Carp, ON K0A 1L0 June 4, 2019 Executive Summary McIntosh Perry Consulting Engineers Ltd. (McIntosh Perry) was retained by Farm Boy Company Inc. (Farm Boy) to conduct a Phase I Environmental Site Assessment (ESA) at 2370 Walkley Road in Ottawa, Ontario (‘the Site’). The Site consists of a slab on grade one-storey building, housing commercial business. The remainder of the site is mostly paved parking areas with some vegetated areas along the boundaries of the Site. The building is currently occupied by Farm Boy as a warehouse and tenants: DND, Royal Moving, Iron Mountain, Crown Restoration, World Pac. The area of the site is approximately 8.4 hectare (ha). It is understood that this Phase One ESA is being completed as a component of the City of Ottawa site plan submission process, in support of an application to add additional parking areas to the northern portion of the property. This area of proposed additional parking spaces will be referred to as ‘the Project Area,’ which is approximately 0.24 ha. This report includes information for the entire property, with a focus on the Project Area. The Phase One ESA has been prepared in general accordance with the requirements of Ontario Regulation (O.Reg.) 153/04 as amended. The report is also in general compliance with “Phase One Environmental Site Assessment”, Canadian Standards Association (CSA) standard CSA Z768-01, reaffirmed 2016. The site is currently used for commercial purposes; the intended future use of the Site is unchanged. Therefore, the addition of more parking spaces is not considered a more sensitive land use therefore a Record of Site Condition (RSC) will be not required. Based on a review of aerial photographs and historical information, the Site appears to have been originally developed for commercial use in the in the early 1970s. The northern portion of the building was constructed in approximately 1973, the central portion of the building was constructed in 1978 and the southern portion of the building was constructed in 2002. Several PCAs were identified on the subject property and in the Phase One ESA Study Area (as summarized in Table 9 of this report). The on-site PCA (the presence of two former below ground fuel storage tanks (USTs) located to the northeast and northwest of the building (i.e. within proximity to the Project Area) and a possible tank of unknown location) represent an APEC as per Table 2 (PCAs) of O.Reg.153/04, as amended. One off-site PCAs, a dry cleaning facility located at 2233 St. Laurent Blvd. represents an APEC to the subject property, as it is located up-gradient of the Site and is known to have uses Tetrachloroethene. Because the PCA identified on-site (former USTs) represents an APEC to the Site and Project Area, under the requirements of O.Reg. 153/04, a Phase 2 ESA is recommended to determine soil and
