EXECUTIVE SUMMARY

Metro City Police Department (MCPD) is seeking to equip its officers with a new sidearm. MCPD’s current sidearm, the Smith & Wesson Model 4006, has reached the end of its service life and needs to be replaced. However, MCPD has identified several faults with the Model 4006, and in addition Smith & Wesson no longer produces or provides factory support for the Model 4006. MCPD is therefore searching for a new sidearm. MCPD requires that the new sidearm be a semi-automatic pistol that is chambered for the nine-millimeter parabellum (9mm Para) cartridge, weighs not more than thirty (30) ounces, has a magazine capacity of not less than fourteen (14) cartridges, and with a constant trigger weight of between six (6) and ten (10) lbs, a mean rate of failure of not less than five thousand (5,000) rounds, user-adjustable grip panels, and widespread aftermarket support.

Heckler & Koch USA (HK-USA) proposes to replace MCPD’s current sidearm roster with our P30 V2 semi-automatic pistol. The P30 was designed specifically with law enforcement customers in mind, and meets or exceeds all of the requirements laid out by the MCPD. The P30 V2 sports HK-USA’s proprietary Law Enforcement Modification (LEM) Trigger Module, which provides the operator with a constant trigger pull weight that is significantly lighter than traditional double-action-only (DAO) trigger mechanisms while offering increased operator safety over traditional double-action/single-action (DA/SA) or striker-fired trigger mechanisms. The P30 also features interchangeable backstraps and palmswells of varying sizes, offering the end-user the ability to custom-tailor the fit of the sidearm to his or her hands.

In addition to the LEM Trigger and superior ergonomics, the P30 V2 features:

HK-USA estimates a per-unit price of $530 for one sidearm with five magazines, or a total price of $636,000 for 1,200 sidearms with 6,000 magazines. This price will include training MCPD’s armory staff by HK-USA armorers in the proper care and maintenance of the P 30 V2, as well as training MCPD academy and qualification staff in the P30 V2s manual of arms and shooting characteristics. HK-USA can guarantee a minimum delivery rate of 50 pistols per month for 24 months.

1. Introduction

Metro City Police Department (MCPD) currently issues the Smith & Wesson Model 4006 as its standard sidearm. These pistols are approaching the end of their service life and are in desperate need of refurbishing and repairs. However, Smith & Wesson no longer provides factory-level support for the Model 4006 and has ceased producing spare parts for the pistol. In addition, MCPD’s officers and armorers have reported numerous complaints and concerns regarding the Model 4006, and the Department has determined that the pistol’s .40 S&W cartridge is not ideal for the department’s current needs. Therefore, MCPD has issues a request for a new sidearm.

Heckler & Koch USA (HK-USA) has answered MCPD’s proposal with our P30 V2 pistol. Chambered for the 9mm Parabellum (9mm Para) cartridge, The P30 has proven itself in service with law enforcement agencies across the country and around the world, while the V2 model with its Law Enforcement Modification (LEM) Trigger Module, a feature exclusive to Heckler & Koch pistols, meets or exceeds the requirements put forth by MCPD for their new sidearm, while providing the officer on the street with a sidearm that can be virtually custom-fit to their hands while maintaining a level of safety that is unparalleled in today’s sidearm market. 1.1. Scope

The P30 V2 (see Figure 1), which entered the market nine years ago, is the culmination of Heckler & Koch’s nearly seven decades of experience in designing and producing firearms for militaries and law enforcement agencies worldwide.

Many of these organizations are recognized as some of the most prestigious law enforcement agencies and military units in the world, and all have purchased Heckler & Koch products in the past.

This proposal describes the P30 V2’s innovative and unique features, how the pistol meets or exceeds all of MCPD’s requirements, and how HK-USA will support the pistols following purchase and delivery. It also provides an estimated cost and delivery schedule for MCPD’s proposed order.

1.2. Proposal Format

For ease of reference, this proposal is divided into three major sections:

 Product Specifications and Attributes – the P30 V2’s physical specifications, its unique and outstanding characteristics, and how these specifications and characteristics meet or exceed MCPD’s requirements.

