A Proposal for Replacement Sidearm Andrew Milbourne A Proposal for Replacement Sidearm In response to: Metro City Police Department RFP #000001 The HK P30 V2: Ideal Law Enforcement Sidearm for The 21st Century Prepared by Heckler & Koch USA Columbus, Georgia November 11, 2015 i Heckler & Koch USA EXECUTIVE SUMMARY Metro City Police Department (MCPD) is seeking to equip its officers with a new sidearm. MCPD’s current sidearm, the Smith & Wesson Model 4006, has reached the end of its service life and needs to be replaced. However, MCPD has identified several faults with the Model 4006, and in addition Smith & Wesson no longer produces or provides factory support for the Model 4006. MCPD is therefore searching for a new sidearm. MCPD requires that the new sidearm be a semi-automatic pistol that is chambered for the nine-millimeter parabellum (9mm Para) cartridge, weighs not more than thirty (30) ounces, has a magazine capacity of not less than fourteen (14) cartridges, and with a constant trigger weight of between six (6) and ten (10) lbs, a mean rate of failure of not less than five thousand (5,000) rounds, user-adjustable grip panels, and widespread aftermarket support. Heckler & Koch USA (HK-USA) proposes to replace MCPD’s current sidearm roster with our P30 V2 semi-automatic pistol. The P30 was designed specifically with law enforcement customers in mind, and meets or exceeds all of the requirements laid out by the MCPD. The P30 V2 sports HK-USA’s proprietary Law Enforcement Modification (LEM) Trigger Module, which provides the operator with a constant trigger pull weight that is significantly lighter than traditional double-action-only (DAO) trigger mechanisms while offering increased operator safety over traditional double-action/single-action (DA/SA) or striker-fired trigger mechanisms. The P30 also features interchangeable backstraps and palmswells of varying sizes, offering the end-user the ability to custom-tailor the fit of the sidearm to his or her hands. In addition to the LEM Trigger and superior ergonomics, the P30 V2 features: A trigger weight of 7.3 lbs A barrel length of 3.9 inches Widespread aftermarket support Mean rate of failure of 12,703 rounds An unloaded weight of 26.07 ounces (oz) A magazine capacity of fifteen (15) rounds A universal accessory rail on the dust cover HK-USA estimates a per-unit price of $530 for one sidearm with five magazines, or a total price of $636,000 for 1,200 sidearms with 6,000 magazines. This price will include training MCPD’s armory staff by HK-USA armorers in the proper care and maintenance of the P 30 V2, as well as training MCPD academy and qualification staff in the P30 V2s manual of arms and shooting characteristics. HK-USA can guarantee a minimum delivery rate of 50 pistols per month for 24 months. Introduction Metro City Police Department (MCPD) currently issues the Smith & Wesson Model 4006 as its standard sidearm. These pistols are approaching the end of their service life and are in desperate need of refurbishing and repairs. However, Smith & Wesson no longer provides factory-level support for the Model 4006 and has ceased producing spare parts for the pistol. In addition, MCPD’s officers and armorers have reported numerous complaints and concerns regarding the Model 4006, and the Department has determined that the pistol’s .40 S&W cartridge is not ideal for the department’s current needs. Therefore, MCPD has issues a request for a new sidearm. Heckler & Koch USA (HK-USA) has answered MCPD’s proposal with our P30 V2 pistol. Chambered for the 9mm Parabellum (9mm Para) cartridge, The P30 has proven itself in service with law enforcement agencies across the country and around the world, while the V2 model with its Law Enforcement Modification (LEM) Trigger Module, a feature exclusive to Heckler & Koch pistols, meets or exceeds the requirements put forth by MCPD for their new sidearm, while providing the officer on the street with a sidearm that can be virtually custom-fit to their hands while maintaining a level of safety that is unparalleled in today’s sidearm market. 