Finally, I thank all my family members and friends for their moral support throughout my candidature. iv Abstract This thesis presents an evaluation of the potential for gender equality to be promoted through Corporate Social Responsibility (CSR) in mining. Research was conducted at Kaltim Prima Coal (KPC), a major coal mining company located in East Kalimantan, Indonesia. Since the fall of President Suharto in 1998, Indonesia has increasingly embraced the concept of CSR as meaning the delivery of community development programs by large companies. Indonesia has also become decentralised and district governments and local communities have increased their demands for greater benefits from resource exploitation. Companies such as KPC have had to become active agents of development. Large-scale mining companies tend to employ majority male workforces and may have a series of gendered ‘impacts’ on local communities. Where mining companies act as development agencies their programs may also cause further social change. This thesis presents an evaluation of the potential for mitigating gendered impacts and striving for gender equality through CSR specific to KPC. It also looks outwards from this one specific case study of KPC to evaluate the recently developed guidelines on gender in mining by the World Bank, Rio Tinto and Oxfam Australia. This thesis is divided into three parts. Part I considers the various drivers of the CSR agenda and argues that due to the role of the male-dominated district government and local interest groups in driving the CSR agenda, women’s voices are marginalised from CSR debates. Part II presents an analysis of the gendered impacts of KPC’s mining operations taking the literature on the ‘impacts of mining on women’ as a starting point. Particular attention is paid to how female sex workers are depicted in this literature. The v thesis demonstrates that while there is certainly a strong case for needing to mitigate the gendered impacts of mining, the ‘impacts of mining on women’ approach tends to exaggerate ‘impacts’ and emphasise ‘victimhood’ and to assume that all women have similar experiences of living in mine-affected communities. The evidence from KPC shows that in fact women’s experiences of mining are very diverse. Part III investigates the gendered aspects of community development policy and implementation. An analysis of KPC’s livelihoods and HIV prevention programs reveals that there are a number of inherent limitations within the CSR paradigm that inhibit the achievement of gender equal outcomes, including the propensity for the company to place business objectives ahead of development aims and to use CSR benefits as a way of pacifying vocal groups. As these vocal groups are usually male, women tend to be overlooked as CSR beneficiaries. This thesis argues that the guidelines by the World Bank, Rio Tinto and Oxfam, while they do make some positive contributions to the discourse on mining and gender, all assume the existence of homogeneous women victims of mining.     Jurnal PolGov Vol. I No. 1, 2019 57 Perilaku Memilih Masyarakat Pasca Runtuhnya Dinasti Kekuasaan di Kutai Kartanegara Fadli Afriandi1 Abstrak Tulisan ini menampik klaim kajian perilaku memilih masyarakat yang telah menuju pola rasional, baik di level nasional maupun lokal. Tulisan ini mengajukan tesis bahwa runtuhnya dinasti kekuasaan menyebabkan perilaku memilih masyarakat kembali ke pola primordial yang awalnya menunjukkan pola rasional. Dinasti kekuasaan ini berada di tingkat lokal, tepatnya dinasti Syaukani-Rita di Kutai Kartanegara. Fokus penelitian ini melihat pada dominasi Rita Widyasari yang unggul di beberapa survei dalam bursa calon gubernur provinsi Kalimantan Timur namun gagal ikut di kontestasi tersebut karena tersandung masalah hukum. Penelitian ini menggunakan metode kualitatif dan teknik pengumpulan data melalui wawancara. Temuan dalam penelitian ini adalah perilaku memilih masyarakat menunjukkan pola primordial. Pola primordial masyarakat tersebut berdasarkan pada basis identitas suku dan agama yang terbagi ke dalam tiga wilayah (hulu, hilir/tengah, dan pesisir). Daerah hulu yang mayoritas suku Dayak cenderung memilih Syaharie Jaang, daerah hilir didominasi suku Kutai memilih Isran Noor, dan