 Support for Product – how HK-USA will train MCPD officers and armorers to properly use, maintain and repair the pistol; how HK-USA will service the pistol in the event of catastrophic failures or malfunctions; and how HK-USA has worked with multiple third- party companies to ensure that a wide range of accessories are available for the P30 V2.

 Projected Cost and Delivery Schedule – the estimated cost of the proposed order and the schedule by which new sidearms will be delivered to MCPD should the proposal be accepted.

2. PRODUCT SPECIFICATIONS AND ATTRIBUTES

The P30 semi-automatic pistol is the latest evolution of Heckler & Koch’s Universal Service Pistol (USP) line. Originally developed in the late 1980s from specifications put forth by the United States Special Operations Command (USSOCOM) for their proposed Offensive Handgun Weapons System (OHWS) program, and refined in the early 1990s by Heckler & Koch’s engineers in Oberndorf, Germany, the USP was meant to be the ideal sidearm for discerning military and law-enforcement customers, and has proven itself in the service of dozens of military and law-enforcement organizations around the world.

The P30 represents the culmination of the decade’s worth of research and development that HK has spent improving the USP line, offering the end-user with unparalleled ergonomics while still maintaining HK’s legendary standards of reliability and accuracy. The V2 sub-model, with its unique LEM Trigger, is designed specifically for law enforcement, provides the officer on the street with an increased level of safety without compromising the sidearm’s accuracy. This sub- model meets or exceeds all of the requirements set forth in MCPD’s RFP (see Table 1).

The P30 V2 is 7.12 inches long and 5.43 inches tall, with a barrel length of 3.85 inches. Weight with an empty magazine loaded into the pistol is 26.08 ounces, which is significantly lighter than MCPD’s specified maximum weight of 30 ounces. The P30 V2 hold 15 rounds of 9mm Para ammunition in the magazine, one more than the minimum required by MCPD. The LEM Trigger Module provides a constant trigger weight of 7.3 lbs and a constant travel of 0.55 inches, well within the range required by MCPD. The pistol features a Military Standard 1913 Accessory Rail, better known as a Picatinny Rail, on the bottom of the dust cover, allowing the end-user to equip the pistol with one of the numerous Picatinny-compatible light or laser modules available on the market. Tritium night sights are available to law enforcement and military customers at no added cost.

2.1. Ergonomics

One of the faults MCPD identified with its current sidearm is the pistol’s poor ergonomics. MCPD reports that numerous officers have complained that the Model 4006’s grip is too large for their hands to adequately grasp, or has a shape that makes it uncomfortable to hold, especially under the pistol’s significant felt recoil.

While the majority of current handgun designs feature replaceable backstraps that allow the end- user to somewhat adjust the grip size to fit their hands, Heckler & Koch has taken this concept to the next logical progression. The P30 is the only pistol currently on the market that features interchangeable right- and left-side palmswells in addition interchangeable backstraps (see Figure 2). This unparalleled modularity allows the pistol’s issued officer to custom-fit the pistol’s grip size and shape to his or her own hand. Each P30 ships with backstraps, left-side palmswells, and right-side palmswells in small, medium, and large sizes. These modules can be combined in any configuration to create a near-custom fit grip at a duty pistol price.

In addition to providing the officer with unparalleled comfort when holding and firing the pistol, the ergonomic advantages offered by this system provide the officer with the opportunity for better sight alignment and trigger control, which will lead to superior marksmanship scores during qualification sessions, and better performance on the street should the officer ever need to employ his or her P30 V2 in the line of duty. 2.2. Law Enforcement Modification (LEM) Trigger

The P30 V2 also features Heckler & Hock’s patented Law Enforcement Modification (LEM) Trigger. Heckler & Koch created the LEM Trigger specifically for the law-enforcement market after identifying the various shortcomings of traditional trigger mechanisms.

