; Transecure waiting areas on the train platform will include accessible benches and tactile/Braille signs indicating the direction of service; Tactile warning strips and inter-car barriers to keep everyone safely away from the platform edge; Audio announcements and visual displays for waiting passengers will precede each train’s arrival on the platform and will describe the direction of travel; Service alerts will be shown visually on the passenger information display monitors and announced audibly on the public-address system; All wayfinding and safety signage will be provided following the applicable accessibility standards (including type size, tactile signage, and appropriate colour contrast); Clear, open sight lines and pedestrian design that make wayfinding simple and intuitive; and, Cycling facilities at all stations including shelter for 80 per cent of the provided spaces, with additional space protected to ensure cycling facilities can be doubled and integrated into the station’s footprint.

MMM Group Limited (MMM) retained Golder Associates Limited (Golder) to undertake an Archaeological Overview of the proposed O-Train Extension including a section which extends from Greenboro Station to Riverside South (Bowesville Road). The section is located in the historic Township of Gloucester, Carleton County, City of Ottawa, within parts of Lots 3 to 19 Concession 3, and Lots 18 and 19 Gore between Concession 2 and 3. The objectives of this Archaeological Overview will be to identify previous archaeological work conducted in the area and to provide recommendations, based on the previous work, as to what further archaeological assessments may be necessary, such as Stage 1, 2, 3 or 4 assessments. The overview will provides maps indicating areas of: previous archaeological study, registered archaeological sites, and recommendations for further archaeological assessment. A pre-contact and historical summary of the east Ottawa area has been provided for context, as well as three informative historical maps dating to 1825, 1863 and 1879.