di wilayah pesisir yang didominasi suku Bugis lebih memilih Andi Sofyan Hasdam. Sedangkan berdasarkan agama, masyarakat memilih karena figur Hadi Mulyadi yang merupakan pasangan Isran Noor karena kelihatan lebih agamais. The dispute involving the central government and the provincial government and Kaltim Prima Coal (KPC), a multinational company, based in East Kalimantan, over the process of divestment of KPC will exemplify that after the democratization and decentralization, a new pattern of politics has been in the making in Indonesia. The governor of East Kalimantan Suwarna has managed to set up political alliances with powerful local and national politicians. Such a political network initiated from the provincial level was a novelty that did not exist within the New Order state. Eventually Suwarna was challenging the policy decided by the central government, and directly created a climate inhospitable to foreign investors.     1 BAB I DINAMIKA POLITIK ETNIS DAN POLITIK UANG DALAM PILKADA A. Latar Belakang Masalah Pemilihan Kepala Daerah (Pilkada) secara langsung berdampak pada bangkitnya semangat kedaerahan atau instrumentasi etnis oleh elite politik. Mobilisasi etnis oleh elite politik bertujuan menggerakkan masyarakat untuk memilih elite yang mencalonkan diri dalam Pilkada. Hal ini dapat ditengarai dengan adanya isu-isu putra daerah asli dan pendatang dalam kampanye Pilkada. Isu putra daerah asli yang ditampilkan dalam kampanye, sesungguhnya menyerang calon lain yang bukan putra daerah. Instrumentasi etnis dalam Pilkada bisa memicu konflik horisontal antar pendukung calon. Sehubungan dengan maraknya instrumentasi etnis dalam Pilkada, bermula dari pengekangan oleh rejim Orde Baru selama tiga puluh dua tahun. Oleh karena dikekang selama tiga puluh dua tahun, maka ketika kekang tersebut terbuka lebar, maka instrumentasi etnis menjadi ancaman perpecahan dalam masyarakat. Studi terdahulu membuktikan bahwa instrumentasi etnis tersebut dimanfaatkan oleh elite politik untuk pemenangan dalam Pilkada. Dari hasil penelitian penulis terhadap tesis dan disertasi tentang politik etnis, penulis menemukan beberapa kajian yang menarik. Penelitian tentang instrumentasi etnis dalam pemenangan Pilkada dilakukan oleh Umasugi (2009), Ramadlan (2008) dan 2 Syarkawi (2007). Umasugi menemukan bahwa pemenangan Pilkada di Kabupaten Buru disebabkan kandidat menginstrumentasi etnis – hal ini diidentifikasi dengan pemilihan wakil Bupati yang menunjuk kandidat dengan marga yang berpengaruh besar di Kabupaten Buru. Kandidat menginstrumentasi etnisitas dalam rangka membangkitkan ikatan primordialisme dan kekerabatan dalam masyarakat untuk mendukungnya. Dampak dari kemenangan kandidat dalam Pilkada ialah hanya etnis tertentu yang menempati posisi strategis dalam pemerintahan1. Sebaliknya Ramadlan mengkaji instrumentasi etnis Dayak dari sisi yang berbeda dengan Umasugi. Temuan Ramadlan menunjukkan bahwa kemenangan kandidat dalam Pilkada ditopang oleh strategi jejaring etnisitas adat.

The political phenomenon that develops in the democratic order in Indonesia shows that local election (Pilkada) has become a "political industry" that requires large capital for investment. This research explores the high cost of contest local elections, which is then used by the cukong to become a partner for politicians in hunting down rent through the Pilkada. Our findings show that the Pilkada becomes an arena for battle between cukong, and regions that have abundant natural resources are contested by large local and national cukong to finance all the needs of the candidate's campaign. They control natural resources, so they are the ones who decide who is the regent, who is the governor. Natural resources, especially coal mines, are occupied emphasize as one of the main sources of driving the political machine, which has an impact on bad environmental management practices. A large number of political party leaders and several businessmen who own mining, large-scale plantations have contributed to the destruction and overexploitation of nature. Therefore, the issue of natural resources must be included in the agenda of local and national political processes and break the chain of political cukong with transactional natural resource rulers.