Double-Action Only (DAO) triggers feature a long and heavy trigger pull that dramatically reduces the likelihood of an accidental discharge (AD) but at the cost of decrease accuracy both on the qualification range and on the street. Double-Action/Single-Action (DA/SA) triggers feature a long, heavy trigger pull on the first shot and short, light trigger pulls on all subsequent shots. While the DA/SA system does in theory reduce the risk of an AD, first-shot accuracy still suffers both on the range and on the street, and if the officer fails to immediately return the pistol to double-action mode once he/she has stopped shooting, then the officer risks an AD which could severely wound or even kill a suspect, and innocent bystander or even the officer him/herself. Single-action only (SAO) and striker-fired trigger mechanisms, on the other hand, each feature shorter and lighter trigger pulls than DAO or DA/SA, which offer increased accuracy but at the price of increased risk of ADs. In addition, SAO and striker-fired mechanisms do not automatically re-cock in the event of a failure to fire (FTF). Officers using these mechanisms must manually cycle the action in order to re-cock their sidearm, which wastes precious seconds in a gunfight and also dramatically increases the possibility of a user-induced malfunction.

November 11, 2015 A Proposal for Replacement Sidearm 5 Heckler & Koch USA Heckler & Koch’s LEM Trigger combines the best features of both DAO and SAO triggers while eliminating their shortcomings. The LEM trigger utilizes a proprietary two-piece hammer system (see Figure 3) comprised of an internal cocking piece and the exposed hammer. After the P30 V2s slide is cycled, either manually by the officer or by the recoil from a fired cartridge, the cocking piece remains cocked while the hammer returns to its lowered position. Pulling the trigger actuates the hammer, which strikes the firing pin and discharges the chambered round.

This unique two piece arrangement yields a trigger pull that is slightly shorter and noticeably lighter than DAO or DA/SA triggers, but still heavier and longer than SAO or striker-fired triggers. This arrangement allows for improved accuracy while also greatly decreasing the likelihood of an AD. In addition, should the pistol suffer an FTF, the internal cocking piece can be recocked simply by pulling the trigger. While this does result in a trigger pull that approximates a Double-Action trigger in both length and weight, it allows the officer to get his/her pistol into action much faster than a striker-fired or SAO arrangement.

The P30’s LEM trigger features a constant pull length of approximately 0.55 inches and is available in a variety of weights. The V2 variant features a constant pull weight of 7.3 lbs, which is significantly lighter than the 10-12 lbs of a traditional DAO trigger.

3. PRODUCT SUPPORT

Heckler & Koch recognizes that the sidearm is perhaps the most vital tool on the officer’s duty belt. Should an officer ever need to deploy his or her sidearm in defense of his or her life or in defense of innocent civilians, the officer needs to be absolutely confident that his or her sidearm will function 100% reliably 100% of the time. Heckler & Koch’s weapon systems are renowned worldwide for their reliability, and HK-USA is committed to ensuring that our products live up

Therefore, HK-USA will provide complete training courses to both MCPD’s armory staff and firearms instructors, as well as a full complement of spare parts and the necessary tools to repair and maintain their P30 V2s. In addition, HK-USA has worked with numerous third-party manufacturers to ensure that a complete range of accessories is available to all P30 V2 operators. 3.1. User Training

HK-USA recognizes that even the best sidearm is useless if its user does not know how to properly handle, manipulate, or maintain it. Therefore, MCPD’s first shipment of P30 V2 pistols will be accompanied by a team of HK-USA’s in-house armorers and NRA-certified handgun instructors. Our armorers will train MCPD’s armory staff on the proper maintenance procedures for repairing and maintaining the P30 V2, while our handgun instructors will train MCPD’s Firearms Training Unit in the P30 V2’s manual of arms, as well as the basic field-stripping procedure and user-level cleaning and maintenance tasks. The cost of this training is included in the overall order price. 3.2. Manufacturer Support

While Heckler & Koch firearms are legendary for their reliability, HK-USA recognizes the fact that all products that contain moving parts will eventually wear out, even ours. Therefore, each P30 V2 will be accompanied by a full set of replacement wear parts to allow MCPD’s armorers to keep the pistol fully functional throughout its service life. Should this supply prove insufficient, additional spare parts can be purchased directly from HK-USA at our steep LEO discount.