1.1. Scope The P30 V2 (see Figure 1), which entered the market nine years ago, is the culmination of Heckler & Koch’s nearly seven decades of experience in designing and producing firearms for militaries and law enforcement agencies worldwide. Figure 1: Heckler & Koch P30 V2 The P30 pistol has been adopted by numerous agencies, including: November 11, 2015 A Proposal for Replacement Sidearm 2 Heckler & Koch USA Germany’s Zollkriminalamt (Customs Investigation Bureau) and Bundespolizei (Federal Police) The Norwegian Police Service Portugal’s Public Security Police Force and National Republican Guard The Canton (State) Police Force of Zurich, Switzerland United States Special Operations Command (SOCOM) Gotham City Police Department Many of these organizations are recognized as some of the most prestigious law enforcement agencies and military units in the world, and all have purchased Heckler & Koch products in the past. This proposal describes the P30 V2’s innovative and unique features, how the pistol meets or exceeds all of MCPD’s requirements, and how HK-USA will support the pistols following purchase and delivery. It also provides an estimated cost and delivery schedule for MCPD’s proposed order. 1.2. Proposal Format For ease of reference, this proposal is divided into three major sections: Product Specifications and Attributes – the P30 V2’s physical specifications, its unique and outstanding characteristics, and how these specifications and characteristics meet or exceed MCPD’s requirements. Support for Product – how HK-USA will train MCPD officers and armorers to properly use, maintain and repair the pistol; how HK-USA will service the pistol in the event of catastrophic failures or malfunctions; and how HK-USA has worked with multiple third- party companies to ensure that a wide range of accessories are available for the P30 V2. Officers’ poor mental wellbeing is harmful to the individual, can affect professionalism, organisational effectiveness, and public safety. While the impact of operational stressors on officers’ mental wellbeing is well documented, no review has systematically investigated organisational stressor impacts. This study aimed to conduct a systematic review to assess the relationship between organisational stressors and police officer mental wellbeing. Methods: Systematic review conducted following PRISMA and Cochrane Collaboration guidelines. Literature search was undertaken from 1990 to May 2017 on four databases (EBSCOHOST Medline/SocINDEX/PsycINFO/OVID Embase) and grey literature. Included articles were critically appraised and assessed for risk of bias. Narrative and evidence syntheses were performed by specific mental health outcomes. Results: In total, 3571 results were returned, and 15 studies met the inclusion criteria. All included studies were published in English between 1995 and 2016, had cross-sectional study designs, spanned across four continents and covered 15,150 officers. Strong evidence of significant associations was identified for organisational stressors and the outcomes of: occupational stress, psychiatric symptoms/psychological distress, emotional exhaustion and personal accomplishment. The organisational stressors most often demonstrating consistently significant associations with mental health outcomes included lack of support, demand, job pressure, administrative/ organisational pressure and long working-hours. Conclusions: This review is the first to systematically examine organisational stressors and mental health in police officers.

A recurrent theme in all these reports is the need to make better use of the potential inherent in infor- mation and communication technology. A central message in the report of the 22 July Commission was the acknowledgement that we are in the middle of a technological revolution that has contributed to major changes in society, and that the Norwegian police must keep up with the developments. This leads to expectations that in the future the police will be more ambitious in their use of technology – in operational and preventive work too. An important objective for the police's operational work is that the patrols are located where they are needed, when they are needed. In recent years the police in several countries have started using new data analysis techniques that predict where and when needs are likely to be greatest. The police and the suppliers of these tools report good experience and claim that these kinds of analyses make it easier to stay ahead of the game and focus more on preemp- tive policing and prevention. Es wird vermutet, dass Unterschiede in der Arbeitstätigkeit zwischen Schichtarbeit und Nicht-Schichtarbeit eine Rolle spielen können. Neben den Arbeitszeitmerkmalen scheint daher die Erfassung von Tätigkeitsmerkmalen der Arbeit geboten. Zudem stützen sich vorliegende Erkenntnisse mehrheitlich auf Untersuchungen in Industrieunternehmen; polizeidienstspezifische Faktoren bleiben meist unberücksichtigt.