Should any of your P30 V2 pistols suffer a catastrophic malfunction, or any other malfunction or issue that is not caused by normal wear or improper maintenance, HK-USA will immediately provide MCPD with a replacement P30 V2 at no cost to MCPD. 3.3. Aftermarket Support

While the sidearm is undoubtedly the most vital tool on the officer’s duty belt, HK-USA recognizes that it is not the only tool, and that it requires several high-quality accessories in order for the officer to be able to carry and deploy it with maximum safety and efficiency. In addition, HK-USA recognizes that law enforcement agencies and/or individual officers prefer to add accessories to their pistols. Therefore, HK-USA has worked with many of the top manufacturers in the industry to provide a wide range of accessories for the P30 V2.

3.3.1. Holsters and Magazine Pouches

The single most important tool on an officer’s belt after his or her sidearm is a high-quality holster and magazine pouch that will carry his or her sidearm and spare magazines safely and security while simultaneously allowing immediate access should the officer need to deploy his or her sidearm in the line of duty. HK-USA has worked with several of the top holster manufacturers to develop holsters and magazine pouches for the P30 V2. These manufactures include:

HK-USA also recognizes that many departments, tactical units, and individual officers prefer to equip their sidearms with weapon-mounted flashlights and/or laser aiming devices. In addition to working with the aforementioned manufacturers to create holsters that will support such accessories, HK-USA has chosen to equip the P30 with a MIL-STD-1913 Accessory Rail (Picatinny Rail) This will allow MCPD’s officers to equip their issued P30 V2 with any of the hundreds of Picatinny-compatible light or laser systems available on the market.

While HK-USA will provide night sights on MCPD’s P30 V2s at no additional charge, HK-USA recognizes that certain departments, tactical units, or individual officers will want to change out the P30s standard iron sights for various aftermarket sights of different configuration. Therefore,

NOTE: if purchased, these sights must be installed by MCPD armorers. HK-USA cannot guarantee proper zero or point-of-aim/point-of-impact alignment with aftermarket sights.

4. PROJECTED PRICE AND DELIVERY SCHEDULE

HK-USA maintains production facilities in Virginia, New Hampshire, and Georgia, enabling HK-USA to have the flexibility to deliver contract orders of any size quickly and at a lower cost to the buyer. 4.1. Projected Price

For a total production of 1,200 pistols, HK-USA estimates a price of $530 per unit. Each unit will consist of one (1) P30 V2 pistol, five (5) magazines, and a standard supply of spare parts. Total price for this order is estimated at $636,000 (see Table 2).

4.2. Projected Delivery Schedule

HK-USA maintains three separate manufacturing facilities in the United States, allowing us to manufacture hundreds of pistols each week. However, because of the wide variety of pistols and pistol configurations we manufacture, as well as multiple current military and law enforcement contracts, and high civilian demand for our products, HK-USA will be unable fulfill a 1,200 unit order all at once. However, HK-USA will easily be able to fulfill MCPD’s required delivery schedule.

HK-USA can begin manufacturing the required units as soon as our proposal is accepted and payment received. HK-USA guarantees a minimum delivery of fifty units per month, with a total delivery period of 24 months for 1,200 proposed units.

MCPD wishes to replace its old, obsolete, and worn-out sidearms with a new sidearm that better suits the needs of its officers. The Heckler & Koch P30 V2, chambered for the 9mm Para cartridge, meets or exceeds all of the requirements laid out by MCPD for its proposed replacement sidearm. The P30 V2 features industry-standard magazine capacity, industry- leading ergonomics and user adaptability, and Heckler & Koch’s legendary reliability, accuracy, and safety in a lightweight and intuitive platform.

HK-USA can provide the required number of units well ahead and well below the budget put forth by MCPD. Production on your proposed order will begin immediately after the contract is finalized and payment is received, with the first shipment of 50 units arriving at your headquarters within thirty days.
